Proceedings of Civil Service Board meeting held December 8, 1969.

The Clearwater Civil Service Board met in regular session Monday evening,
December 8, 1969 at 7:30 P.M. in the Civil Service office at City Hall.

Members present: Armand J. Falzone, Donald O. McFarland, William A. Ramsey
and A. Clifton Stephens.
Guests: Mr. Dave Keyser, President, Employees' Association,
Mr. Vince Finn, City Employee, Mr. Arlie Schardt,
Carlouel Garden Association, Mrs. Karen Martin and
Mrs. Arlie A. Schardt, League of Women Voters.
Chairman Falzone called meeting to order.
Mr. McFarland moved that the minutes of November 10, 1969 be approved aa
printed. Seconded by Mr. Ramsey and motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on lay-offs, suspensions and dismissals. No Board action
necessary.
Mr. McFarland moved that the resignations of Richard C. Lennon, Instrument Man,
. Engineering Department, Paul L. Clifton, Mechanic II, Garage Division,
Engineering Department, Howard G. McKnight, Jr., Fire Lieutenant, Fire
Department, Clifton Woodmansee, Janitor, Library Department, Mary Wehinger,
Library Page, Library Department, Connie Gatlin, Library Page, Library
Department, Irving Richardson, Kenneth Miller and Carolyn White, Recreation
Assistants, Parks & Recreation Department, Larry P. Kasiba and James a'.
Roberts, EquipmentOperatoTs, Public Service Department, Nathaniel Biggs,
Dan A. Hall and Dane A. Walters, Sanitation Workers, Sanitation Division,
Utilities Department, and Joseph L. Worrell, Accountant II, Utilities
'Department, be accepted. Seconded by Mr. Ramsey and motion carried.
Mr. McFarland moved that the Board ratify the Director's action in approving
the following items (1 N 10) on the Agenda:
1. ' Establishment of two' 'temporary positions of Laborer, Range 29, Salary $155
bi-weekly in the Electri'caL..Q.e;partment .
2. Establishment of one additional position of Recreation Leader (PPT), $1.97
per hour in the Recreation Division, Parks & Recreation Department.
3. Establishment of one additional position of Recreation Specialist (PPT)
$2.55 per hour, in the Recreation D~vision, Parks & Recreation Department.

4. Establishment of one additional position of School Patrolman, Range 19.
Salary $122 bi-week1y in the Police Department.
5. Establishment of one additional position of Incinerator Attendant,
Inc~nerator Division, Utilities Department, Range 34, Salary $175
bi-weekly.
6. Establishment of two additional positions of Laborer, Range 29, Salary $155
bi-week1y in the Incinerator Division of the Utilities Department.
7. Establishment of two additional positions of Equipment Operator, Range 33,
Salary $171 hi-weekly in the Incinerator Division, Utilities Department.
8. Establishment of three additional positions of Utilities Serviceman I,
Utilities Department, Range 34, Salary $180 hi-weekly in the Service
Division of the Utilities Department.
9. Establishment of one additional position of Meter Repairman I, Range 33,
Salary $171 bi-weekly in the Utilities Department.
10. Establishment of one additional position of Equipment Operator,
Range 33, Salary $171 bi-weekly in the Water Division of the Utilities
Department.
Motion seconded by Mr. Stephens and carried.
11. Mr. McFarland moved that the Board ratify the Director's action in approving
an extension of emergency appointment of Fred Fletcher, Janitor in the
Central Services Department. Seconded by Mr. Stephens. Motion carried.
12. Mr. Stephens moved that the Board ratify the Directorls action in approving
an extension of emergency appointment of Oveida Davis, Library Assistant I,
in the Library Department. Seconded by Mr. McFarland and motion carried.
13. Mr. Stephens moved that the Board ratify the Director1s action in approving
an extension of emergency appointment of Corrine Lynn Drought) Clerk-Typist I,
in the Municipal Court. Seconded by Mr. McFarland. Motion carried.
14. Mr. Stephens moved that the Board approve the Director's recommendation
that the, requests of Police Patrolman J. Eugene Hunt, Joseph D. Molnar, Jr.,
and William F. Bryant for a change in classification (voluntary 'demotion)
to classification of Firefighter under the applicable provisions of the
Boardls Rules and Regulations, be granted. Seconded by Mr. McFarland.
Motion carried.
15. Mr. Ramsey moved that the Board ratify the Director1s action in approving
a request for withdrawal of his resignation by Wilson McGill, Jr., Equipment
Operator, Parks and Recreation Department. Seconded by Mr. Stephens and
motion carried.

16. Mr. McFarland moved that the Board approve Directorls recommendation that
the position of Assistant Parks Superintendent be reclassified from

from Range 42 to Range 48 and that the incumbent Allen Dixon, be
reclassified from Range 42-9, $292 bi-weekly, to Range 48-9,
$338 bi-weekly. Seconded by Mr. Ramsey and motion carried.
17. Mr. Ramsey moved that the Board approve Director's recommendation that
the classification of Parking Meter Mechanic Helper be adjusted from
Range 31, $163 bi-weekly to Range 33, $171 bi-weekly and the incumbent,
Billy Lemocks, be placed in the same step in the proposed range as he
now holds in the existing range. Seconded by Mr. Stephena. Motion
carried.
18. }Ir. McFarland moved that the Board approve Director's recommendation
that Paragraph (h) of Section 1. of Rule 13 of Civil Service Board
Rules and Regulations shall be and it hereby is amended to read as
follows:
"Beginning on the first day of the calendar year inunediately following
the calendar year in which a full-time permanent employee shall have
completed five (5) years of continuous service as herein defined, such
employee shall be deemed to have earned and be eligible for a vacation
extension of one additional calendar day. Thereafter, and during his
continuous service as herein defined) such employee shall become
eligible for a vacation extension of one additional calendar day on
the first day of each succeeding calendar year. This provision shall
not be retroactive with respect to vacations previously taken or presently
accumulated. However, beginning on January 1, 1970, current vacation
periods shall thereafter include the additional calendar' days thus earned.
Provided, however, that the"total vacation period, both basic and
additional, shall not exceed twenty-one (21) calendar days, except as
hereinafter provided. The holiday extension provided for in paragraph
(g) above shall not be included in such limitation."
The motion was seconded by Mr. Ramsey and carried unanimously.
Director reminded Board members that this would be his last meeting with them.
He said he was lnost'thankful for their cooperation which had made his job a
pleasant experience.
Mr. McFarland moved the meeting be adjourned. Seconded by Mr. Ramsey.
