Proceedings of the Civil Service Board meeting held Monday, May 9, 1966.
The Clearwater Civil Service Board met in regular session Monday evening, May 9,
1966 at 7:30 P.M. in the Civil Service Office at';' New City Hall,
Members present: George H. Dal.by, Chairman, R. M. Thompson, Sr., Harold Wallace,
John Starr and Donald Q. McFarland,
Observers: Mrs. Dolores Harris and Mrs. Raphael Van Tassell, Teague of Women
Voters.
Meeting called to order by Chairman Dalby.
Mr. McFarland moved that the minutes of the meeting of April 11, 1966 be accepted
as printed. Seconded by Mr. Thompson and motion carried.
Mr. Wallace asked that the next meeting regularly scheduled for the 2nd Monday of
June be held on the first Monday, June 6, since he will be out of town after that
date. All Board members agreed and the next meeting will be held on June 6.
Director reported on assembled examinations held.
Director reported on certifications and appointments.
Director reported on lay-offs and dismissals. No Board action necessary.

Mr. Thompson moved that the resignations of John E. Kelly, Communications Clerk I,
Fire Department, Willie E. Driver, Heavy Equipment Operator, Public Works Depart-
ment, Lawrence.A. Murphy, Laborer, Slater Division, Utilities Department,
Robert R. Briggs, Meter Reader 1, Utilities Department, Clarence J. Cumbie, Laborer,
Parks and Recreation Department, Grady H. Smith, Sewage Plant Attendant, Sewage
Treatment Plants, Utilities Department, Richard B. Manning, Clerk 1, Garage Division,,
Engineering Department, Fred Bradley, Refuse Collector, Refuse Division, Utilities
Department and Ralph Higinbotham, Rodent Control Inspector, Refuse Division,
Utilities Department be accepted. Seconded by Mr. Starr and motion carried,
Mr. Thompson moved that the Board grant the request of Patrolman Donald Samuel
for early return from leave of absence. Seconded by Mr. Starr. Motion carried.
Mr. Starr.moved that the Board ratify the Director's action in establishing three
additional positions of Party Chief, Range 34. Seconded by Mr. Thompson and
motion carried.
Mr. Starr moved that the Board ratify the Director's action in establishing two
additional positions of Draftsman I, Range 20 (temporary). Seconded by Mr. Wallace
and motion carried.
Director read letter from City Manager requesting the establisiinwent of a new
classification of Assistant to Director of Central Services. Mr. Thompson moved
that the Board grant the City Manager's request to establish a new classification

of Assistant to Director of Central Services, Range 42. Seconded by Mr. Starr
and motion carried.
Mr. Thompson moved that the Board approve the City Manager's request for
lateral'transfer of Mr. Tom Murphy from position of Assistant to City Engineer
to position of Assistant to Director of Central Services. Seconded'by Mr. Starr
and motion carried.
Chairman brought up the matter of annual raise for Personnel Director which
was ineluded.in the budget. lie said that it should have been brought up in
April and should be retroactive to April 1. Mr. Thompson moved that the
Personnel Director be given a salary increase of $20.00 per pay period retro-
active to April 1. Seconded by Mr. Wallace and motion carried.
Director read letter from John McWilliams, Recreation Leader, requesting leave
of absence from May 3,1966 to October 30, 1966 for the purpose of continuing
his study of physical therapy, physical fitness and physical medicine at the
Battle Creek Health Center, Battle Creek, Michigan.
Mr. Thompson said that he admired a man who wanted to improve his education
for the beneficiary effects in his work and moved that this leave of absence
be granted. Seconded by Mr. Wallace. Motion carried.
Director read letter from City Manager stating that the City Commission had
authorized hisn to employ an Administrative Assistant to the City Manager. This
position will be filled by Mr. Earl A. Parmer and his salary initially will be
$8,000 per year. This position will be one included in the unclassified service.
Eyentually, there will be a Secretary I and a Clerk I in this department under
Mr. Earl Parmer.
Director told the Board.that the Parks & Recreation Director had requested
12 additional seasonal positions for Laborer. College boys are used in these
jobs and only,work for the summer season. The Electrical Department has also
requested one.additional temporary Laborer for the summer to be filled by a
college student.
Director advised the Board that he had received a request for a preliminary
hearing in the matter of the dismissal of Carroll C. Garretson which had been
filed by and through his attorney, Alex D. Finch. The Board, after discussion,
set the date of Monday, May-16, 1966 as the tentative date for such hearing.
Mr. Starr moved the meeting be adjourned. Seconded by Mr. Wallace.
