The Clearwa.ter' Clv~l Service Board met in renular session Monday evening,
November 13, 1967 at 7: 30 P.M. in the Civil Service Office at City HalL
Members present: George H. Dalby, Chairman, R. M. Thompson, Sr., and
Donald o. McFarland

Mr. McFarland moved that the minutes of the meeting of October 9, 1967
be approv~d. Seconded by Mr. Thompson and motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
, Director reported on lay-offs and dismissals. No Board action necessary.

Mr. Mcfarland moved that the Board ratify 'the Directorts action in approving
the. request of the City Manager that the temporary position of Clerk I in
the Purchasing Division of the City'Managcr Department be established as a
permanent position. Seconded by Mr. Thompson and motion carried.
Mr. Thompson moved that the Board ratify the DiTectorts action in approving
the City Manager's request to establish one additional position of Recreation
Supervisor I, Range 34, in the Recreation Division of the Parks & Recreation
Deparbnent. Seconded by ~Ir. Mcfarland' and motion carried.

Mr. }~Farland moved that the Board ratify the Director's action in approving,
the City Manager's request to establish an additional position of Account
Clerk II in the Finance Department (based on the rc-appraisal of the position
being vacated by Mrs. Marcile Hesch Reyckert on January 5, 1968) and to
abolish the position of Secretary III as of the effective date of
Mrs. Reyckcrt's resignation. Seconded by Mr. Thompson a.nd motion carried
unanimously.

Mr. Thompson moved that the Board approve the City' Hanager's request to
establish a new position of Recreation Facilities Superintendent in the'
Recreation Division of the Parks and Recreation Department, Range 49, and to
abolish the existing unfilled position of Athletic Fields Supervisor.
Seconded by Mr. McFarland. Motion carried.

he reinstated to his former position of Rcc~eation Specialist as h~ has been
on leave of absence from May 3, 1967 to October 31, 1967. Seconded by
Mr. Thompson. Motion carried.

The City Nonoger asked in his letter that the job descriptiOlta of the
Nunicipal Court Clerk and the City Clerk be changed to reflect this action.
Director requested authority from tho Board to apply flexible passing point
fOl~ula with respect to forthcoming examination for Account Clerk II in the
Finance Department, and quoted from Civil Service Rulo 6, Seetion 9. par. (b).
Chairman polled the Board and approval was given.
Dircctor,gave report on recruitment in the Police Department. Out of
authorized 47 Patrolman, there have been 42 appointed and 5 arc in process.
If they all check out on their background :,chock, it \.,111 bring the police
department up to authorized strength, but whon a Sergeant is appointed, that
will create one vacancy, so actually we will be one short of authorized
strength. In the Fire Department the authorized strength is 6l and there
, llrc 60 appointed.
Director read letter from Deryl Sydnor, Dot Roth and Hildred Corzetto
expressing appreeiation for the recent salary increase given City employees.
He alao read letter from Alice Uush, President of the Employees Association
expressing appreciation on behalf of the members of the Clearwater Employees'
Association for the recent wage increase.
Mr. Dalby brought up the matter of salary adjustment for. the Personnel
Direct;.or. Nr.' Thompson moved that the Director be granted a salary increase
of $20.00 per pay pe~iod, retroactive to October 1, 1967. Seconded by .
M~. McFarland and motion carried.
11r. Dalby'reminded the noard that Hr. HcFarland' 5 term expires on
November 2B, 1967. Mr. Thompson moved that he be re-appointed for another
'term of three years. Seconded by Hr. Dalby. Notion carried. Hr. Falzone
and 1>11'. Starr, Board Hembers, l<lera not present, but each guve his a.ffirmative
vote by telephone. Hr. l1cFarland accepted.
Director told the Board tha.t a little experiment l<las going to be tried
in the next week. An employment office is goiug to be set up in an
office on N; Greenwood to recruit Refuse Collectors, as it seemn that
coming into the imposing City Hall building keeps many of them from
applying for a position.

Mr. Stierheim said he was looking forward to \-lo1'king lY'ith the Board and felt
that from what he had seen at the meeting, the Board's objectives l.;rere the

of the budget made up of people, he felt it is the tOost important commodity
