Proceedings of the Civil Service Board meting held April 8, 1968.

The Clearwater Civil Service Board met in regular session Monday evening,
April 8, 1968 at 7:30 P.M. in the Civil Service office at City Hall,
Members present: R. M. Thompson, Sr., John Starr, Armand J. F alzone
and Donald 0. McFarland.
Guests: Mrs. Alice L. Bush, President, Employees' Association.
Mr. McFarland moved that Bob Thompson be Acting Chairman of the Civil Service
meetings until further notice. Seconded by Mr. Falzon and motion carried
unanimously.
Meeting called to order by Acting Chairman.
Mr. McFarland raved that the minutes of the last regularly scheduled meeting,
held on March 111 1968, be approved as printed. Seconded by Mr. Falzon.
Motion carried.
Director reported on assembled examinations conducted.,
Director reported on certifications and appointments.
Director reported on lay-offs, suspensions and dismissals. No Board action
necessary,
Mr. Starr moved that the resignations of James E. 1Cillosky, Laborer, Police
Department, Frederick Kirkland and Clarence Hess, Police Patrolman, Police
Department, Harold Crowder, Jailer, Police Department, Louis Hangelia, Cook,
Poli,ce'Department, Elmer Bridges, James R. Johnson and James A. Harrell,
Laborers, Parks & Recreation Department, Drew Rowe, Equipment Operator, Parks
&'.Recreation Department, Nance Murphy, Recreation Supervisor I, Parks &
Recreation Department, Jess C. Walker, Bridge Operator, Marine Division,
Finance Department, Eldon G. Wright, Equipment Operator, Incinerator Division,
Utilities Department, Esteban Gonzalez, Jr., Laborer, Incinerator Division,
Utilities Department, Fred V. Griffin, Minimum Housing 'inspector, Inspections
Division, Engineering Department, Richard M. Lyle, Rodman, Engineering Depart-
ment, C, 0, Kilgore, Refuge Superintendent, Utilities Department and Henry
F. Hall, Laborer, Public Works Department be accepted. Seconded by Mr. McFarland
and motion carried.
Director read letter written to Mrs. George H. Dalby, to be signed by all Board
Members and the Civil Service Staff, expressing appreciation for the many years
of unstinting service that Mr. Dalby gave to',the: Board and conveying the
sincereaIsorrow of the Board and staff at his passing.
Director read Resolution passed by the City Commission of the City of Clearwater
expressing regre t at the passing of George H. Dalby and gratefully acknowledging
his devoted service to the City.

+t:?. Director read letter from the. League of Women Voters expressing appreciation
for Mr. Dalby's unfailing courtesy during the years the League of Women,
Voters have attended the Civil Service meetings and regretting his death.
Mir. Falzone moved that the Board ratify the Director's action in extending
the emergency appointment of Patricia Voorhees, Cleric It Finance Department
who is acting as relief for an employee who is ill. Seconded by Mr. Starr.
Motion carried.
Mr.' McFarland moved that the Board formally ratify its prior approval of the
Director's action in eliminating 30 designated questions from the'recent
examination for Sewage Plants Superintendent, which questions were missed by
at least two of the three participants, and re-grading the papers of all
three participants on that basis. Seconded by Mr. Falzone. Motion carried.
Director told Board that the Parka Division would again employ about 12
college students for the summer,season.
Mr. McFarland moved that the meeting be adjourned.
