Proceedings of the Civil Service Board Meeting held Honday, September ll., 1964.
The Clearwater Civil Service Board met in regular session Monday evening,
September 14, 1964 at 7:30 P.M. in the Civil Ser\'ice Office.

Members present: George n. Dalby, Chairman, R. M. Thompson, Sr., Harold Wallace,
John Starr and Donald McFarland.
Observers: Mr. James R. Stewart, City Manager, Chief Willis D. Booth, Police
Department, Captain Frank Daniels, Police Department, Mrs. Raphael
Van Tassell and Mrs. Marie F. Siegel~ League of Women Voters.
Meeting called to order by Chairman Dalby.
Mr. Thompson moved that the minutes of the meeting of AuguBt 10, 1964 be accepted
after deleting Mr. Wallace's name from members present. Seconded by Mr. Star~ and
motion carried.
Director reported on certifications and appointments.
Director reported on examinations conducted. He stated that on the Electrical
Inspector Examination ( 2 reported and 0 passed) he, Mr. Battle and Mr. art had
gone over th~ examination and reduced the difficulty level of the examination, re-
advertised it and advised the two candidates that they were eligible to take the new
examina tion.
Director stated a male Clerk I I~d been hired in the Water Department. The Board had
discussed this position before and had given Director permission to hire applicant at
;a lower typing'speed. Director stated that the new Clerk had been certified with the
\ understanding that he would be re-tested and make the 45 words per minute requirement
,during his probationary period.

Mr. McFarland moved that the resignations of Carl P. Michalski, Dock Attendant,

Uniform Division, Traffic Section
Invcstigations Division, Detcctivc Section
and that two positions of Detective (Range 17, Step 2) be established in the Dctective
Section, Investigation Division of the Police Department. llr. Thompson moved that
the'thraa positions be abolished at the request of the City Manager and that the
two positions of detective be established in the Detective Division of the Police
Department. Seconded by Mr. McFarland and motion carried.
Director reported on Suspensions and Dismissals. No Board action necessary.
Director read rcquest for Leave of Absence from Frank Ranella, Sewage Plant Operator,
due to the serious illness of his brother. Mr. Wallace moved that a ninety (90) day
Leave of Absence be granted. Seconded by Mr. Starr. Motien carried.
Director reported that twenty-seven firemen had applied for the Fire Lieutenant
examination which will be held in the City Auditorium on Friday, September 10.
Director discussed with the Board a promotional examination for Sergeants in the
Police Department. He told the Board that he and Chief Booth had a long discussion
with Mr. Thompson Crockett, Head of the Department of Police Administration,
St. Petersburg Junior College. The College is interested in working with our Civil
Service Board on promotional examinations l~ithin the Police Department and they have
made quite a study of this. Since we are going to have a promotional examination
for Sergeants very shortly, the Chief, Mr. Crockett and the Director spent some ttme
in going over this. Mr. Crockett would like to set up an examination drawn from
specific text books and it was his thought that we let the applicants know what text
books would be used. Director read letter from Mr. Crockett outlining the examination
which would include a writt~n and an oral portion. For the oral portion of the
eXamir~tion Mr. Crockett suggested that the Oral Examining Board consist of the
Clearwater City Manager~ two representatives of the Civil Service Board, two high
level Police Administrators from outside communities, one representative of the
Department of Criminology, Florida State University, and one representative of the
Department of Police Administration, St. Putersburg Junior College. '
Mr. McFarland moved that Mr. Crockett's suggescion be accepted that he prepare a
written examination and that this be followed by an oral examination (preferab~1 in
one session). The Oral E~mining Board to be composed of as many members of the
"Civil Service Board as can be present and the other individuals Mr. Crockett
indicated in his letter of September 10) 1964, excepting the Clearwater City ~mnager,
and such Board be used in giving ,the examination for Police Sergeant which this
Board is presently getting ready to give. Further, that ~ecommendations of this Oral
Examining'Board and the written examination be submitted to the Civil Service Board
for its' further' action. Motion seconded by Mr. Thompson and carried.
Director. read letter from Chief Booth stating that there were three vacancies in
the Detective Division and asking, that the Civil Service Board consider abOlishing
the Detective classification inasmuch as,\ a promotional examination is concerned
and establish instead a method of permitting bi-lateral transfer of qualified
patrolmen to the Detective Division and vice versa.

After a lengthy di~eu8Bion of this mattert Mr. McFarland suggested that the Director,
the Chief, Captain Daniels and the City Manager gat together and come up with a
concrete proposal. It was suggested by the Director that in tho meantlmet the
Chief could mako three acting appointments in accordance with motion 1n Minutes of
Mareh 9, 1964, which provided a formula for additional compensation for employees
temporarily "acting" in B. higher capacity
Director presented to the Board, request of the Fire Chief and the City Manager
that:
1. Present class title t "Firefighter-Ala.rm Superintendent" be amended to "Fire
Alarm Superintendentll in order to be more descriptive of the present duties
and responsibilities of the position, and
2. The salary range for this position and the present incumbent thereof be
increased from Range #19 to Range #23 to compensate for increased
responsibilities and for the fact that this position now requires a daily
work schedule instead of the "one on - two off" schedule presently in
effect.
Following discussion, Mr McFarland moved that the Board approve the request of the
Fire Chief insofar as that request related to the job of Fire Alarm Superintendent.
Seconded by Mr. Thompson and motion carried.
Mr. Thompson brought up the matter of the new rules. stating that he felt it was
quite, important that the Director and City Manager finish checking them and that
if possible they be brought before the next Board,meeting.
Mr. Wallace and Mr. Thompson discussed with'the Board the fact that one of the
Departments had placed an article in the paper stating they had several job openings.
They felt it was the job 6f the Civil Service Board to do all the advertising for
employees. Director assured the Board that the matter had been discussed with the
Department Head and that it would not happen again.

Mr. 'Thompson moved that the meeting be adjourned.
