The C1cnrwater Civil Servica Board met in special session Monday evening,
August 25, 1969 at 7:30 P.M. in the Civil Service office at City Hall.
Members present: R. M. TIlompaon, Chairman, Armand J. Falzone,
Donald O. McFarland, William A. Ramsey and
Leon Whitehurst, Jr.
Gucsts: Gerald B. Weimer, Assistant City Manager
This meeting was primarily called for the purpose of considering the recommendations
contained in the comprehensive wage and salary survcy report recently submitted by
Frank C. Brown & Company, Inc.
After reviewing the written report and certain additional material incidental to
and in support thereof and after discussing the facts and circumstances as well
as the problems relevant to the si~uation, it was moved by Mr. McFarland and
seconded by Mr. Ramsey that this Board does hereby:
1.
Approve and adopt the recommendations with respect to pay ranges for the
various classifications as listed in the Frank C. Brown & Company report
dated July 22, 1969 including (except for the Executive Section and
Police Patrolmen and Firefighters) the recommended step-for-step conver-
sionto the new pay ranges.
2.
Approve the step conversion "chedule for Police Patrolmen and Firefighters,
a copy of which is attached hereto.

Approve the' establishment of an Executive Section of the City's Pay
in accordance with the provisions of a proposed pay plan rule to be
1ncorPo~ated in the City's Pay Plan' effective on October 1, 1969, a
of which is attached hereto.

employees in the several position classifications to be included in

. :SPECIAL PROVISIONS FOR ADMINISTERING
THE EXECUTIVE SECTION OF THIS PAY PLAN'

. The Executive Section of this Pay Plan shall consist of the
position.c1assifications which carry pay range numbers 58 to 80
inclusive as they appear herein. Notwithstanding the provisions
'. incorporate.d in the Rules for administering this Pay Plan, the
.", Appointing Authority may, with the 'prior approval of the
.Personnel Director and subsequent ratification by the Civil
Service'Board~ authorize the placement of a new employee and/or
.' a promoted 'employee at such step or half-step ahove the minimum
for'the appropriate classification pay range as will, in his ,
considered judgment; give proper effect to said 'employee I s prior
. ' ~traininBand experience as well as the going market price for the,
, ;",," position. Thereafter,' the Appointing Authority may, in his discretion,
" . authorize salary increases to such step or half-step as will, in his
.' . considered judgment, properly ,reflect said employee's value to the
ctty'but in no case~ however, to exceed an eleven (11) percent
salary increase for such employee in any one(l) fiscal year. These.
provisions shall riot be' deemed to 'inc1ude duly authorized general
salary,inc.r~ases which shall he in addition thereto. For the purposes
of the fo~egoing provisions, a one-half step shall he defined as 'the
pointmidway'between the appropriate full steps, rounded off to the
next even lower dollar.
