Proceedings of the Civil Service Board meeting held Monday, April 11, 1966.
The Clearwater Civil Service Board met in regular session Monday evening,
April 11, 1966 at 7:30 P.M. in the Civil Service Office at New City Hall.
Members present: George H. Dalby, Chairman, R. M. Thompson, Sr.,
John Starr and Donald 0. McFarland.
Observers: Mr. James R. Stewart, City Manager and Mrs. Raphael F. Van Tassel,
League of Woman Voters.
Mr. McFarland moved that the minutes be approved as printed. Seconded by
Mr. Thompson and motion carried.
Director reported on assembled examinations held.
Director reported on certifications and appointments.
Director reported on lay-offs, suspensions and dismissals. No Board action
indicated.
Mr. Thompson moved that the resignations of Robert Frost, Gas Plant Attendant,
Gas Division, Utilities Department, William Powell, Jr., Meter Reader 1,
Utilities Department, Emily A. Fettig, Library Assistant I, Libraries Department,
Michael. J. Crotty, Laborer, Garage Division, Engineering Department, John
Dibuono, George F. Dewdney and William Lammie, School Patrolmen, Police Depart-
ment, Theodore E. Jones, Police Patrolman, Police .Department; Raymond E. Purcell,
Equipment Operator, Public Works Department, William A. Jenks, Laborer, Parks
and Recreation Department, Janet D. Stone, Recreation Assistant, Parks and
Recreation Department, Richard D. Martin, Recreation Leader, Parks and Recreation
Department, Jessie Salters, Frank Lee Smith, Edd Williams and Nathaniel D. Behn,
Refuse Collectors, Refuse Division, Utilities Department be accepted. Seconded
by Mr. Starr and motion carried.
Mr. McFarland moved that the Board approve the City Manager's request that he
be allowed to.fill one of the vacancies of Janitor in the Janitorial Division
of the Central Services Department with two part-time employees, their work
hours to be scheduled to be equal to the normal hours of one individual employee
and to be paid for their work a pro-rata portion of the regular Range 13 or
$105 bi-weekly. Seconded by Mr. Thompson. Motion carried.
Mr. McFarland moved that the Board approve the City Manager's request to establish
a position of Watchman for the Gas Division, Utilities Department, Range 12,
with a starting salary of $102 bi-weekly. Seconded by Mr. Starr and motion carried.
Director read copy of his memo to Fred Taylor, Utilities Manager authorizing the
extension of the temporary appointment of Catherine Daniels, Clerk I, Utilities
Department for six months additional to run until September 20, 1966. It is
understood Mrs. Daniels must pass the prescribed typing test before this time.

Director read copy of memo from the City Engineer regarding a new employee,
Roy Walker, (Instrument Man) stating that he had explained to Mr. Walker
before he-was employed that lie must live within the City of Clearwater
employment area and that Mr. Walker had agreed to sell his home and move
into the area.
After discussion of our present employment area, Mr. McFarland moved that the
Board remove from the requirements for any job in the City of Clearwater that
the individual live in any territorial limits other than the boundaries of
Pinellas County. Seconded by Mr. Thompson. Motion carried.
Director discussed with the Board the need for another Plumbing Inspector and
asked that he be authorized to approve the temporary appointment of Elbert
Hall for a period of 6 months with the distinct understanding that Mr. Hall
pass our standard Plumbing Inspector examination before the expiration of the
6 month period and before he can get a permanent appointment. I
Director stated that in February 1965 we advertised an examination for Plumbing
Inspector and there were two applicants - Mr. Harry Wilson and Mr, Elbert Hall.
Mr. Wilson passed and was appointed. Recently another Plumbing Inspector
resigned and we again advertised a Plumbing Inspector examination. There was
only one applicant, Mr. Hall, and he made a score of 73. Experience indicates
that.a re-advertisement at this time would not be likely to produce any additional
candidates '-- much less any passers. The position requires that applicants must
hold or have held a Master Plumber's license and most Master Plumbers are so busy
with their own contracts that they are just not interested.
Mr. McFarland moved'that the Board approve the action of the Director in regard
to the temporary appointment of the Plumbing Inspector. Seconded by Mr. Starr
and motion carried.
Mr. McFarland moved the meeting be adjourned.
