Tc"~'.....>.~>.:..~+: , ',- , / v Proceedings of the Civil Service Board meeting held Monday, October 12, 1964. , The Clearwater Civil Service Board met in regular session Monday evening. October 12. 1964 at 7:30 P.M. in the Civil Service Office. Members present: George H. Dalby, Chairman, R. M. Thompson. Sr., John Starr and Donald McFarland. Observers: Mr. James R. Stewart, City Manager, Mrs. Raphael Van Tassel and Mrs. Marie F. Siegel, League of Women Voters. Meeting called to order by Chairman Dalby. Mr. Starr moved that the minutes of the meeting of September 14, 1964 be accepted. Seconded by Hr. Thompson and motion carried. Director reported on examinations conducted. He stated that Mr. Francis Gaspe1in of the Electrical Department had been appointed Electrical Inspector. Director reported on certifications and appointments. Mr. Thompson moved that the resignations of Anthony D'E1ia, Patrolman, and Osca1: Howard Gray, Distribution Serviceman 1, be accepted with prejudice. Seconded by Mr. Starr. Motion carried. Mr. Thompson moved that the resignations of Roger Drake, Rodman, Clyde l~alker, Laborer, o. C. Tedder,'Laborer, Sylvester Lee, Refuse Collector, Willie R. Wilcher, Refuse Collector and Frederick Fairchild, Sewage Plant Attendant, be accepted. Seconded by Mr. McFarland. Motion ca.rried. Mr. McFarland moved that the withdrawal of the resignation of Bobby R. BeCK, Mechanic I, be approved. Seconded by Mr. Starr and motion carried. Director reported on suspensions and dismissals. No Board action necessary. Mr. Thompson moved that the Board ratify the action of the Director in extending the etnergency appointment of Leonard L. Bowen', .Jr., Acting Utilities Service SupeTVisor until October 15, 1964. Seconded by Mr. McFarland. Motion carried. Mr. Thompson moved that the Board ratify the action of the. Director in approving the establishment of one additional position of Recreation Supervisor 1, Range 13, ;in the Recreation Division, two additional positions of Laborer 2L. Range 7, in the Parks Division and the establishment of two additional positions of Laborer 2La Range 7,' within the Water Division; one in the Supply Section and the other in the Distribution Section. Mr. McFarland seconded this motion covering the two requests from the Director and motion ~~rried. .\ Director told Board that he would be out of town at the next meeting and after discussion Mr. Thompson moved that the November meeting be dispensed with. Civil ~Qrvice Board Meeting, Monday, October 12, 1964 Pnge 2 Director discussed with the Board the bilateral transfer of patrolmen and detectives in the Police Department. Mr. McFarland moved that the following motion be adopted and referred to the City Commission for their approval: "The Police Chief, with the approval of the Appointing Authority may assign Detective duties to a Police Patrolman or Detective Sergeant duties to a Police Sergeant or Detective Captain duties to a Police Captain for such period of ttme as will, in his opinion, serve the best interest of the City and within authorized limitations. During the period of any such assignmcntt the affected employee shall be paid an additional $13.00 per bi-week1y pay period. Conversely, and under the same conditions, the Police Chief may 8soign Police Patrolman duties to a Detective or Police Sergeant duties to a Detective Sergeant or Police Captain duties to a Detective Captain. Dur- ing the period of such assignment, the affected employee shall be paid the appropriate rate for Police Patrolman, Police Sergeant or Police Captain, as the case may be, at the step which represents the employee's length of service in the appropriate rank within both the investigation and patrol divisions. A Detective, Detective Sergeant or Detective Captain who, on the effective date hereof, shall have been certified to permanent status in such position and who shall thereafter be assigned police duties in accordance with the foregoing provisions may, if he believes the assignment to be discriminatory or capricious, appeal from such action directly to the Civil Service Board. Any such appeal shall be in writing and in sufficient substance and detail to provide the basis for equitable consideration. The Appointing Authority, the department head and the employee shall be given the opportunity to be present at and participate in any such review.1I This motion was seconded by Mr. Thompson and carried. ; I Mr. McFarland moved that the request of the City Manager that the position of Clerk II, Range 10, in tl~ License Division of the Finance Department be abolished and that the position of Clerk II, Range 10, be established under the City Clerk's supervision, and that Mrs. Louise Ahrens who occupies this position in the License Division, be transferred to the City Clerk's office to fill this new position, be approved. Seconded by Mr. Starr. Motion carried. Director discussed letter received by Colonel Watkins, Civil Defense Director, from Mr. Joseph T. Ecker, Regional Representative, Division of State Merit System regarding request for statement relative to non-merit discrimination in filling vacancies in the Civil Defense Department. It was decided by the Board that the Director would answer this letter. Director reported to Board that the City Commission acted affirmatively in changing the name of Firefighter-Alarm Superintendent to Fire Alarm Superintendent and increasing the Range from i19 to #23. Director called Boardvs attention Co the fact that the City Manager had sent a memo '\, Civil Service Board Moeting, Monday. October 12. 1964 Pogo 3 , .' ~. to all dopaxtment heads telling them that the Civil Service office would do all advertising for positions.
