Proceedings of Civil Service J\oard meeting held September 8, 1969
The Clearwater Civil Service Board met in regular session Monday evening, _~
September 8t 1969 at 7:30 P.M. in the Civil Seryice office at City Hall.
Members present: Armand J. Falzone, W. A. Ramsey and Leon Whitehurst', Jr.
Guests: Mr. John J. Anthony, City Employee, Vince Finn, City Employee,
Mrs. James E. Bowen and Hrs. L. Nontgomery Clark, League of Women
Voters.
It was moved by Nr. Falzone and seconded by Nr. Ramsey that Mr. Whitehurst act
as Chairman of the meeting.
Acting Chairman Whitehurst called the meeting to order.
Mr. Falzone moved that the minutes of August 11, 1969 meeting and special
meeting of August 25, 1969 be approved as written. Seconded by Mr.. Ramsey and
motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on lay-offs, suspensions and dismissals. No Board action
necessary.
Mr. Falzone moved that the resignations of David Hampton, Jr. and Kenneth S. Kimbrell,

1. Mr. Ramsey moved that the Board'rntify the action of the Director in approving
extension of emergency appointment of A1ice\\Blue, Librm:'y Assistant I, in the
Library Department. Seconded by Mr. Falzone and motion carried.

2. Mr. Ramsey moved that the Board ratify the Director's action in approving
extension of emergency appointment of ErIe Forse, Janitor, Marine Division,
Parks & Recreation Department. Seconded by Mr. Falzone. Motion carried.

3. Mr. Ramsey moved that the Board ratify the Director's action in approving
request for maternity leave of absence for Oarbara R. Coleman, Library
Assistant I, Library Department. Seconded by Mr. Falzone and motion carried.

4. Mr. Falzone moved that Patrolman Donald Samuel be granted an educational leave
of absence for one year beginning September 9, 1969 with the recommendation
that Chief Daniels give consideration to Patrolman Samuells request to work
part time while attending school.

5. Director reminded Board members that Mike Laursen was not covered by Civil
Service and therefore, would not be entitled to the general salary increase
on October 1. He recommended that Mr. Laursen be given an increase of $35.00
bi-weekly effective ,October 1, 1969. Mr. Falzone Inoved that this increase
be approved and Mr. Ramsey seconded the motion. Motion carried unanimously.
'6. Mr. Falzone moved that the Director's salary be increased $35.00 hi-weekly,
,effective October I, 1969. Seconded by Mr. Ramsey and motion carried

Director asked for Board's informal authority to recruit a new manto replace
Mr. Laursen in the event that he becomes Personnel Director upon the retirement
of the present Director. He mentioned that the salary would probably be in the
$6~OOO to $7;200 range depending on education and experience. It was the consensus
of opinion that movement in this direction should be made as soon as possible.
Acting ,Chairman Whitehurst welcomed the guests and asked that they introduce
themselves.
