Proceedings of the Civil Sarvice Uoard meeting held December 11, 1967.
The Clearwater Civil Service >>oard met in regular session Monday evening,
December 11, 1967 at 7: 30 P.M. in tho Civil Service Office at City Hall.
Members present: George n. Dalby. Chairman, R. H. Thompson) Sr.) Armand J. Falzone,
John Starr and Donald O. McFarland.
Guests: 1>1r. Gerald Weimer, Asst. Purcllasing Agent) Hrs. E. C. Marquardt and
Mrs. Esther A. Harrison, League of Women Voters.
Chairman called the meeting to order.
Mr. McFarland moved the minutes of November 13, 1967 be accepted. Seconded by Mr.
Thompson and motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on lay-offs and dismissals. No Board action necessary.
Mr. Starr moved that the resignaticns of Marian T. Yagel, Clerk I, Municipal Court
Deparbment, William H. Davis, Refuse Collector, Refuse Division) Utilities
Department and Gerald Patterson, Sewage Plant Attendant, Sewage Treatment Plants,
Utilities Department be accepted. Seconded by Hr. Thompson and motion, carried.
Mr. Falzone moved that the request of the City Manager to establish two new
positions of Minimum Housing Inspector, Range 42) $213 hi-weekly, in the
Inspections Division of the Public Works Department be approved. Seconded by
Mr. Thompson. Motion carried.
Mr. McFarland moved that 'the Board approve the Director's recommendation for
re~classification of one position of Communi.cations Clerk I, Utilities Department
to Communications Clerk II) including re~clasBification of incumbent, Russell Wnek)
which recommendation has City Manager approval. Seconded by Mr. Starr and motion
carried.

Mr. McFarland moved that the Board approve withdrawal of resignation by Victor
Licari, former Utilities Service Mechanic II) and his request for voluntary
demotion to position of School Patrolman. Seconded by Mr. Falzone. Motion carried.
Mr. Thompson moved that the Board ratify the Director's action in granting one
, ,emergency extension for James Killosky to permit him to finish academy training
'and qualify for his second attempt to pass the test for patrolman. Seconded by
Mr., Starr and motio~ passed.
, Mr. Falzone moved that the Board ratify the Director's action in granting emergency
extensions for Thomas Childs, Charles Tibbens and Billie Barfield, Police Patrolman

applicants. Seconded by l-Ir. Thompson. Motion carried.
Director read letter from Mrs. Essie H. Ackerman, former Clerk 1 in the Refuse
Division, requesting withdrawal of her resignation. Mr. Thompson moved that
this request be granted. Seconded by Mr. Starr and motion carried.
Mr. McFarland moved that the Board ratify the Director's action in extending the
emergency appointment of Mrs. clara Hester, Recreation Supervisor II, Parks &:
Recreation Department for an additional 60 days. Seconded by Mr. Falzone. Motion
carried.
Director asked for Board authority to use flexible passing point on the examination
for minimum Housing Inspector. This is anew examination, there has been no chance
to pre-test it, and it, is hard to judge the comparative level of difficulty~ The
Coimnission is anxious to have these two positions filled. Mr. McFa't'land moved
that the Director be granted this authority. Seconded by Mr. Thompson and tUotion
carried.
