The C1ear~ater Civil Service Board met in regular session Monday evening, October 14, 1968 at 7:30 P.M. in the Civil Service office at City Hall. Members present: R. M. Thompson, Sr.) Armand J. Seconded by Mr. ffilitehurst. Motion carried. Mr. Falzone moved that the Board ratify the Director's action in approving City Hanager's request to establish a temporary position of Library Assistant I in the Library Department, Range 24, salary $137 bi-weekly. Seconded by Mr. Whitehurst and motion carried. Mr. Falzone moved, that the Board ratify the Director's action in approving the City Manager's request to establish one additional position of Sewage plant Attendant, Range 28, salary $151 hi-weekly in the Water Pollution Control Division of the ,Utilities Department. Seconded by Mr. Whitehurst and motion carried. , ~ I Mr. Falzone moved that the Board grant maternity leave of absence for Diane C. Lott, Secretary I, Parks & Recreation Department from December 9, 1968 through February 7, 1969. Seconded by Mr. Whitehurst. Motion carried. Mr. Falzone moved that the Board ratify the Di.rector' s Be tion in approving withdraw'al of resignation by Robert N. Lee, former Janitor in the Marine Division, Finance Department. Motion seconded by Mr. Whitehurst and carried. Mr. ' Falzone moved that the Board approve the City Manager's request to establish a new classification of Police Major in the Police Department and to establish , three (3) positions of Police Major, Range 57, $307 bi-weekly. Seconded by Mr. Whitehurst and motion carried. Mr. Falzone moved that the Board ratify the Director's action in approving the transfer of Wallace B. Mackey, Asst. Police Chief to the position of Police Major in accordance with the provisions of par. (a), Section 11, Rule 8 of the Civil Service Rules and Regulations. Seconded by Mr. Whitehurst and motion carried. Mr. Falzone moved that the Board ratify the Director's action in approving the acceptance of the written examination for the position of Police Chief, including the score.' thereof, as the appropriate written examination for the position of Police'M~jor with respect to the follOWing candidates: Blaine P. Civil Service Board meeting October 14, 1968 Pago 3 Director passed copies of new fonn to Board members which is to be used by the City Manager to request nm., positions. This form will eliminate the necessity of t~iting a letter for each new position. Hr. Falzone moved the Board approve the City Manager's request to establish three positions of Maintenance Tradesworker II, Range 41, salary $208 bi~weck1y and 'abolish three positions of Maintenance Tradesworker I, in the Building Maintenance Division of the Engineering Department. Seconded by Mr. Whitehurst and motion carried. Mr. Falzone moved the Board approve the City Manager's request to establish one additional position of Library Assistant I, Range #26. Salary $144 biMweekly in the Library Department. Motion was seconded by Mr. Whitehurst and carried. Mr. Falzone moved the Board approve the City Manager's request to establish one additional position of Mechanic II, Range t~2, Salary $213 bi-weekly in the Garage Division of the Engineering Department. Seconded by Mr. Whitehurst. Hotion carried. Director read letter from City Manager stating that effective October 1, 1968 Gerald Weimer's job title becomes that of Administrative Assistant to the City Manager with duties of Assistant City ~tanager. This change removes Mr. Weimer from the classified service and is under the provisions of section 7; division 2 of the City Code. Director told Board that since Mike Laursen did not come under classified service , and did not receive the October 1st increase that other classified employees received, he would like to suggest an increase of $20.00 hi-weekly. Mr. Falzone moved that Mike Laursen, Asst. to Personnel Director receive a $~O.OO bi-week1y raise as of October 1. Seconded by Mr. Whitehurst and motion carried. Mr~ Thompson said he felt the Personnel Director should be given the normal raise of $20.00 bi-weekly. Mr. Falzone moved, ~lr. Whitehurst seconded and the motion carried that the'Personnel Director receive a salary increase of $20.00 bi-weekly effective October 1, 1968. Chairman greeted visitors from the League of Women Voters and also congratulated Mrs. Alice Bush on her re-election to President of the Employees' Association. Mrs. Bush told Board members about the employees' picnic held at Ross Norton Club House. Over 500 employees were served and it was a very successful evening. Director passed out copies of Report by the Study Committee on Police examinations. Mr. Whitehurst made several suggestions for changing the wording of the Report ,and these changes were agreeable. If he passed, he would be eligible for permanent appointment and if he failed the test, his employment would be terminated. Mr. Young said this was not his understanding and he felt sure it was not the understanding of the other members of the study committee. He said his under- standing was that the present test would be discontinued and a new verbal and numeric,al reasoning test substituted. Deficiencies would be pointed out to the candidate, who made a score sufficient,to admit him to the oral examination but'less than the normal passing point and thus give him the opportunity to study during his probationary period. At the end of such period, he would again take the same test and, failing to make a passing score, would be terminated. Mr. Whitehurst said in that case he would have to withdraw his support of the committee report. Some discussion ensued relative to further meeting of the committee for clarification purposes but Mr. Whitehurst said he thought the matter should be tabled and 60 moved. The motion was seconded by Mr. Falzone and carried. Mr. Whitehurst then submitted a chart for the record which depicted, graphically, his thinking on the matter. '" ., Director read various memos pertaining to the hours worked by Bridge Operators and explained, to the Board that the Bridge Operators were not changed from a' 40, ,hour work week to a 56 hour work week automatically, but they had all taken the ,56 hours ana vol~ntary basis when the causeWay bridge was taken over by the State and ,the Clearwater Pass Bridge was opened. , I Mr. Falzone moved the meeting be adjourned. ,Respectfully ~ . submitted, ~ John C.
