The Clearwater Civil Service board met in regular session Monday evening, May 13, 1968 at 7:30 P.M. in the Civil. Service office at City Hall. Members present: R. M. Thompson, Sr,, John Starr, Armand J. Falzone, Donald 0. McFarland and Leon Whitehurst, Jr. .. ... Guests: Mrs. Alice L. Bush President, Employees' Association ?`= and William Shepard, Engineering Department Acting Chairman R. M. Thompson, Sr., called the meeting to order. Mr. McFarland moved the minutes of the meeting of April 8, 1968 be approved as printed. Seconded by Mr. Starr and motion carried. Mr. McFarland nominated Mr. R. M. Thompson, Sr. for Chairman of the Civil Service Board. Seconded by Mr. Starr. The motion carried unanimously. Director reported on assembled examinations conducted. `,•,.,>`.'"'' Director reported on certifications and appointments. Director reported on lay-offs, suspensions and dismissals. No Board action necessary. i. Bright and Jess C. Walker, Janitors, Parks & Recreation Department, Larry Nix, Recreation Assistant, Parks & .Recreation Department, Theodore Robinson, Frank J. Thigpen, Emerson C. Iles, James Powell, Samuel. Collie, and Edward Johnson, Refuse ' Collectors,,Refuse Division, Utilities Department, Walter A. Martin, Refuse Driver Refuse Division Utilities. De artment Bruce M. Mulkerin Police Patrolman and Judith W. Nelsen, Clerk I, Police Department, James W. Thompson, Safety Supervisor, Central Services Department, Jesse R. Seconded by Mr, Falzone. Motion carried. t.. Mr. Falzone moved that the Board ratify prior approval by individual Board members of the 1968-69 Civil Service budget request. Civil Service Board meeting May 13, 1968 Page 2 Mr. McFarland moved that the Board approve the Director's action in re- describing and re-pricing position of Safety Supervisor from Range 38, $193 bi-weekly to Range 50, $258 bi-weekly in accordance with his letter to Board members dated April 23, 1968. Seconded by Mr. Starr. Motion carried. Mr. Falzone moved that the Board approve military leave of absence for Joseph Wayne Sangster, Draftsman 1, Engineering Department and Leroy Bennett, Laborer, Electrical Department. Seconded by Mr. McFarland and motion carried. Mr. Starr moved that the Board ratify the Director's action in approving withdrawal of resignation by Drew Rowe, former Equipment Operator in the Parks & Recreation Department. Seconded by Mr. Falzon. Motion carried. Mr. McFarland moved that the Board ratify the Director's action in approving the establishment of one additional position of Clerk I in the Library Department. Seconded by Air. Whitehurst and motion carried, Mr. Falzone moved that the Board approve the City Manager's request to abolish one position of Library Assistant T in the Library Department. Seconded by Mr. McFarland. Motion carried. Mr. Whitehurst moved that the Board ratify the Director's action in approving the starting of the new Sewage Plants Superintendent at Step 2 of Range 52, $258.00 bi-weekly. Seconded by Mr. Starr and motion carried. Director read letter from Robert Tench advising that the Oral Arguments on -the appeal of the City of Clearwater v. Civil Service Board concerning the Mandamus matter (Garretson case) will be orally argued in Lakeland, Florida on June 12, 1968. Director read letter from the City Manager regarding closing of the Sea Orama and abolition of the two positions of Museum Lecturer and advising that the two lecturers will be laid off effective 5:00 P.M., June 28, 1968. Chairman welcomed Leon Whitehurst, Jr. to the Board, and Mr. Whitehurst expressed his pleasure in being chosen to serve on the Board.
