", The Clearwater Civil Service Board met in regular session Monday evening, August 12, ,1968 at 7:30 P.M. in the Civil Service office at City Hall. \, Member~ present: R. M. Thompson, Sr., Armand J. Falzone, Leon Whitehurst, Jr. and Donald O. McFarland. Guests: Mr. Bud Parmer, Administrative Assistant to City Manager, Mrs. Arlie A. Schardt, League of Women Voters, Mrs. Russell Harris, Mr. Arlie Schardt, Secretary, CarIouel Garden and Improvement Association, Mr. Russell R. Harris, Trustee Car,loue1 Garden and Improvement Association, Mrs. Alice Bush, President, Employees' Association, and Miss Gretchen Bush, Journalism Student, University of South Florida. Chairman R. M. Thompson, Sr. called the meeting to order. 'Mr. Falzone moved tho minutes of the meeting of July 8, 1968 be approved as printed. Seconded by Mr. Whitehurst. Motion carried. Director reported on assembled examinations conducted. Director reported on certifications and appointments. Director reported on lay-offs, suspensions nnd dismissals. No Board action necessary. Seconded by Mr. McFarland and motion carried. Mr. McFarland moved that the Board approve the City Manager's request to establish a new classification of Chief Water Supply Operator, Range 48, salary $246 bi- weekly in the Water Division, Utilities Department. Motion was seconded by Mr. Falzone and carried. Mr. McFarland moved that the Board ratify the Director's action in approving the I extension of emergency appointment of Barbara Williams, Library Assistant I, Library Department for 60 days. Seconded by Mr. Whitehurst and motion carried. Mr. McFarland moved that the Board approve the City Manager's request to establish a new classification of Field Housing Inspector, Range 40, Salary $203 bi-weekly in the Inspections Division, Engineering Department and abolish one position of of ~nimum Housing Inspector, Range 42, Salary $213 bi-week1y in the Inspections Division, Engineering Department. Seconded by Mr. Whitehurst. Motion carried. Mr. Falzone moved that the Board approve the Director's recommendation for the establishment of a new classification of Engineering Student, Range 26, Salary $14~'bi-week1y in the Engineering Department. Seconded by Mr. Whitehurst. Motion carried. }tr. Whitehurst moved that the Director's recommendation that the salary ranges for certain engineering classifications be adjusted as indicated in Director's memo to City l1anager dated July 31, 1968 (adjus'tments shown below) and that all incum- bents who have been certified to permanent status remain in the class they presently hold and be granted the same status.in the new salal~ range ,as they now hold in the present salary range. Seconded by Mr. Falzone. Motion carried with Mr. McFarland abstaining. Re-evaluation of Certain Engineering Classifications: Draftsman I....... Draftsman II ....... Mr. ,Falzone moved that the Board approve Pay Plan amendment reducing the work week of Bridge Operators from 56 to 40 hours with a beginning bi-weekly salary from $116.00 (Range 17) to $110.00 (Range 15). Motion lost for the lack of a second. Civil Service Board meeting August 12, 1968 Page 3 Director told Board that he would write letter to City Manager approving an additional position of Bridge Operator to be ratified by the Board at the next meeting. Mr. McFarland moved that the Board approve the request of Helen Chapman, Library Assistant I, for a year's leave of absence beginning August 14, 1968. Seconded by Mr. Falzone and motion carried. Director told the Board that there would be an oral examination for Recreation Supervisor II at' 2:00 P.M. TueSday, August 13, 1968 and he would like as many Board members as, possible to be present. Director told Board members that Mike Laursen, his assistant, had recently completed a rather intensive training course in Municipal Personnel Administration with the International City Manager's Association. Director also read a paragraph from the Instructor's letter stating that Mr. Laursen had been one of the three top students during his instructing career and! that the City of Clearwater should be ,complimented in having a person of his ability and thinking in their employ. Board ,congratulated Mike on his achievement and asked the Director to incorporate their ,commendation in the minutes of the meeting. Chairman also asked the Personnel Director to write a letter of commendation to Mr.' Laursen to be signed by all Board members. Director advised the Board that, as previously arranged, he was taking a month's 'vacation ~- two weeks with pay and two weeks without pay. He told the Board that he planned to be back in the office on Monday, September 16, 1968. He also asked the Board to appoint Mike Laursen "acting" Personnel Director during his absen~e. Mr. McFarland moved that the Board appoint Hike Laursen as "acting" Personnel Director during the period from August 16 thru September 13, 1968, subject to the further review of the Board.
