The Clearwater Civil Service Board met in regular session Monday evening,
April 10, 1967 at 7:30 P.M. in the Civil Service Office at City Ball.
Members present: George 11. Dalby, Chairman, R: M. Thompson, Sr., John Starr,
Harold Wallace and Donald 0. McFarland.
Observers: James R. Stewart, City Manager and Mrs. Celia 0. Weart, League of
Women Voters.
Mr. Wallace moved that the minutes of the meeting of March 13, 1967 be adopted
as printed. Seconded by Mr. Thompson and motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director.reported on lay-offs and dismissals. No Board action necessary.
Mr. McFarland moved that the resignations of Irene V. Leonard, Clerk I, Police
Department, Janet McMickle, Clerk 1, Police Department, Margaret Rinds,
Clerk 11, Police Department and Walter Kosiba, Laborer, Police Department,
John R. Lynch, Janitor, Central. Services Department, Charles E. Cote, Jr.,
Laborer, Public Works Department, Allen R. Moran, Communications Clerk I,
Utilities Department, Washington L. Evans, Roy G. Watson, Edwin A. Edge,
Laborers, Parks & Recreation Department, Charles E. Peterman, Recreation
Assistant, Parks & Recreation Department, Charles E. Peterman, Recreation
-Assistant, Parks & Recreation Department, Harry Kenyon, Sewage Plant Attendant,
Sewage Plants Division, Utilities Department, Rudolph Lowe, Ozell Harrison,
and Leopold James, Refuse Collectors, Refuse Division, Utilities Department,
Roy E. Walker, Party Chief, Engineering Department, Thomas F. Frazier, Rodman,
Engineering Department, Edward R. Weimer, Jr., Draftsman 1, Planning Division,
Engineering,Department and Carolyn Roberts, Clerk 1, Municipal Court, City
Clerk Department be accepted. Seconded by Mr. Starr. Motion carried.
Mr. Thompson moved that the Board grant the City Manager's request to establish
a new position of Assistant Refuse Superintendent, Range 43, in the Refuse
Division, Utilities Department. Seconded by Mr. !Wallace and motion carried.
Mr. Ftarr moved that the Board ratify the Director's action in substituting
title of Athletic Fields Supervisor for that of Maintenance Supervisor with
respect to position in the Parks Division. Seconded by Mx. McFarland. Motion
carried.
Mr. Thompson moved that the Board ratify the Director's action in approving
the establishment of a position of Maintenance Tradesworker 1, Marine Division,
Finance Department. Seconded by Mr. McFarland and motion carried.

Mr.,McFarland moved that the Board grant the request of the City Manager to
abolish one position of Janitor in the Recreation Division of the 'arks and
Recreation Department and to establish in lieu thereof one additional
position of Janitor in the Janitorial Division of the Central Services
Department. The motion was seconded by Mr. Thompson and carried.
Mr'. McFarland moved that the Board grant the City Manager's request to
establish anew position of Stores Clerk, Range 23, within the Warehouse
Section, Purchasing Division of the City Manager's Department. Seconded
.by Mr. Starr and motion carried.
Director read letter from City Manager advising that the City Commission
unanimously approved the amendment to the Pay Plan increasing stand-by pay
.for.Electriciane-Lineman'l and'Il. The action was taken at the regular
meeting of the City Commission on Monday April 3, 1967. This is to be made
retroactive to January 1, 1967.
?Mr, McFarland opened a discussion an to the progress being made with respect
.to Police,Department and Fire Department Rules and Regulations. Director
advised that,these had progressed almost to the point of completion and would
probably be-,submitted for.approval at the next Board meeting.
Mr. McFarland moved the meeting be adjourned.

Mr. Starr moved that the Board gratify cite Director's action in approving
the City Manager's request to establish one additional position of Clerk I
(temporary) in the Purchasing Division of the City Manager Department.
Seconded 'by Air, Wallace and motion carried.
