The Clearwater Civil Service hoard met in regular session Monday evening, I`lay 12, '1464 at 7:30 F.M. in the Civil Service Office. Members present: George 11. Dalby, Chairman, R. I.I. Thompson, Sr., John F. Starr, Harold Wallace and Donald McFarland. Observers: Mrs. E. C. Marquardt and firs. jlilliam l;veraole, League of Women Voters. rs' Meeting called to order by Chairman Dalby. ,.,;...,: Mr. Thompson moved that the minutes of Agri.]. 13, 1964 be adopted as written. Seconded by Mr. Starr. Motion carried. Director reported on certifications and appointments. ' Director reported on examinations conducted. Ma:. Wallace moved that the resignations of Johnny E. White, Distribution-Serviceman I, Nancy K. Pfund, Recreation Assistant, Terry I4. Leggett, Recreation Leader, James H. Collins, Recreation Leader, Samuel Van Neely, Rodman and James F.'Griffith, Patrolman be accepted. Mr. McFarland seconded the motion and it carried. k ` -";-'Director read,letter from City Manager asking that the position of temporary' Cleric I ??,..,. be'established in the Libraries Department for a period not to exceed six months for the purpose of cataloging books. Mr. Thompson.moved that the City Manager's ! -a .,;•; . request be granted. Seconded by Mr. Starr. Motion carried. Mr. McFarland asked the purpose.of the position and why the work could not be done by people already employed in the Library. He said he felt that if it occuxre& every year the'matter should be looked into. Director said he felt that the City Manager must have the right to determine how many people will be needed to do a job and it was his responsi- _bility. Director discussed a proposed Employee Performance•Rating Program. 'The program has 'been'approved by the City Manager and when it has been in use for awhile should aid {.4in determining whether an employee is improving or slipping in his performance. Director told Board Members that the Vacation Policy had been submitted to the City ger for approval by the City Commission. It is essentially the same as the Mona ?f,....,:;c• Vacation Policy in the Rules with a few minor changes, Director discussed the seniority of five employees with the Board'aud they are to be used as a guide..in setting up seniority status of all employees. He said he felt n'' b that the proper formula had been worked out for adjusting the seniority dates and ?-V, pension fund. Said Policy was adopted by a L -;' majority of Board 11cmbors at the April 13, 1964 meeting and the affirmative j;'`•'- absentee votes make such action, for all intents; and purposes, unanimous,... Mrs. Marquardt, a member of the League of Women Voters, (visitor) asked the question, "Does the Board make a judgment as to the efficiency of workers or is that the jurisdiction of the Department Head?" Director said he felt it should be the judgment of the Department Head, borne out by his boss, the City Manager. If the Board made a judgment then the Board theoretically in carrying; it to its ultimate r` conclusion, would walk up to a Department Head and say, "You have to fire so and so because he' is not performing." Director stated that lie could not answer for the _:'• Board but that he dial not believe they were in a position to-do that because of not being on the job. Management has to have the right to manage because it is their responsibility. It is the' only reason for them being on the payroll.
