Proceedings of the Civil Service Board meeting held June 12, 1967.
The Clearwater Civil Service Board met in regular session Monday evening,
June 12, 1967 at 7:30 P.M. in the Civil Service Office at City Hall.
Members present: George H. Dalby, Chairman, R. M. Thompson, Sr., John Starr
and Harold Wallace.
Observers: Airs. Russell E. Hart and Mrs. Arlie A. Schardt, League of Women
Voters.
Mr. Starr moved that the minutes of the meeting of May 8, 1967 be approved.
Seconded by Mr. Wallace and motion carried.
Director reported on assembled examinations conducted.
Director reported on layoffs and dismissals. No Board action necessary.
Mr. Thompson moved that the resignations of Gordon V. Swenson and Arthur D.
Schreiber, Rodmen, Engineering Department, Virginia Ehmig and Maxine Mussnug,
Clerks I, Police Department, Georgia M. Eckhardt, Clerk II, City Clerk's
Department, Janet McMickle, Clerk II, Police Department, John A. Hall and
Edwin'Smith, School Patrolmen, Police Department, Richard-A. Griffin, Clarence
Battle,'Jr., Johnny Thomas,' James Parker and Aaron O'Neal, Refuse Collectors,
Refuse Division, Utilities Department,"Alfred Harris, Jr., Cochrane T. Smart
and Sam Duncan, Laborers, Parks & Recreation Department, Kenneth Hash,
Recreation Assistant, Parks & Recreation Department, Charles L. Townsend,
Utilities Serviceman I, Service Division, Utilities Department and D. J. Raye,
Sewage Plants Superintendent, Sewage Treatment Plants, Utilities Department
be accepted. Seconded by Mr. Starr. Motion carried.
Mr. Thompson moved that the Board ratify the action of the Director in
approving the request of the City Manager to establish one additional position
of Library"Assistant I, Range 19, in the Libraries Department. Seconded by
Mr. Starr'and motion carried.
Mr.'Wall.ace moved that the Board ratify the action of the Director in approv-
ing the request of the City Manager to establish a new position of Clerk I,
Range 17, in the.Building Inspections Division of the Public Works Department.
Seconded by Mr. Starr: Motion carried.
Mr..Starr moved that the Board ratify the Director's action in approving the
City Manager's request to establish one additional position of Heavy Equip-
ment Operator, Range 34, in the Heavy Equipment Section, Streets Division,
Public Works Department. Seconded by Mr. Thompson and motion carried,
Director read letter Ifrom Roy Walker, former Party Chief in the Engineering
Department, requesting withdrawal of his resignation. Mr. Wallace moved that
the Board approve Mr. Walker's request to,withdraw his resignation. Seconded
by Mr. Starr and motion carried.

Director read letter from Mr. Van Tassell expressing appreciation for
the letter,sent by the Board to him at the time of Mrs. Van Tasaell's
death.
Director.read letter from Vincent Yancar, former Patrolman, requesting
withdrawal of his resignation. Mr. Starr moved that the Board approve
Mr: Yancar's request to withdraw his resignation. Seconded by Mr. Wallace.
Motion carried.
Director passed out budget sheets to all Board members.
Director proposed a change in the Civil Service Board Rules and Regulations
reducing the waiting period from six months to three months for an
unsuccessful applicant to take the same examination for the second time.
The Director pointed out that it would be helpful under present labor market
conditions because an applicant who failed by a few points, but who was other-
wise qualified for,the position, could be given an emergency appointment and
with one extension could be held until eligible to re-take the examination.
it was felt that this would not lessen our precautionary methods materially
because experts in the field are of the opinion that there is no measurable
difference in the degree of memory retention as between three and six months.
After discussion, Mr. Wallace moved that the Rules be changed to a three
month waiting-period. Seconded by Mr. Thompson and motion carried.
Director passed out the previously approved Police Department Rules for the
Board members to:look over.
Mr..Thompson expressed appreciation for the time and effort that Mr. Wallace
has given.as a Board member. He asked that a letter be sent to Mr. Wallace
expressing appreciation from the Civil Service Board.
Mr. Starr moved the meeting be adjourned. Seconded by Mr. Thompson.
