,The Clearwater Civil Service Board lnet in regular session Monday evening.
July 8. 1968 at 7:30 P.M. in the Civil Service ~fficc at City Hall.
Members present: R. M. Thompson. Sr.. John Starr. Armand J. Falzone and
Leon Whitehurst. Jr.
Guests:
M. R. Stierheim, City Manager. Mrs. Florence Evers and
Mrs. Wilma Wygant, League of Women Voters.
Chairman R. M. Thompson. Sr. called the meeting to order.
Mr. Thompson asked that his election as Chairman be clarified for the records
as his term of office expired officially June 30 and he was re-appointed for
a term of three years.
MI. Whitehurst moved the election of R. M. Thompson, Sr. as Chairman of the
Civil Service Board for the year beginning July 1, 1968 to June 30. 1969.
Seconded by 'Mr. Falzone. Motion carried unanimously.
Mr~ Falzone moved the minutes of the meeting of June 10, 1968 be approved as
printed. Seconded by Mr. Starr and motion carried.
Director reported on assembled examinations conducted.
: Director reported on certifications and appointments.
Director reported on lay-offs, suspensions and dismissals. No Board action
necessary.
Mr. Starr moved that the resignations of Barbara Cohenour, CBE Student, City
Clerk Office, Robert N. Lee, Janitor, Marine Division, Finance Department,
Howard,Lucas, Sewage Plant Attendant, Water Pollution Control Plant, Utilities
Department, Charles Shoemaker, Janitor, Central Services Department, Andrew
.,J. Hedge, Conununications Clel"k I, Fire Department, Leonard 1. Hildebrand,
Janitor, Parks & Recreation Department, Michael J. Worley, Robert L. Wiley and
Jerry Yopp, Laborers. Parks & Recreation Department, David D. Russell,
Recreation Specialist, Parks & Recreation Department, Terry Byrd and Curtis
'Boans, Recreation Assistants, Parks & Recreation Department, Sherman Porter,
Forrest O'Neal and Marc H. Salton, Refuse Collectors be accepted. S~conded by ,
. Mr~ Starr. Motion carried.
Mr. Falzone moved that the Board approve the withdrawal of resignation by
Michael J. Worley, former Laborer in the Parks & Recreation Department.
Seconded by Mr. Whitehurst and motion carried.

Mr. Whitehurst moved that the Board ratify the Di~ector's action in apprOVing
,the ~ransfer of Vernon Washington, Laborer, Public Works Department to Laborer,
Electrical Department.

Mr. Starr moved that the Board ratify the Director's action in approving the
Emergency appointment ~f John Cumberland for an additional 60 days. Seconded
by Mr. Falzone and motion carried.
'Mr., Falzone moved that the Board ratify the Director's action in approving
the emergency appointment of Donald Petty, Communications Clerk II, Police
Department for an additional 60 days from July 2, 1968. Seconded by Mr. Starr.
Motion carried.
Director advised the Board that Bob Tench called him stating that the Appellate
Court in Lakeland had upheld Judge McNulty on the Mandanrns action regarding
Carroll,Garretson.
Director passed out sheet containing eligibility requirements for applicants
to take the Police Chief examination. He explained,to the Board that it
would'be.a promotional examination and probably seven men would be eligible
to. take theexamination~

City, Manager passed out copies of his budget recommendation and briefly
commented on the several aspects of a proposed divisional and departmental
re-organization.
,':~Mr. Starr moved the meeting be adjourned. Seconded by Mr. Whitehurst.
