The Clearwater Civil Service Board met in regular session Thursday evening,
August 4t 1966" at 7: 30 P.M. in the Civil Service Office at New City naIl.

Members present: George H. Dalby~ Chairmant R. M. Thompson, Sr., John Starr
and Donald o. McFarland.
Observers: Mr. James R. Stewart, City Manager l1I1d Mr. Earl Parmer, Administrative
Assistant to City Manager.
Meeting called to order by ChaiTman Dalby.
Mr. McFarland moved that the minutes of July 11, 1966 be approved as printed.
Seconded by Mr. Thompson and motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on lay-offs and dismissals. No Board action necessary.
Director told the Board that since we had no applicants take the Rodent Control
Inspector examination, an applicant had been hired on an Emergency Appointment
to fill this position. At the end.of the emergency period it is felt that he
w111 be able to take and pass the examination. Mr. Critz of the Pinellas County
Health Department is working closely with him.

Kenneth R. Nail, Recreation Assistant, Parks & Recreation Department, Jane L. Clanton,
Recreation Supervisor I, Parks & Recreation Department~ Thomas M. Dudley, James Todd,
Robert W. Roap and Michael Fettig, Laborers. Parks & Recreation Departmentt Hoover
H. Cauldert Equipment Operator, Incinerator Division, Utilities Department, George

Utilities Department be accepted. Seconded by Mr. Starr. Motion carried.
Director told the Board that a suspension of Carroll C. Garretson, Recreation
Superintendent, Parks & Recreation Department had been received. (90 days)
Mr. Thompson moved that the Board approve the Director's action in approving the
City Manager's.request to establish a temporary position of Clerk 1, Records and
Identification Section, Police Department to ease the work load until Mrs. Margaret

llinds, Clerk I in this department returns from leave of absence. Seconded by
Mr. Starr and motion carried.
Mr. Starr moved that the Board approve the Director's a.ction in approving the City
Manager's request to establish one additional position of Equipm~nt Operator,
Range 23, salary $134 bi-weekly within the Streets Division of the Public Works
Department. Seconded by Mr. Thompson. Motion carried.
Mr. Starr moved that the Board approve the determination by the Personnel Director
and Appointing Authority that the position of Streets Superintendent be adjusted
from Range 39 to Range 42. Seconded by Mr. McFarland and motion carried.
Mr. Thompson moved that the Board ratify the Director's action in approving
extension of Emergency Appointment of James E. Stephenson, Toll Attendant for two
weeks from July 7, 1966 to July 20, 1966. Seconded by Mr. Starr. Motion carried..
Mr. Thompson moved that the Board approve the recommendation of the Personnel
Director and the Appointing Authority to establish a new classification of Clerk III
in the Utilities Department and that the incumbent Lucille Steffey be reclassified
from Clerk II to Clerk III, that it be retroactive to January 1, 1966, and that tl~
position of Clerk II be abolished. Seconded by Mr. McFarland and motion carried.
Mr. McFarland moved that the Board approve the recommendation of the Personnel
Director and the Appointing Authority to establish a new classification of Clerk II
in the Police Depa~tment and that the incumbent Mary Lou Brown be reclassified from
Clerk I to Clerk II, that it be retroactive to January 1, 1966, and that the
position of Clerk I be abolished. Seconded by Mr. Thompson and n~tion carried.
Mr. McFarland moved that the Board approve the City Manager's request to establish
a new classification of Assistant to Utilities Manager in the Utilities Department,
Range 47, ~240 bi-weekly and that an appropriate examination be scheduled. Seconded
by Mr. Thompson. MOtion carried. .
Mr. Starr moved that the Board ratify the Director's action in approving extension
of Emergency Appointment of William Stopher, Civil Engineer for 60 days. Seconded
by Mr. Thompson and motion carried.
It was moved by Mr. McFarland and seconded by Mr. Starr that the Board .formalize
its. approval of the Directorts utili:1:ation of the flexible passing point on the
examination of Parking ~mter Mechanic, July 22, 1966. Motion carried.
Director read letter from Virgil Dobson, Parks Superintendent, addressed to Mr. Eddie
Moore,. stating that he is resigning as of Septembe-x: 16, 1966.
Director asked informal authority from the Board to go ahead and price salary, set
up exam and advertise same for replacement of Mr. Dobson. Since he is leaving in
September, it is urgent that the Director go ahead with this. Board members all

quickly. ~s p~ssible.
. Director mentioned to the Board that Kitty Daniels. Temporary Clerk I, in the
Utilities Department had not passed the typing test. He suggested they give some
,t~ought before the next meeting as to what should be done.

. 'Mr. McFarland moved that the salary of Mike Laursen. Assistant to Personnel Director
be increased $10.00 per week, $20.00 bi-weekly, starting Monday,August 8,.1966.
Seconded by ~..Starr,and motion carried.
