Proceedings of the Civil Service Board meeting held Monday, February 8, 1965.
The Clearwater Ci~il Service Board met in'regular scsoion Monday evening,
Pebruary 8, 1965 at 7:30 P.M. in the Ci~il Service Office.
Members present: George H. Dalby, Chainnan) Donald Mcfarland, R. M. ThompsonJ Sr.,
and Harold Wallace.
. Observers: Mr. James R. Stewart) City Manager, Mrs. Raphael Van Tassel and
Mrs. Celia O. Weart.

Mr. Mcfarland moved that the minutes of the meeting of January 11) 1965 be
adopted as printed. Seconded by Mr. Wallace and motion carried.
Director reported on assembled examinations conducted. He told the Board that
Ralph Rohr and Leo MCMorrow had been appointed as Police Sergeants and Ernest
WichelnswaB also appointed Police Sergeant and then aSBigned Detective Sergeant
in accordance with the bilateral transfer procedure they are using in the Police
Department.
Director reported on certifications and appointments.
Director reported on lay-offs, suspensions and dismissals. No Board action
indicated.

Mr. Mcfarland moved that the Director's action in approving withdrawal of
resignation of Thomas W. CarrellJ Laborer, Parks & Recreation Department be
ratified. Seconded by Mr. Thompson and motion carried.
Mr. Wallace moved that the resignations of Fred CassitYJ Sewage Plant Attenda.nt,
,Garnet S. Wismer, Electrician-Lineman II) Monroe Miller, Mechanic I, Terry L.
, Touchton, Laborer, Water Division, Jack Adams) Distribution Serviceman I, Larry
A. RiviereJ Robert Parlaman and Patrick Coakley, Patrolmen, Ronald M. Bishop,
Laborer, Purchasing Division and Paul W. Glover, Laborer. Parks snd Recreation
Department be accepte'(l. Seconded:t>y Mr. Thompson and motion carried.
Mr. Thompson moved that the Director's action in approving the transfer of the
vacant Meter Repairman I position to the Purchasing Division of the Finance
Department be ratified. 'Seconded by Mr. McFarland. Motion carried.
Director 'told the Board of the proposal by Jack White, lawyer, to go before
the Legislative Delegation to eltminate Section 20-A of the Civil Service Law.
This section pe~its suspension of employees up to 10 days without the right
,of appeal to the Civil Service Board. Board members discussed letter from the
Employees' Association regarding the elimination of Section 20-A. 466 employees
signed,s petition on a purely VOluntary basis) stating that this Section 20-A
should' not he removed from the Civil Service Law. Mr. McFarland moved that
the Board go on record as opposing the elimination of Section 20-A from the

Civil Service Act. Seconded by Hr~ Thompson and motion carried. Mr. McFarland
agreed to attend the hearing and represent the Board and the Employees' Committee
in this matter.
Director advised the Board that Doc Anderson, Building Inspector had submitted
his resignation as ~f ~ebruary' 27. He is the first employee to be paid sick
leave in a lump sum in accordance with the new Sick Leave Policy.

City Manager reported to the Board that the Gas Inspector had been advised
by'his Doctor he could no longer climb in attics and under houses due to a
back condition. This injury was an on~the-job injury incurred several years
ago. He suggested to Hr. Fred Taylor, Utilities Manager that he be given a
helper to do, the necesoary climbing and crawling. The Board agreed that it
would be .impractical to have a helper as the Inspector must do the job himself.
Director read changes that were made in the Rules at the request of the City
,Manager., Board 'Members discussed the Rules. Mr. McFarland had several questions
and suggested changes in the Rules and after discussion, it was agreed that the
changes should be made.
Mr. Thompson moved that a vote of thanks be given to Jack Young, Personnel
Director, Gerald Weimer, Asst. Purchasing Agent and Jim Stewart, City Manager
'for the good work on the Rules. Seconded by Mr. Wallace and motionca,rried.
Hr~ Thompson moved that the meeting be adjourned. Seconded by Mr. Wallace aud
motion carried.
