The Clearwater Civil Service Board met in regular session Monday evening. January 11.
1965 at 7:30 P.M. in the Civil S~rvice Office.
Members present: George It. Dalby. Chnirman. John Starr. Donald McFarland.

Observers: Mr. James R. Stewart. City Nanaaer, Nrs. Raphael Van Tassel and
Mrs. Eleanor Jahsman. League of Women Votero. Earl Emmons, Bud Palmer
and Bill Purvis, Reporters.
Mr. McFarland moved that the minutes of the meeting of December l4t 1964 be
accepted as presented. Seconded by Mr. Starr and motion carried.
Mr. Thompson moved that Mr. Dalby be re~elected as Chairman of the Board for 1965.
'Seconded by Mr. McFarland. Motion was unanimously carried.
Director reported that there were no assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on lay-offs. suspensions nnd dismissals. No Board action indicated.
Mr. Thompson moved that the resignations of Paul Meissner, Police Sergeant, Raymond
E. Farris. Laborer. Public Works Department. James Cordell, Electrician-Lineman I,
T~ L. Phillips) Thomas Hill and Clmrles E. Deal, Laborers, Parks & Recreation
Department, be accepted. Seconded by Mr. Wallace and motion carried.
, Director reported that the City Commission approved the Civil Service Board
recommendation for change in longevity provision in City Pay Plan. and that the Pay
Plan change has been effected.
Director told the Board that his Assistant. Mike Laursen. had been with the City a
year on January 27. He recommended that he be given a pay increase of $10.00 per
week to become effective January 25, 1965 and stated that this amount was' already
in the budget. Mr. Thompson moved that the pay increase be approved. Seconded
by }k. Wallace. Motion carried.

Director. reported that the ne,,, Rules would be completed by the latter part of
the. week and that they would either be mailed or he would give them out at the
Oral Examination for Police Sergeant on January 16. Director said tIme he planned
to have a meeting with the Civil SerrTice Committee of the Employees' Association
to discuss the new Rules.
Director verif~ed that the Oral Examination for Police Sergeant would be held in
Mr. McFa~land's office~ Visitors to the examination) in addition to Tom Crockett,
Chairman of the Department of Police Administration of St. Petersburg Junior College,
will be an Inspector from Tampa, Chief of Police of Sarasota, Chief of Police of
PinelIns Parl( and Chief of Police from OcaIn. Chief Dooth will meet ,,,ith the
e~~mining committee at noon and take them to lunch.

Director reported to the Board that O. H. Anderson, Building Inspector had been
in to see him. He asked if he took the recently established position of
Building Inspector (Permanent-Part Time)) would it be necessary for htm to take
an examination. The Board agreed that since he had been the regular Inspections
Supervisor for many years; an examination would not be necesoary.
Director asked Board Members if they would like a copy of the City's Financial
Report. All members asked for a copy.
,Mr. Stewart) City Manager, requested that one man, a Meter Repairman II, be
transferred from. the Service Division of the Utilities Department to the
Purchasing (Central Stores) Division of the Finance Department. Since the work
of' the Meter Shop is primarily concerned with inventory, it is felt. that it
'should come under the Purchasing Division. Mr. Thompson moved that the City
'Manager's request be granted. Seconded by Mr. Wallace and motion carried.

The. Board noted with regret the passing of former member, 'George W. Butcher
and recalled his many services to the community.
Hr. Thompson moved that the meeting be a.djourned.
