Proceedings of the Civil Service Board meeting held September 12t 1966.
The Clearwater Civil Service Board met in regular session Monday evening,
September 12t 1966 at 7:30 P.M. in the Civil Service Office at New City Hall.
Members present: George 11. DalbYt Chairman, R. M. Thompson, Sr., and John Starr.
Observers: Mrs. Rosalie Day and Mrs. Raphael Van Tassell, League of Women Voters.
Mr. Thompson moved that the minutes of the August, 1966 meeting stand approved as
written. Seconded by Mr. Starr and motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on lay-offa, dismissals and suspensions. No Board action necessary.
Mr. Starr moved that the resignations of William M. Long and Hardy L. Solomon,
Laborers, Electrical Department, Emily U. Clapp, Library Assistant 1 and Caryl A.
Dieringer, Clerk I, Libraries Department, Georgia M. Bowman, Clerk 1, Municipal Court,
, Robert D. Thorpe, Rodman, Michael D. Winter, Rodman and Richard W. Lodge, Draftsman I,
Engineering Department, John R. Chapman and Charlie R. Williams, Firefighters, Fire

Mr. Thompson moved that the Board grant the request of James Todd (former Labo~er in
Parks & Recreation Department) to withdraw his resignation. Seconded by Mr. Starr
and motion carried.
Mr. Starr moved that the Board grant the request of the City Manager to establish a
new position of Clerk 1, Range 15 and a new position of Public Information Specialist,
Range3l in the Service and Information Center. Seconded by Mr. Thompson. Motion
carried.
, Mr. Thompson moved that the Board grant the City Nanager' 5 request to transfer the

Lift Station operation from the Disposal Section of the Utilities Department to the
Public Works Department and that the two positions of Sewage Plant Operator 1
presentLy hold by John Anthony and Perry Walker respective1Yt be transferred from
the Disposal Section, Utilities Department to the Collection Sectiont Sewer
Divisiont Public Works Department. Seconded by Mr. Starr and motion carried.
Mr. Starr moved that the Board approve the City Manager's request to establish a
new position of Clerk I. Range 15. in the Refuse Division of the Utilities Department.
Seconded by Mr. Thompson and motion carried.
Mr. Thompson moved that the request from the City Manager for a Recreation
Specialist on a part time basist 10 hours a weekt be held in obeyance until the
Personnel Director has a little more time to digest it, discuss it with the City
Manager and then, if neccssarYt for the Personnel Director to use his own judgment.
Seconded by Mr. Starr and motion ,carried.
Director read qualifications for Parks Superintendent. He asked the Board to ratify
the pricing of this position which has been adjusted. The starting rate has been
raised from Range 48 - $246 bi-weekly to Range 53 - $278 bi-weekly. Additional
education and specific experience has been asked for and under the point evaluation
system when the minimum qualifications had been determined and priced it came out
to this figure and the position was advertised on that basis and the examination
held.
Mr. Thompson moved that the Board approve the necessary reclassification of Parks
Superintendent position to Range 53t $278 bi-weekly. Seconded by Mr. Starr and
motion carried.
Director showed Board members a sample of the personnel action sheets being typed
on the salary increase for all city employees which ~as approved by the City
Commission and is effective October It 1966.
Mr. Starr moved that the Director draw up a Resolution for the Board's approval on
this salary ~ncrease. Seconded by Mr. Thompson and motion carried.
Director brought to the Board's attention that Kitty Daniels, Clerk I, Temporary,
in the Utilities Department had not passed her typing test and her appointment would
be up on September 20. After considerable discussion, it was decided th~t the
Director should use his own judgment as to whether or not Mrs. Daniels should be
kept on.
Directo~ passed out sample forms to Board members showing how education and e~perience
are 'equated when there is an educational deficiency and more experience than the
minimum required.
Mrs. Van Tassell told the Board she would like to express her appreciation for the
