Proceedings of the Civil Service Board meeting held Monday, February 14, 1966.

The Clearwater Civil Service Board met in regular session Monday evening,
February 14, 1966 at 7:30 P.M. in the Civil Service Office at New City Hall.
Members present: George H. Dalby, Chairman, llarold Wallace, R. M. Thompson, Sr.
and John Starr.
Observers: Mrs. Raphael F. Van TaBsel and Mrs. Constance R. Marquardt, League
of Women Voters.
Meeting called to order by Chairman Dalby.
Mr. Wallace moved that the minutes of January 10, 1966 be accepted as written.
Seconded by Mr. Thompson and motion carried.
Director reported on assembled examinations conducted and told Board Members
that one of the Utilities Servicemen I who had taken the examination twice before
had finally passed th~ Utilities Serviceman II examination.
Director reported on certifications and appointments.
Director reported on lay-offs, dismissals and suspensions. No Board action
indicated.

Mr. Wallace moved that the resignationa of M. J. Ruben Jowers, Electrician-
Lineman I, Electrical Department, William M. Long, Laborer. Electrical Department,
Charles Story,' Laborer, Warehouse Division. Finance Department, Fortune Bell,
Janitor, Central Services Department, Mark Nelson, Rodman, Engineering Department,
Douglas Frye, Laborer, Parks & Recreation Department, James E. Day, Laborer,
Parks & Recreation Department, Edwin Wingate, Equipment Operator, Parks and
Recreation Department, Ralph L. Rose, Police Patrolman, Police Department, Charles
F'. Thornberg, Jr., Laborer, Garage Division. Engineering Department, Alton Sonnier,
Labor~r, Gas Division, Utilities Department, Henry Kemp, Refuse Collector, Refuse

accepted. Seconded by Mr. Starr. Motion carried.
Mr. Thompson moved that the Board approve tl~ City Manager's request to establish
a new position of lvater Supply Attendant, Range 22, in the Supply Section and to
abol~sh one position of Laborer in this Section. Seconded by Mr. l~allace and
, motion ca.rried.
Director read letter from Diane Lott, Secretary I, Parks & Recreation Department
requesting a maternity leave of absence for nine weelts. Mr. Thompson moved the
'request be granted. ' Seconded by Mr. Starr and motion carried.

Director rend letter requesting a yenr's leave of absence from November 7, 1965
to November 7, 1966 for Celesta Gramling, Equipment Operator in the Parks and
, Recreation Department. Mr. Gramling has tuberculosis and has exhausted all sick
leave and vacation. Director also read letter from the hospital saying that he
should be able to return to work by November 1966. Mr. Starr moved that this
request for leave of absence be approved. Seconded by Mr. Thompson. Motion
carried.
Director read lettel" from Attorney Loyd Mosley asking for a copy of the Civil
Service Rules and Regulations. Director told the Board that it would be possible
to give him a copy but if he gives a copy to each lawyer who asks for one, it
would be impossible to keep the copies up to date with any changes that may be
made. He asked the Board for their opinion as to how this should be handled and
Mr. Thompson stated he felt the Director should use his own discretion in this
matter. Other Board members agreed.
Director read letter from W. J. King, Sales Manager, Gas Division, stating that it
,is his intent to employ a sales girl commencing March 7, 1966 to demonstrate ranges
and domestic gas appliances sold to customers, demonstrate gas ranges to home
economics classes in schools and give demonstrations for groups, clubs, civic
organizations. etc. Her prime duty is to sell gas and she is to be compensated
on the same basis as present' salesmen which would be based on a percentage of
annual gas revenue. Director said in his opinion she would be exempt from Civil
Service coverage but that he 'las asking for an opinion from the City Attorney in
this respect. The Board generally agreed with the Director's opinion but suggested
that he go ahead with getting a legal opinion.
Mrs. Marquardt, visitor, asked if she might make a suggestion. She said that
finellas County had a very good Law Library in the Court House and possibly a copy
of the Civil Service Rules and Regulations could be placed in the Library so that
it would be accessible to all attorneys. Board members thought this a splendid
idea and the Director said he would check into it.
Mr. Thompson moved the meeting be adjourned. Seconded by Mr. Wallace.
