06/14/1965Proceedings of the Civil Service Board meeting hold Monday, June 14, 1965.-----
The Clearwater Civil Service Board met in regular session Monday evening, June 10,
1965 at 7:30 P.M. in the Civil Service Office.
Members present: George It. Dalby, Chairman, Harold Wallace, R. M. Thompson, Sr,
and John Starr.
Observers: Mr. James R. Stewart, City Manager, Mr. Paul Kane, Public Works
Superintendent, Jack White, Jr., Attorney, Mrs. Margrette ]iilborn
and Mrs. Constance Marquardt, League of Women Voters.
Mr. Wallace moved the minutes of the meeting of May 10, 1965 be approved as
printed. Seconded by Mr. Starr and motion carried.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on layoffs, suspensions and dismissals. No Board action
indicated.
,Mr. Thompson moved that the resignations of Thomas B. Thurgood, Laborer, Water
Division, Jessie Anderson, Laborer, Sewage Treatment Plants, Leon Bradley, Patrolman,
Ronald 14. Howe, Laborer, Public Works Department, Fred J. Wilson, Firefighter, Fire
Department, William Shellman, Firefighter, Fire Department, Bradford Green, Rodman,
Engineering Department, Walter L. Cooper, Laborer, Parks && Recreation Department
Paul Cochran, Community Center Supervisor, Parks & Recreation Department and
Barbara Vass, Clerk 1, Water Division be accepted. Seconded by Mr. Wallace and
motion carried.
Mr. Starr moved that the Director's action in approving withdrawal of resignation
of Perry Walker, Sewage Operator 1, be ratified. Seconded by Mx. Thompson. Motion
carried.
Director discussed with the Board two job classifications in the Public Works
Department. Mr. Thompson moved that William Mims and Leon Mims be brought into
PiLy Range #35, Foreman 11 Classification,and because of the difference in the time
that they have been with 'the City he moved that William Mims be put in Pay Step 7
and Leon Mims in Step 8, the difference being in the length of time that William
has served less than Leon. Seconded by Mr. Wallace and motion carried unanimously.
Director read letter from the Employees' Association expressing appreciation to
the Board for the salary increases and also expressing appreciation to Jack Young,
Personnel Director, for the new Rules and Regulations and to Mike Laursen,
Assistant to the Director, for all of the work done on the job.evaluation survey.
.Director read letter from Beryl Sydnor, Secretary to the City Manager, and note
from Marcile Hesch, Secretary to the finance Director, expressing appreciation for
.the job evaluation survey and the new Pay Plan.

Director read letter from Jack White, Attorney for the Florida Association, of
Fire Fighters, Local 1158, requesting a copy of that portion of the records of
the Civil Service Board setting forth the duties of the Fire Chief for the
Fire Department of the City of Clearwater, Mr. Wallace moved that Mr. White
be given a copy of the job specification for fire Chief. Seconded by
Mr. Thompson and motion carried.
Director told Board that lie tied planned to attend the Florida Association of
Civil Service and Personnel Agencies conference in Pensacola and to take
Mr. Laursen with him, but due to the pay plan changes it seemed necessary that
they both remain here to answer any questions employees might have. He also
stated that the budget is coming up and that he would go ahead and prepare it
and call the Board Members together for a special meeting{to go over it.
Mr. Thompson moved that the Director's salary be increased to $350 bi-weekly
and that the salary of the Assistant to the Personnel Director be increased to
$200 bi-weekly. These increases are to be retroactive to April 1. Seconded
by Mr. Wallace. Motion.carried.
Director called the Board's attention to the fact that the Parks & Recreation
Department had six college boys working as laborers for the summer and Mr.,Moore
would like to use them as umpires. Board felt that this was good management on
the part of Mr. Moore, Director of Parks & Recreation.
Mr. Wallace moved that the meeting be adjourned. Seconded by Mr. Thompson.
After adjournment of the meeting Mrs. Marquardt, League of Women Voters,
expressed appreciation for the fine way the Board meetings were conducted.
Mr. White said he would like to express his appreciation for the fine cooperation
he has had from the Director. His requests have been met promptly and very
courteously.
Mr.'Thompson said he would like to say that he had lived in Clearwater a long time,
and had known many City Managers.- and there had been many good ones - but lie felt
that without doubt we have the best City Manager (Mr. Stewart) that Clearwater
has ever had.
