Proceedings of Civil Service Board meeting held June 9, 1969.
The Clearwater Civil Service Board met in regular session Monday evening,
June 9, 1969 at 7:30 F.M. in the Civil Service office at City Hall.
Members present: R. M. Thompson, Sr., Chairman, Armand J. Falzone,
Donald 0. McFarland and Leon Whitehurst, Jr.
Guests:. Mrs. Alice Bush, President, Employees` Association,
Mrs. Eleanor Jahsman and Mrs. L. M. Clark, League of
Women Voters.
Chairman called the meeting to order.
There were no changes or corrections in the minutes of the meeting held on
May 12, 1969. Chairman said they would stand approved as written.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on lay-offs,suspensions and dismissals. No Board action
necessary.
Mr. Falzone moved that the resignations of Edward Lynch, Meter Repairman I, Meter
Shop, City Manager Department, John W. Simpson, Utilities Serviceman I, Service
Division, Utilities Department, Marjorie Schmitt, Secretary I, Fire Department,
Wilbert D. Bradford, Equipment Operator, Public Service Department, Henry J.
Buird,'Equipment Operator, Public Service Department, Ray Teja, Recreation
Supervisor I,.Parks & Recreation Department, William R. McBride and Leon Bradley,
Recreation Assistants, Parks & Recreation Department, Rebecca Raddick,
Recreation Leader, Parks & Recreation Department, Tom Agness and Cleven Wyatt,
Laborers, Parks & Recreation Department, Frank M. Wilson, Toll Attendant,
Marine Division, Parks & Recreation Department, George J. Yaede, Maintenance
Tradesworker I, Bldg. Maintenance Division, Engineering Department,' Gordon V.
Balbirnie, Jailer, Police Department, John S. McIntire, Communications Clerk IT.,
Police Department, Joseph'J. Cariglino, Laborer, Police Department and
Walter.Ingram, Sanitation Worker, Sanitation Division, Utilities Department be
accepted. Seconded by Mr. McFarland and motion carried.
1. Mr. McFarland moved that the Board ratify the Director's action in approving
the establishment of one additional position of Meter Repairman I, $163
•bi-weekly.-in the Meter Shop Division of City Manager Department. Seconded
by Mr. Whitehurst. Motion carried.

2. Mr. Whitehurst moved that the Board ratify the Director's action in
:a•.•.,. approving the transfer appointments of:
Fred J. Starzinger from Utilities Serviceman 11 to Aix Conditioning
Serviceman 1I in the Utilities Department.
James W. Mosley from Laborer, Public Service Department to Laborer
.`,•:.`'r Gas Division, Utilities Department.
Director discussed with the Board our current problem with respect to the
recruitment and employment of Division Heads and Department Directors to replace
,r..,t....: those who.have recently retired and separated. He pointed out that these were
fJ.' mainly long-Germ employees who were at or near the tap of the salary range
-while we are trying to recruit full competent people at or near the bottom
of.the range and it is just root working out. It was the consensus of opinion
that we :would have to pay the 'going rate to attract competent people.

'Mr.,Whitehurst asked about second-level administrators and whether enough
thought had been given Co developing promotional material. He asked whether
°:; ;;t we had attempted to set up a manning table in this respect and suggested that
possibly a recommendation should be made along these lines. Mr. McFarland
.'asked about a current organization chart and said he felt that a new one' should
iF <:?i..'•`' " be drawn up and kept current. Director said he would talk to Mr. Weimer about
this..
