Proceedings of Civil Service Board meeting held December 9, 1968.

The Clearwater Civil Service Board met in regular session Monday evening,
December 9,1968 at 7:30 P.N. in the Civil Service office at City Hall.
Members present: R. M. Thompson~ Sr., Chairman, Armand J. Falzone, John Starr
and Leon Whitehurst, Jr.
Guests:
Mrs. Dorothy Schardt, League of Women Voters, Mr. Arlie Schardt,
Secretary, Carlouel Garden & Improvement Association, and
Mrs. Alice Bush, PreSident, Employees' Association.
Chairman called the meeting to order.
Mr. Falzone moved the minutes of the meetings of November 18, 1968 and
December 2, 1968 be approved as written. Seconded by Mr. Whitehurst and motion
carried.
Director reported on assembled examinations conducted.
Director reported on lay-offs and dismissals. No Board action necessary.
Mr. Falzone moved that the resignations of Regina L. Taylor, Clerk I, Police
Department, Eugene Taylor, Janitor, Central Services Department, Raymond Golden,
Refuse Collector, Refuse Division, Utilities Department, Roger Femrite, Equipment
Operator, Parks & Recreation Department, Mary L. Holcombe, Recreation Leader,
Parks & Rec~eation DepartmentJ Richard A. Pettis, Recreation ASSistant, Parks
& Recreation Department, Gene A. Fatout and John Lewis, Laborers, Public Works
Department, Richard Sanders, Refuse Collector, Refuse Division, Utilities
Department, Leonard Hildebrand, Janitor, Central Services Department and
Larry D~ Jenkins, Computer Operator II, Data Processing Division, Finance
Department be accepted. Seconded by Mr. Starr. Motion carried.

Director read letter froln C. W. Oliphant, Sewage Plant Attendant, requesting
that his step increase due February 1, 1969 be withheld. Board members all
approved his request,.
I Mr. Whitehurst moved that the Board ratify the Director1s action in approving
~ity Managerts request to establish one position of Engineering Student,
Range 28, Salary $151 bi-weekly in the Planning Division of Public Works
(Engineerin~Department and to abolish the classification and one position of
Draftsman I (PPT) in the Planning Division of Public Works (Engineering)
Department. Seconded by Mr. Starr and motion carried.
Mr. Starr moved that the Board ratify the action of the Director in approving
City Manager's request to establish two positions of Laborer (White Wings),
Range 24, Salary $137 bi-weekly in the Streets Division of the Public Service
Department. Seconded 'by Nr. Falzone. Motion carried.
Mr. Fal~one moved that the Board approve the City Manager's request to establish
, a new classification of Sanitation Inspector~ Range 39, Salary $198 hi-weekly in

tho ReC\iRO Division, Utilities Department. Seconded by Nr. Hhitehurst and
motion carriod.
l'tri Stnrr moved that the Board approve the City Manager t s request to abolish
1:110 now vacant classifications of Detective, Detective Sergeant and Detective
Captain in tho Investigations Division of the Police Department. Seconded
by Mr. ,Falzone and motion carried.
Chairman told visitors that the Board would go into a short Executive Sesaion
And they would be excused. He thanked them for attending the meeting.
Executive Session
Director passed out copies of suggested agreement for Police Patrolmen and
Firefighters to sign if they did not pass the original examination. He also
passed out copies, of suggested aptitude test. to be given with oral examination
for applicants who fail the original test and sign the agreement. All Board
members present felt the aptitude test and agreement were excellent.
Board members agreed that the passing examination grade for Firefighters
Bhou~d be lowered to 70 the same as the passing grade for police'Patrolmen
and authorized the Director to do so.
