Proceedings of Civil Service Board meeting held March 9, 1970.
The Clearwater Civil Service Boar~ met in regular session Monday evening,
March 9, 1970 in the Civil Service office at City Hall.
Members present: Armand J. Falzone, Donald O. McFarland, A. Clifton Stephens
and William A. Ramsey.
Guests: Mr. Vince Finn, City Employees' Association and Shirley Chastain,
Reporter, St. Petersburg Timea.
, Chairman Falzone called meeting to order.
Mr. Stephens moved that the minutes of February 9, 1970 be approved after
amendment to include Mr. Ramsey's name on the list of members present. Seconded
by Mr. McFarland. Motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on lay-offs, suspensions and dismissals. No Board action

Mr. McFarland moved that the resignations of Beverly A. Ryder, Library Assistant I,
Libraries Depar~ment, Glenda C. McKean, Secretary I, Parks & Recreation Department,
Ervin R. Rolland, Bridge Operator, Marine Division, Parks & Recreation Department,
Ronald L. Boyd and Roger Bouchard, Jr., Recreation Assistants, Parks & Recreation
Department, Dorothy D. Hanlin, Clerk-Typist I, Police Department, Gary S. Thomas,
Rodman, Engineering Department, Henry L. Peterson, Fred O. Simpson, Joseph Peterson,
Henry Wilson, Jimmy Horne, Alphonso Chambless, Ernest Griffin and Douglas N. Britton,
Sanitation Workers, Sanitation Division, Utilities Department and Eldon F. Larsh,
Laborer, Water Division, Utilities Department be accepted. Seconded by Mr. Ramsey
and motion carried.
1. Mr. McFarland moved that the Board ratify the Director1s action in approving
the establishment of one additional position of Draftsman I, Range 38,
Salary $193 bi-weekly in the General Division of the Public Works Department
and the abolition of one position of Engineering Student in the General
Division of the Public Works Department. Seconded by Mr. Stephens. Motion
carried.

2. Mr. Ramsey moved that the Board approve request from Maribetty E. Wancour,
former Clerk I (Clerk-Typist I) in the Building Department, to withdraw her
resignation. Seconded by Mr. McFarland and motion carried.
3. Mr. Stephens moved that the Board approve request from Carol Ann Carter Mayes
Clerk-Typist I, Garage Division, Public Works Department for maternity leave
of absence for a period of six (6) weeks beginning March 2, 1970. Seconded
by Mr. Ramsey and motion carried.

4. Mr. McFarland moved that the Board approve Director's recommendation that
the selaries of Fire Lieutenants Richard Phillips and John Jacobs be
increased from Range and Step 52-4, $314 bi-weekly to Range and Step 52-5
$330 bi-weekly. Seconded by Mr. Ramsey. Motion carried.
5. After a lengthy discussion, Mr. McFarland moved that the Board approve the
Director's recommendation that William Tripp, Building Inspector in the
Building Department be reclassified to Chief Building Inspector in the same
department and that he be placed in the same step in the new classification
as he now holds in his present classification. This will establish a new
classification of Chief Building Inspector, Range 55, Salary $292 hi-weekly
with an initial comPlement of one position therein and-abolish one position
of Building Inspector in the Building Department. Seconded by Mr. Stephens
with the comment that ,he would like to see the establishment of a consistent
pattern on the reclassification of employees. Motion carried unanimously.
6. Director passed out survey information on current vacation policy for various
governmental agencies within the State and for local employers in this area.
He stated that the City Manager had asked for a recommendation with respect
to granting four weeks vacation and that the Manager was in full agreement
with the recommendation of the Director that employees with twenty years
service receive four weeks vacation.
Mr. Vince Finn, Employees' Association asked that the vacation recommendation
be tabled until he had discussed it with City Employees' Association President,
Dave Keyser. After a discussion of work and non-work days and how vacations
were figured, he withdrew his request.
Mr. Ramsey moved that the Board approve Director's recommendation to amend
Rule 13, Section 1. (h) to read as follows:
(h) Beginning on the first day of the calendar year immediately following
the calendar year in which a full-time permanent employee shall have completed
five (5) years of continuous service as herein defined, such employee shall be
\ deemed to have earned and be eligible for a vacation extension of one a~ditional
calendar day. Thereafter, and during his continuous service as here~n defined,
such employee shall become eligible for a vacation extension of one additional
calendar day on the first day of each succeeding calendar year until twenty-~
illl calendar days ~ earned. Beginnin~ E!! the first day of the calendar
~ear immediately following the calendar ~ear ~ which ~ full-~ permanent
employee shall have completed fifteen ~ years of continuous service ~ herein
defined, such employee shall be deemed !E have earned and be eligible for ~
vacation extension of ~ additional calendar day. Thereafter and during h!!
, continuous service ~ herein defined, such e~loyee shall become eligible ~ ~
vacation extensio~ of ~ additional calendar day E!! the first day of ~
succeeding calendar year. These provisions for additional calendar days shall
not ,be retroactive with respect to vacations previously taken or presently

accumulated. However, beginning on January 1, 1970, current vacation
periods',sha1l thereafter, include the additional calendar days thus
,earned., Provided, ho'wever, that the total vacation period) both basic
and ,additional shall not exceed twenty-eight (28) calendar days, except
as hereinafter provided. The holiday extension provided for in paragrap~
(g); above shall not be included in such limitation.
Motion seconded byMr, Stephens and carried with Mr. McFarland voting "no".
