The Clearwater Civil Service Board met in regular session Monday evening, December 14. 1964 at 7:30 P.M. in the Civil Service Office. Members present: George H. Dalby, Chairman. John Starr, Donald McFarland and Harold Wallace. Observers: Mr. James R. Stewart, City Manager Director reminded the Board that it would be necessary for them to appoint a fifth , Board Member as Mr. McFarland's term expired November 28, 1964. Mr. Wallace moved that Mr. MCFarland be re-appointed for the ensuing term. Seconded by Mr. Starr and motion carried. Mr. Thompson, Board Member, was not present but gave his affirmative vote by telephone. Mr. McFarland moved that the minutes of the meeting of October 12, 1964 be accepted. Seconded by Mr. Starr and motion carried. Director reported on examinations conducted. Did not conduct Plumbing Inspector , eXamination as there were no applicants. Director reported on certifications and appointments. Director reported on lay-offs, suspensions and dismissals. Mr. Wallace moved that the resignations of Allen L. Buckler, Refuse Collector, Charles Evans, Patrolman, William E. Harn, Detective Sergeant, Police Department, Ronald Waters. Sewage Plant Attendant, Perry Walker, Sewage Plant Operator 1, Jerry Wilkes, Sewage Plant Attendant, Richard Lowery, Laborer, Public Works Department, Leroy, Miller, Laborer, Public Works Department, Thomas W. Carrell, Laborer Parks & Recreation Depa~tment, Larry G. Lupton, Laborer, Parks & Recreation Department, OnIie Arrington, Laborer, Parks & Recreation Department, R. L. Brayman, Laborer, Parks & Recreation Department, R. E. Hall, Laborer, Parks & Recreation Department, Edward F. Jackson, Laborer, Parks & Recreation Department, Carol Sweeney Neish, Library Assistant I, Sam F. Cheney, Mechanic I, Thomas Converset Communications Clerk I, Police Department, George F. Seconded by Mr. McFarland and motion carried. Mr. McFarland moved that the Director's action in authorizing advancement of step pay increase for Detective Theodore Jones to maintain equity of compensation in Investi- gation Division be ratified. Seconded by Mr. Wallace. Motion carried. Director read letter from the Employees' Association requesting that consideration be' given to revising the Pay Plan relative to longevity pay. Page 2 to read: 8. Longevity Pa~: - Each employee shall be entitled to automatic longevity increases computed from his established seniority date as they are earned a8 follows: a. An employee who has completed the following terms of continuous service with the City oince his established seniority date shall be paid an additional: 5% of his base pay after 10 years of continuous service. 10% of his base pay after 15 years of continuous service. 157. of his base pay after 20 years of continuous service. b. All changes in longevity pay shall become effective at the beginning of the first pay period following the effective date of longevity as above indica te d. ' and that this shall become effective January 1, 1965. Seconded by Mr. Wallace and motion carried. '.\ Mr.' Wallace moved that the Director's action in approving the establishment of one additional position of Mechanic I, Range 10, within the Garage Division of the Public. Works Department be ratified. Seconded by Mr. McFarland. Motion carried. Mr. McFarland moved that the Board ratify the Director's action in approving the establishment of the position of Plumbing Inspector (P/PT) and be further amended the .ratification to make the position created a permanent full time position, Range 22, within the Public Works Department. Seconded by Mr. Starr and,motion carried. Director reported that the City Commission had approved the bi-lateral transfer of detectives and patrolmen. Director reported that Harold Laird, Janitor, Libraries Department had been reinstated after suspension. \ Director discussed with the Board the oral interview for Police Sergeant to be held on January 16, 1965. Originally it was planned to hold this interview at the Ross Norton Park Recreation Hall. Mr. McFarland suggested that the interview be held at his "cffice at 311 5. Missouri Avenue. The Board agreed that this was an excellent suggestion and the interview will be held in the offices of Phillips and McFarland. Mr. McFarland moved that the meeting be adjourned.
