The Clearwater Civil Service Board met in regular session Monday evening, Novcmber 18, 1963 at 7:30 P.M. in the Civil Service Office. Members present: George H. Dalby, Chairman, Harold Wallacc, R. M. Thompson, Sr. and John F. Starr. ,Observers: Mr. James R. Stewart, City Manager, Mr. Paul Kane, Superintendent of Public Works, Earl Emmons and Bill Purvis Reporters, Mrs. E. C. Marquardt and Mrs. Dorothy Benjamin, League of Women Voters. Meeting called to order by Cbainnan Dalby. Mr. Wallace moved that the minutes of October 14, 1963 be adopted as written. 'Seconded by Hr. Thompson. Motion carried. Reported on examinations conducted. Reported on certifications and appointments. Reported on Resignations. A motion was made, seconded and duly carried that the following resignations be accepted: Eugene Seudamore, Sewage Plant Attendant, Kenneth Lewis, Rodman, Engineering Department, William F. Croft, Draftsman, Planning Division, Thomas Cribbs, Laborer, Public Works Department, Richard A. Williams, Tabulating Equipment Operator II, Utilities Department, Everett V. Barlow, Laborer, Parks and Recreation Department, Catherine Alexander, Recreation Leader, Parks and Recreation Department, Johnnie L. Fasion, Refuse Collector, Utilities Department and Robert Lee Allen, Refuse Collector, Utilities Department. ,Reported on suspensions. Reported on lay-offs and dismissals. Mr. Thompson moved that the Board ratify the action of the Director in approving the ,requests made by the City Manager on items 1 through 5 as follows: 1. The establishment of one additional position of Refuse Driver and four additional positions of Refuse Collector within the Refuse Division. 2. The establishment of one additional position of Street Sweeper Operator. Range 13, within the Street Cleaning Section, Public Works Department. 3. Tl1e establishment of one additional position of Equipment Operator - Tree Trinuner, Range 10, within the Parks Division, Parks and Recreation Department. The establishment of seven additional positions of Laborer, Range 7, within the Far~s:~iv1sion, Parks and Recreation Department. The establishment of one additional position of Equipment Operator, Range 10, within the Parks Division, Parks and Recreation Department. Director read letter from City Manager requesting the establishment of the classification of Incinerator SupervisorJ Range 25 within the Utilities Department. Mr. Starr made a motion that the request of the City Manager for the establishment of the clasoification of Incinerator Supervisor, Range 25 be accepted. Seconded by Mr. Wallace and carried. Director read letter from City Manager requesting the transfer of Mr. Stanley Szuba. Utilities Service Supervisor (Under Rule #15) to Incinerator Supervisor. Mr. Thompson moved that the Board approve the transfer of Mr. Szuba. Seconded by Mr. Starr and motion carried. Director read letter from City Manager asking for five positiono of Sewage Plant Operator I in lieu of five Sewage Plant Attendants and the abolishment of the position of Sewage Plant Operator II. Mr. Thompson moved that the five positions of Sewage Plant Operator I be established in lieu of five positions of Sewage Plant Attendant. Seconded by ~k. Wallace and motion carried. Mr. Wallace movedtbat the position of Sewage plant Operator II be abolished. Seconded by Mr. Starr and motion carried. Director asked the Board for approval of promotion of John Stout from Equipment Operator to Street Sweeper Operator without competitive test. based on prior experience and per- formance test.
