Rosalie Day and Mrs. Raphael Van Tasscllt League of Women Voters. Mr. Starr moved that the minutes of September 12t 1966 be approved. Seconded by Mr. Thompson and motion carried. Director reported on assembled examinations conducted. Director reported on certifications and appointments. IDirector reported on lay-offs and dismissals. No Board action necessary. Mr. Starr moved that the Board ratify the Director's action in approving request of the City Manager to hire two part time employees to fill one position of Library Assistant I in, the Libraries Department. Seconded by Mr. Thompson nnd motion carried. Mr. Thompson moved that the Board ratify the Director's action in approving the,City Manager's request to establish one additional position of Recreation Specialist in the Parks and Recreation Department on a part time, lO-hour basis. Starr .moved that the Board ratify the Director' 6 action in approving request ' of City Manager to establish two new positions of Laborer, Range 16, in the Electrical Department and to transfer two laborers now working in temporary positionn to these new positions. Seconded by Hr. Thompson Qnd motion carried. Director read letter from Gerald \.Jhat1ey. former Maintenance Tradesworker I. in the Engineering Department, requesting withdrawal of his resignation. Mr. Thompson moved that the 'Board approve the request of Gerald Whatley to withdraw his resignation. Seconded by Mr. Starr and motion carried. Mr. Starr moved that the Board approve the City Manager's request to establish one additional position of Library Asoistant I. Range 19, in the Libraries Department and to abolish one position of Library Page. Seconded by Mr. Thompson and motion carried. Director presented Resolution to the Board which provided for the adoption of a revised Pay Plan to be known as the Pay Plan of the City of Clearwater, April I. 1965 as amend~d October 1, 1966, together with the Rules for administering same and further provided for repeal of the provisions of the City's current Pay Plan together with the Rules for administering the same. After some discussion, Hr. Thompson moved the adoption of the Resolution. This motion was seconded by Mr. Starr and unanimously carried. Director read letter from City Manager expressing appreciation for the prompt action on his request to transfer Lift Station Personnel from the Disposal Section of the Utilities Department to the Collection Section of the Sewer Division of the Public Works Department. He stated that at the present time it. is only requested that John Anthony be transferred l.,ith the operation but not Perry Walker at. the moment as he is needed in the Sewage Treatment Plant. t Two positions have been set up but only one will be filled at the present time. Director read a copy of a memo from Attorney Robert Tench to City Attorney Herbert Brown in which he suggested that an early hearing be held on the pending Writ of Mandamus in the matter of Carroll C. Garretson. Director told the Board that he had talked with Kitty Daniels, Temporary Clerk I in the Utilities Department and she has decided to resign.
