The Personnel Director shall thereupon verify said duties and responsibilities and, as may be appropriate in the premises, either allocate the proposed position to an existing classification, with subsequent Board ratification, or request the Board to establish a new classification. The Clearwator Civil Service Board met in regular session Monday evening, July 13, 1964 at 7:30 P.M. in the Civil Service Office. Members present: George U. Dalby, Cl1airman, R. M. Thompson, Sr., Harold Wallace, John Stnrr and Donald McFarland. Obsorvers: Mr. James R. Stewart, City Manager, Mr. John Rothchild, Reporter, Mr. & Mrs. Arthur Hanson and Mrs. William F. Eversole, League of Women Voters. Meeting called to order by Chairman Da.lby. Mr. Wallac.e moved that the minutes of the meeting of June 8, 1964 be adopted as written. Seconded by Mr. McFarland. Motion carried. Dir~ctor reported on examinations conducted. Mr. McFarland moved that the resignations of Iris W. Brodbeck, Secretary, Fire ,Department, William A. McCall,Data processing Supervisor, Kenneth G. Burke, Rodman, Jay A. Hershberger, Recreation Assistant, David Hood, Jr., Recreation Assif!tant,Bobby Island, Jr., Recreation Assistant, Conrad C. James, Laborer, Parks & Recreation Department, John Brumage, Sewage Plant Attendant, Bill'H. Ray, PatrOlman, Milton L. Evanson, Patrolman, Georgia M. Eckhardt, Clerk II, Municipal Court, Nellie Petree, Library Assistant, and Bobby R. Beck, Mechanic I, be accepted. Seconded by Mr. Wal1ac.e. Motion carried. Lester C. Bernard, Paul L. Lindsey nnd Carl Michalski be retained in the new classification. Seconded by Mr. Wallace and motion carried. Mr. McFarland moved that the resignation of Edwin N. Brandl be withdrawn pursuant to his request and his name be placed on the available list in accordance with the rules. Seconded by Mr. Starr and motion carried. Mr. McFarland moved that the action of the Director in approving the establishment of three additional positions of Fire Lieutenant, Range 19, Step 2 within the Fire Department be ratified. Mr. l~allace seconded the motion and it carried. Mr. McFarland moved that the a.ction of the Director in approvin8 the establishment of eighteen additional positions of Firefighter, Range 15, within the Fire Department be ratified. Seconded by Mr. Thompson and motion carried. Director read letter from Mr. Aubrey Ort, Electrical Superintendent thanking the Civil Service Board for their cooperation in holding an oral examination for Leslie T. McGee, Electrician Lineman II. Chairman said that congratulations were in order since Mr. Wallace had been re- elected to the Board. Chairman discussed with the Board the matter of part-time and Beasonal Recreation Department employees also being used as Umpires. No action was taken at this time. Director discussed with the Board the matter of filling the vacancy of Data Processing Supervisor. The applicants on the eligibility list were contacted and upparently none were interested in the position. At the present time there is an emergepc~_appointee from St. Petersburg filling the position but it will be necessary for ,him to take the examination.. It was decided by the Board that it 'h"Ould be necessary to advertise the examination and handle it in the regular manner even though the position will probably go to the en~rgency employee if he passes the examination. Director told the Board that Willard'Goffigan, Utilities Service Supervisor would not be certified in this position. After careful consideration by all concerned, it was felt he was not capable of handling this position at this time and would be transferred back to his former position of Utilities Serviceluun II. The City Manager explained fully why the decision was made to transfer him to his former position. After a discussion of the residency requirement~ l'lr. }1cFarland moved a blanket removal of any future reference to residence with respect to job descriptions and/or Qxamination announcements, not as a permissive option, but as an outright deletion. Civil se~ico Board Meeting, Monday July 13, 1964 Page 3 In discus&ion'relative to the foregoing motion, it wao made clear tl~t succcssful .,applicants would be required to reside within the area d.c.oignated by the civil Service'Board. .Board discussed employees who are being retained in their positions after they are physically' unable to do their job. There i8 no provision in the prescnt Rules requiring retirement at any age. The only age limit on retirement is .on the Fire Chief. Director asked if City Manager could spend two d4ys with him to go. over the new rules which cover this matter. City Manager agreed that it was important to get the new rules into effect.
