Proceedings of the Civil Service Board meeting beld Honday) Novetnber 6. 1965.
The Clearwater Civil Service noard met in regular session Monday evening,
Novembe~ 8, 1965 at 7:30 P.M. in tile Civil Service Office.
Members present: George li. Dalby) Chairman, Harold Wallace, R. M. Thompson, Sr.,
and John Starr.
Observers: Mrs. Raphael Van Tassell and Mrs. Rosalie Day, League of l/omen Voters.
Meeting called to order by Chairman 'Dalby.
Mr. Starr moved that the minutes of October 4, 1965 be accepted with corrections
as stated. Seconded by Mr. Thompson and motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on lay-offs and dismissals. No Board action indicated.

Director told Board that in accordance with the new Rules, it is being noted
on the resignations if the employee does not give two weeks notice before
leaving.

Mr. Wallace moved that the resignations of George Sovia) Jr., Utilities

Board discussed the matter of employees who enlist in the Armed Forces. The Law
does not require, and it haa not been the practice, to grant a leave of absence
or to hold a position where they voluntarily enlist in the Armed Services.
Direetor sa1dthat it is possible for a man to enlist when it is almost time for
him to be drafted, serve two months and be back on the job, but this will obligate
,bim,to six years in the National Guard and this means that plus the two weeks
training every Bummer. he must attend at least one evening meeting every week.
If this man is on an evening shift, it means someone will have to work in his
place every week. This is true in the Pol1ce Department, Fire Department and
,Sewage Plant. Therefore, it is not quite as silltple as saying) "you are on lellve
, 'of ,absence and we wi 11 take you back."

Mr. Thompson moved that the Director's action in approving request from the City
Manager for the abolition of the existing position of Librnry Assistant I,
permanent, part-time, in the Library Department and establishment in lieu there-
of the position of full-time Library Assistant I, and the ernployment of two
Library Pages instead of filling the Library Assistant I position be ratified.
Seconded by Mr. Wallace Ilnd motion carried.
Mr. Starr moved that the Director's action in approving request from the City
Manager for the establishment of one additional position of Equipment Operator,
Range 23. three additional positions of Laborer, Range 16, in the Parks Division
and one additional position of Recreation Supervisor II, Range 37, in the
Recreation Division be ratified. Seconded by Mr. Wallace and motion carried.
Mr. Thompson moved that the Director's action in approving request from the
City Manager for the establishment of one additional position of School Patrolman,
Range 8. within the Police Depart~ent be ratified. Seconded by Mr. Starr.
Motion carried.
Mr. Wallace moved that the Director's action in approving request from the City
Manager that one additional position of Rodman, Range 17, be established in the
Engineering, General Division of the Public Works Department be ratified.
Seconded by Mr. Thompson and motion carried.
Mr. ,Thompson moved that the City Manage~'s request to abolish the position of
Account Clerk I, Treasury Division of the Finance Department be granted. Seconded
by Mr. Starr and motion carried.
Mr. Wallace moved that the request of the City Manager to establish a new position
of Account Collector I, Range 27, within the Utilities Department be approved.
Seconded by Mr. Starr. Motion carried.
Director read letter from Brenda Howell, former Secretary I, Parks & Recreation
Department, requesting the withdrawal of her resignation. Hr. Starr moved that
Miss Cowell's request for withdrawal of her resignation be approved. Seconded
by Mr. Wallace and motion carried.
Director discussed with the Board the possibility of changing the job classification
of the position which is now held by Helen Peters. Mrs. Peters, Account Clerk II
is, retiring on January ,14. It appears from the investigation made thus far that
the position possibly should be described as Payroll Clerk II and because of the
time element involved, the Director asked for authority to establish such classifi-
cation if the investigation should turn out as indicated. Mr. Thompson said he
thought the Director should have that authority and the Board Members were in
agreement.
Director discussed the problem of verifying all current positions in the new table
of organization since the last ttme it appears that the Board approved a complete
Table of O~ganization was on October 10, 1959 and the Director has been unable

'point'of,beginnlng, he has suggested to Mr. Weimer that after the 'first of the
,year he give the Civil Service Office a list of current positions according to

would,then like to have this list approved as the off.icial Table of Organization
'which-he would keep up to date from that point on.
