Proceedings of the Civil Service Board meeting held Monday, January 10, 1966.
The Clearwater Civil Service Board met in regular session Monday evening,
January 10, 1966 at 7:30 P.M. in the Civil Service Office at New City Hall.
Members present: George H. Dalby, Chairman, Harold Wallace, R. M. Thompson, Sr.
and Donald 0. McFarland.
Observers: Mr. James R. Stewart, City Manager.
Meeting called to order by Chairman Dalby.
Mr. McFarland moved that the minutes of December 13, 1965 be approved as printed.
Seconded by Mr. Wallace and motion carried.
Mr. Thompson stated that he would like the pleasure of nominating Mr. Dalby as
Chairman of the Civil Service Board for the ensuing year. Mr. McFarland moved
the nominations be closed. Mr. Wallace seconded the motion which carried
unanimously.
Chairman Dalby said he hoped the year 1966 would be as good a year as 1965 since
there had been no hearings. Director said he felt one of the reasons for this
was-the fine cooperation between the City Manager's office and the Civil Service
office.
Director reported on assembled examinations held.
Director reported on certifications and appointments.
Director reported on lay-offs, dismissals and suspensions. No Board action
indicated.
Mr. Wallace moved that the resignations of Charles J. Callaghan, Patrolman,
Police Department, Martin S. Rahiser, Toll Attendant, Marine. Department,
Jimmy A. Boykins,-Laborer, Parks & Recreation Department and Lorrayne J. Sellers,
Library Page, Libraries Department be accepted. Seconded by Mr. Thompson and
motion carried.
Mr. Thompson moved that the Board approve the City Manager's request to establish
a new classification of Social Recreation Supervisor II, Range 37, in the Recreation
Division of the Parks & Recreation Department. Seconded by Mr. McFarland and
motion carried.

Mr. Thompson moved that the Board approve the City Manager's request to abolish
the position of Recreation Supervisor II, Range 37, in the Recreation Division
of the Parks and Recreation Department. Seconded by Mr. Wallace. Motion carried.
Director recommended to the Board that the salaries of James C. Shaffer and
Theodore E. Jones, Detectives, be advanced from Step 5 to Step 6 of Detective
Civil Service Board tleeting, January 10, 1966 Page 2
Range 34. He pointed out that such adjustment was necessary to correct a pay
inequity as between these detectives and certain Patrolmen assigned investi-
gative duties (with additional pay therefor) under a lateral transfer system
approved some time ago. He showed the Board a copy of a memorandum dated
August 13, 1965 which he had written to the City Manager recommending these
adjustments; that they be made effective as of the date of such memorandum
and, in order to preserve future equality, have the date of progression into
Step 6 established as of February 24, 1965. These recommendations have been
approved by the City Manager and the Police Chief and the Director asked Board
approval of the adjustments in accordance with such recommendations. Director
further reminded the Hoard that Theodore Jones had since been demoted to Step 5
of the Patrolman classification and recommended that, in his case, the adjust-
ment to Step 6 of Detective Range 34, be effective until the date of his
demotion at which time his salary should be adjusted to Step 6 of Patrolman
Range 31.
Mr. McFarland moved that the Director's recommendations with respect to the
salary adjustments for James Shaffer and Theodore Jones be accepted and
approved as presented. Mr. Wallace seconded the motion which carried
unanimously.
Director told the Board that his Assistant, Mike Laursen, had been with the
City two years on January 27. He recommended that he be given a pay increase
of $20.00 bi-weekly starting with the pay period of January 24, 1966.
Mr. Thompson moved that Mr. Laursen be given a pay increase of $20.00 bi-
weekly beginning with the pay period of January 24, 1966. Seconded by Mr. Wallace
and motion carried.
Mr. McFarland moved that the Board approve the City Manager's request to establish
a new position of Secretary I, Range 17, in the City Manager's Office. Seconded
by Mr. Thompson. Motion carried.
Director read letter from Wiliiard Hewiett, Distribution Serviceman II in the
Gas Division, requesting Military Leave of Absence starting January 6, 1966.
Mr. McFarland moved that the request for Military Leave of Absence be granted.
Seconded by Mr. Thompson and motion carried.
Director asked Board for authorization to trade or sell the Verifax Machine.
Now that this office is in City Hall, the new zerox machine.in the machine room
is being used. Board advised the Director to use his own judgment.
Mr. Thompson moved the meeting be adjourned. Seconded by Mr. Wallace.
