The Clearwater Civil Service Board met in regular session t10nday evening, November 18, 1968 at 7:30 P.M. in the Civil Service office at City Hall. Members present: \ R. M. Thompson, Sr., Chairman, Armand J. Falzone, John Starr, Donald O. McFarland and Leon Whitehurst, Jr. Guests: Bra. Dorothy Schardt, League of Women Voters, Mr. Arlie Schardt, Secretary, Ca~louel Garden & Improvement Association, Mrs. Alice Bush, President, Employees' Association ~nd Mr. Frank Daniels, Police Chief. Chairman called the meeting to order. Mr. Falzone moved the minutes of the meeting of October 14, 1968 he approved as written. Seconded by Mr. McFarland and motion carried. Director reported on assembled examinations conducted. Director reported on lay-offs and dismissals. No Board action necessary. Mr. McFarland moved that the resignations of Raymond Robinson, Karl L1Ho~nedieu, Soloman McDaniel, Robert Green, James Lang and Edmond McClenton, Refuse Collectors, Refuse Division, Utilities nepartment, David L. Nix, Recreation Assistant, Parks &:Recreation Department, Gary D. Keen and Douglas S. Brown, Laborers, Parks & Recreation Department,' Walter R. Warner, Gas Plant Attendant, Gas Division, Utilities: Department, Ronald R. Streid and Evan T. Hansell, Police Patrolman, Police .,Department, Cecil R. Holland, Jr., Laborer, Police Department and E. H. Jones, , "Laborer,' Garage Division, Engineering Department be accepted. Seconded by Mr. Starr ,',and' motion, carried.' ' Mr. McFarland moved that the Board ratify the Director's action in approving the City Managerls request to establish one position of Draftsman I, Range 36, Sa1ary$184bi-weekly (temporary) until the return of Wayne Sangster who is on .'military leave, of absence. Seconded by Mr. Starr. Motion carried. _ Mr. McFarland moved that the Board approve, the City Manager's request to establish a new classification of Identification Technician, Range {}40, Salary $203 bi-weekly . ,in the Investigations Division of the Police Department. Seconded by Mr. Starr and motion carried. , Mr. McFarland moved that the Board approve the City Manager's request to establish a'new classification of Parking Meter Mechanic' Helper, Range /'29, Salary $155 bi- weekly in the Uniform Division of the Police Department. Seconded by Mr. Falzone. Seconded by Mr. Starr and motion carried. It was moved by Mr. McFarland, seconded by Mr. Whitehurst and motion carried that the Board approve request from City Manage1:' to abolish the classifi.cation 'and position of 'Asst. Police Chief in the Uniform Division of the Police Department. Mr. Whitehurst moved for approval and adoption the adjustment of certain Data Processing Division classifications and incumbents as indicated in Director's memo to City Manager on November I, 1968. (Adjustments shown below) Seconded by Mr. Starr. Motion carried unanimously. Re-eva1uation of Data Processing Division Classifications: 1. Adjusting the classification of Data Processing Supervisor from Range #52, $271 b/w to Range #59 $322 b/w and re-tit1ing it ','Data Processing Manager." 2. Adjusting the classification of Tabulating Equipment Operator II from Range #38, $193 b/w to Range #43, $218 b/w and re-tit1ing it "Computer Operator 11.11 3. Combining the classifications of Verifier Operator and Key Punch'Operator with adjustments from Range #27, $148 b/w and Range 1126,$144 b/w respectively to Range #28, $151 bh>l and re-titling the combined classification HKey Punch-Verifier Operl1tor~lI 4. A'provision that all incumbents be granted the same status in the new salary ranges as they presently hold in existing " ,salary ranges. Chief'Danlels told Board members that the recruitment of police patrolmen was extremely urgent, especially the need for negro police patrolmen. After a lengthy discussion on the recruitment problem it was decided that a special meeting would be held before the December 9 Board meeting so that a definite plan on recruitment could be decided and implemented at the December meeting. Chainnan directed the Personnel Director to contact the City Manager, the Fire and Police Chiefs and all Board members and to set up a special meeting at ,which , all Board members are to be in attendance.
