Proceedings of the Civil Service Board meeting held Monday, February 10, 1964.
The Clearwater Civil Service Board met in regular session Monday evening~ Februdry 10,
1964 at 7:30 P.M. in the Civil Service Office.
Members present: George U. Dalby, ChaiLman, Harold Wallace. R. M. Thompson. Sr.
and John F. Starr.
Observers: Mrs. W. E. Jahsrnan and Mrs. L. M. Clark, League of Women Voters.
Meeting called to order by Chairman Dalby.
Mr. Starr moved that the minutes be adopted as written. Seconded by Mr. Wallace.
Motion carried.
Reported on examinations conducted.
Reported on certifications and appointments.
Reported on resignations. Mr. Wallace moved that the resignations of Richmond G.
Smi~h. RodmanJ Engineering Department and Kenneth R.. LaViolette, Laborer, Water
Division. be accepted. Mr. Starr seconded the motion which was duly carried.
Reported on lay-offs.
,Mr. Thompson moved that the Board ratify the action of the Director in approving the
establishment of the following new positions:
Maintenance Tradesworker IIJ Sewer Division
Utilities Department, Range 16
Library Assistant I, Permanent Part Time
Libraries Department, Range 8
This motion was seconded by Mr. Starr and carried.
Director discussed with the Board ,the problem of getting a male clerk for the
Incinerator Division. It is proposed to conduct a promotional examination for a clerk
now in the Water Division and replace him with a Clerk I from outside. but typing is
the problem. , Director asked for authorization to reduce the typing speed requirement
on' Clerk I positions that require a male clerk, from 45 to 30 words per minute.
Mr. Thompson stated he felt that the Director should use hisj1dgment regarding qualifi-
,cations for this position. Mr. Thompson moved that the Director be given authority to
lower requirements at his discretion for this particular position. Seconded by
Mr. Wallace and motion carried.
Mr. Starr asked that if this Clerk was certified and later on an opening came. up in a
different department for a Clerk I, would be be eligible to take the position, regard-
less of the fact tru~t he had not passed the required typing test of 45 words per
minute for the regular Clerk 1. Director explained that he could not be transferred .
without the permission of both Department Heads J the City Manager and the Civil Service,

Board and he would be required to pass 4S words per minute in order to transfer if
the position was one that was open to either a male or female clerk~
. ,
Director brought up matter of examination for Electrician-Lineman 11. Two
examinations have been held and there have been no passing grades. It was felt
.after discussion by the Board that the examination was too difficult for the
examinees who are eligible and who are willing to work for the salary that is paid
for this position. Director asked for permission 'to lower the level of difficulty.
Mr~ Thompson moved that the examination be changed to make it possible for a man
to pass the examination for the needs of what is required because we have to have
a man for this job. Seconde,d by Mr. Starr. Motion carried.
Mr. Thompson moved that the meeting be adjourned. Seconded by Mr. Wallace and
mot.ion carried.
