Proceedings of Civil Service Board meeting held December 2. 1968.
The Clearwater Civil Service Board met in a special session Monday evening.
December 2, 1968 at 7:30 P.M. in the Civil Service office at City Hall.
Members present: R. M. Thompson, Sr., Chairman, Armand J. Falzone,
Donald O. McFarland and Leon Whitehurst, Jr.
Guests: M. R. Stierheirn, City Manager, Frank Daniels, Police
Chief, Walter Manning, Fire Chief and Milton Rooks,
Community Relations Coordinator.

Chairman called the meeting to order.
The purpose of this meeting was to discuss proposals and plans for a revision
of..our testing and selection procedure with respect to applicants for the
positions of Police Patrolman and Firefighter.

At. the conclusion of.discussion with respect to the foregoing, Mr. Whitehurst
made the following motion:
tlThere shall be no change in the present policy for the testing of employees
for the Police and Fire Departments except .in the following situations:
A. .If an applicant for employment as Patrolman by the Police
Department or as Firefighter by the Fire Department fails
the educational testing requirements now established by
.the~Cityof Clearwater Ci~il Service Board, then such
'appiicant may apply to the Personnel Director for permission
. to take an aptitude test, which aptitude test shall be
designated by the Personnel Director. This test shall be
given for the purpose of evaluating the applicant's' aptitude
in the' fields of verbal and numerical abilities. A passing
grade for such test will be established by the Personnel
Direc'tor with the approval of the Civil Service Board. If
the applicant fails to make a passing grade on the aptitude
test as designated above, such applicant would be excluded
from further consideration at that time.

B.. If the candidate satisfactorily passes this aptitude test.as
above designated, thereupon he becomes eligible for an oral
examination to be administered by an examining board composed
of the following:
Any two (2) members of the Civil Service Board (and)
The Police Chief or the Fire Chief
(depending upon the department involved)
The Personnel Director shall act as Secretary to the Oral
Examining Board, and while he would not participate in the

rating of such applicant, he shall have the right to question
the applicant. Each applicant shall be rated by each member
of the board examining such applicant and if a composite of
all grading by the Examining Board, when combined with the
aforementioned aptitude test, reflects a passing grade, then
such applicant shall be certified to the respective department
head as eligible for appointment as a probationary employee
under the present rules of the Civil Service Act of the City
of Clearwater regarding such probationary employment.

c. As a condition of being employed as a probationary employee,
such candidate would be required to undertake on his own time,
and without compensation for same, such additional educational
requirements as may be deemed necessary for such candidate by
the Civil Service Board.
D. During the probationary period that such probationary candidate
is employed, but in no event more than one (1) year from the
.date of his initial employment, such candidate shall be,
required to retake the initial testing of an employee applicant,
and should such candidate employee fail to pass such examina-
tion, then, upon the expiration of the one (1) year probationary
period from the date of his original employment, unless, witllin
. such time, he passes such original examination, his employment
shall be terminated, unless sooner terminated under the Civil
Service Act of the City of Clearwater."

Mr~ McFarland seconded this motion which carried unanimously.
The City Manager distributed copies of a statement made before the City
Commission Monday afternoon by the President of the Local Lodge of the
Fraternal Order of Police and briefly discussed its contents with Board
, Members.
There b~ing no further business to come before the Board at this time,
the meeting was adjourned at 10:00 P.M.
