01/09/1967r Proceedings of the Civil Service Board meeting held January 9, 1967. The Clearwater Civil Service Board met in regular session Monday evening, January 9, 1967 at 7:30 P.M. in the Civil Service Office at City Hall. Members present: George H. Dalby, Chairman, R. M. Thompson, Sr., John Starr, Harold Wallace and Donald McFarland. Observers: Mr. James R. Stewart, City Manager. Mr. Starr moved that the minutes of the meeting of December. 12, 1966 be accepted as written. Seconded by Mr. Thompson and motion carried. Mr. Thompson moved that-Mr. Dalby be re-elected as Chairman of the Board for' the ensuing year of 1967. Seconded by Mr. Wallace. Motion carried unanimously. Director reported on assembled examinations conducted. Director reported on certifications and appointments. Director reported on lay-offs and dismissals. No Board action necessary. Mr. Wallace.moved that the resignations of Leslie Parker, Janitor, Police Department, John H. Reagan, Harbormaster, Marine Department, Daryl Bunce, equipment Operator, Public Works Department, Donald I. Lavoie, Recreation Assistant,.P arks & Recreation Department, Zella McGrath, Clerk Z, Police Department, Vincent Yaricar, Police Patrolman, Police Department, Harold G. Olson, Police Patrolman, Police Department, Lee Edward Bryant, Refuse Collector, Refuse Division, Utilities Department, Nathaniel D. Behn, Laborer, Water Division, Utilities Department, Daniel Walton, Laborer, Parks & Recreation Department, Michael Winters, Rodman, Engineering Department and John Downs, Rodman, Engineering Department, be accepted. Seconded by Mr. McFarland and motion carried. Mr. McFarland moved that the Board ratify the Director's action in extend- ing the emergency appointment of Sharon Garrison, Clerk I, Municipal Court until January 6, 1967. Seconded by Mr. Thompson. Motion carried. Mx. Thompson moved that the Board ratify the Director's action in approving the extension of emergency appointment of Clara Hester, Recreation Supervisor 1, for sixty days beginning on December 17, 1966. Seconded by Mr. McFarland and motion carried. Director discussed with the Board the problem of recruiting police applicants and suggested that the passing grade be lowered from 75 to 70 until such time as some of the vacancies could be filled in the Police Department. After yl?• : r V 3• 'r= Civil Service Board Meeting January 9, 1967 discussion, Mr. McFarland moved that for entrance purposes the examina- tion passing grade on police patrolman be lowered from 75 to 70 and that anyone who took the examination and failed to make a passing grads within the past six months,will be allowed to take it at the next regularly or specially scheduled examination. The motion was seconded by Mr. Thompson and carried unanimously. Director told the Board that he did not feel that the passing grade of 70'should be a permanent passing grade, but that since all other examinations, including promotional examinations, carried a passing grade of 75, the passing grade for police patrolman should be raised again to 75 as soon as near strength has been reached. Mr. McFarland moved that the Board ratify the Director's action in approving the City Manager's request to establish one additional position of Maintenance Tradesworker I Range 27, in the Building Maintenance Division of the Public Works Department. Seconded by Mr. Wallace and motion carried. Director'read thank you letter from Mrs, Rosalie Day expressing her appreciation for the lovely white Chrysanthemum plant sent to 'her by the Board.
