Mr. Falzone moved the minutes of the meeting of August 12, 1968 be approved as
written. Seconded by Mr. Whitehurst. Motion carried.

Mr. Falzone moved that the Board ratify the Director's action in approving
request from Frederick Kirkland, former Police Patrolman, to withdraw his
resignation. Seconded by Mr. Whitehurst and motion carried.
Mr. Whitehurst moved that the Board ratify the action of the Director in approving
City Manager's request to establish two additional positions of Fire Lieutenant
Range 44, Salary $223 bi-weekly; one in the Fire Stations Division and one in the
Inspections Division of the Fire Department. Seconded by Mr. Starr. Motion
carried.
Mr. Starr moved that the Board ratify the Director's action in approving. City
Manager's request to establish twelve additional positions of Patrolman, Unifo1~
Division, Police Department (contained in October 1) 1968 Budget) at the present
time and ,his request to fill six of the additional positions between now and
October 1) 1968, since the present 1967-68 Budget contains funds to cover the
cost. Seconded by Mr~ Falzone. Motion carried.
Mr. llhitehurst moved that the Board rescind their action at the last meeting to
reduce the work week of Bridge Operators from 56 to 40 hours with a beginning bi-
weekly salary of $100 (Range 11) and that the recommendation of the Director be
adopted wherein these men be paid on the basis of a 40 hour week $110 bi-weekly
(Range 15) and that this be followed with some sort of explanatory report from
the Director's office giving a picture as to when and why an increase from 40
to 56 hours occurred without a corresponding raise in pay. Motion lost for the
lack of a second.
,Mr. Falzone moved that the Board rescind their action at the last meeting
relative to the Bridge Operators and set the salary at $116 hi-weekly instead
of $100. Seconded by Mr. Starr~ Mr. Whitehurst voted no. Chairman voted in
the affirm'ative and therefore the motion carried.
Mr. Falzone moved that the Board ratify the action of the Director in approving
the establishment of one additional position of Bridge Operator) Range 17, $116
bi-weekly in the Marine Division, Finance Department. Seconded by Mr. Starr.
Mr. Whitehurst voted no. Chairman voted in the affirmative and motion carried.
'l>1r. Falzone moved that the Board grant the request of the City Manager to
establish a new classification of Bailiff) Range 31, in the Municipal Court
Department. Seconded by Mr. Starr and motion carried.

Mr. Whitehurst suggested that some thought be given by the Police Chief to letting
new Police Patrolmen watch the Bailiff for a week and then possibly let them serve
as Bailiff for a week to acquaint them with court proceedings.

Mr. Arlie Schardt commended Mr. Ralblc on his presentation of the Bridge
Operators' problem to the Board.
Chairman told visitors that the Board would go into Executive Session and they
would be excused and thanked them for attending the meeting.
Executive Session
Chairman stated he felt the City had corne to the cross roads on a few things
pertaining to personnel and that all Board members should listen very carefully
to what the Police Chief) Fire Chief and City Manager had to say.
City Manager stated he felt the time was right to take definite steps in
recruiting police patrolmen and firefighters since we have additional positious
in both Police and Fire Department budgets ,for the coming year.
He proposed that the Board appoint a Committee to evaluate the possibility of
eliminating the examination we presently give for police and fire applicants
and in its place give a'battery of examinations that will measure the aptitude
, and, capacity of the individual to learn as opposed to the level of education
he~ay have right now although he must have a certain ,basic level. Aptitude
tests, such as Wonderlic, that measure the aptitude of the man to learn would
be given. . Much greater reliance would be put - a very high percentage - on an
Oral Interview Board created specifically by the Civil Service Board to interview
prospective fire and police applicants and to recommend back to the Civil Service
Board those applicants who the Interview Board feels would be good police and
fire candidates. His suggestion as to who should be on the Oral Interview Board -

Outstanding member of the minority - an outstanding negro would be
a desirable addition

hired would be that during his probationary status he muat successfully pass
prescribed courses at St. Petersburg Junior College or night school, as well
as to complete the Pinel1as County Police Academy. Through this system it is
,felt that the problem of recruitment can be overcome.

Chairman stated he would like to form a liaison committee who will recruit these
people, will investigate them and their abilities and qualifications, their
ribility to learn, and present a list to the Board of applicants they feel are
qualified. The Board will detennine who is recommended to the Department Heads
and ~he Appointing Authority.
