The Clearwater civil Service Donrd met in regular session Monday evening, August 12, 1963 at 1:30 P.M. in the Civil Service Office. 'Members present: George H. Dalby, Chairman, Harold Wallace, Donald O. McFarland, and John F. Starr Observers: Earl Emmons, Reporter Meeting called to order by Chairman Dalby. Mr. Wallace moved that the minutes of July 8, 1963 be adopted as written. Seconded by Mr. McFarland. Motion carried. Director reported on examinations conducted. Reported on certifications and appointments. Reported on temporary and seasonal appointments. Reported on resignations. Mr. McFarland moved that the resignations of Dana B. Johannes, Jr., Beach Guard, Bill Henry Greek, Laborer, Public Works Department, Paul Schaefer, Patrolman, Joe Wood, Sewage Plant Attendant, Robert Barber, Sewage Plant Attendant, Bernard Holland, Jr., Refuse Driver, Preston J. Baker, Communica- tions Clerk, Wilmer T. Cone, Electrician II and John A. L. Gordon, Tabulating Equip- ment Supervisor (Emergency) be accepted. Seconded by Mr. Wallace. Motion carried. Reported on dismissals. No Board action necessary. .Director read copy of a memo he had sent to Mr. Stewart in connection with back pay for reinstated fireman, .~illiam Shellman, and suggested timt since such payment had already been made, perhaps a motion as the basis for authorization for the City Manager might be in order. Mr. McFarland moved that the Board's certification of findings and decision in the matter of the 'reinstatement of William Shellman shall be deemed to authorize and instruct the City Manager to pay back wages from the date of dismissal to the date of reinstatement. Seconded by Mr. Wallace. Motion carried. Director read letter from the City Manager requesting that a new position of Chief Sewage Plants Operator, Range 23, be established and the appropriate examination be held so that qualified applicants may be available for appointment shortly , after October 1, 1963. Mr. McFarland moved that the position of Chief Sewage Plan~Operator be established. Seconded by Mr. Starr. Motion carried. Director s~ated that he had received letters from the City Manager requesting the establishment:of three additional positions - Fire Prevention Inspector, Range 21, Toll Attendant, (permanent-part time) Range 9, and School Patrolman, Range.4. Director:readhicreply to Mr. Stewart's request for Fire, Prevention Inspector, and stated'thathe had written similar letters to cover the position of Toll Attendant 'and School Patrolman. In all of these letters the Director gave his approval to establish these additional positions and he asked the Board to ratify his approval.' Mr. Wnlluco askod when an organizational chart would be available. Director stated that ho had hoped to have the job description and classification work done in a year but that Mr. Cope, his assistant, had been granted a scholarship and would roturn to school on August 23, 1963. Therefore, it would be necessary to find some- ana to finish the job analyzing. Director said this analysis will show what is actually dona on oach job and a factual chart cnn then be prepared. Mr. McFarland stated that he felt it was not necessary for the Director to read all of the certifications, appointments and lay-offs. Also, he did not feel it was nocoDBary to read all of the resignations unless ~ley were unusual reasons for loaving. This extra time of about a half hour could be spent on other mat.ters that would be of more help to the Director. He said he felt a half hour each meeting spont discussing the new Rules would be beneficial to all the members and the Director. Board Members agreed. Director asked for approval of his action in extending emergency appointments of Anne Elaine Redman, Clerk I, Library Department and Chloe Ann Hardy, Clerk 1, Library Department for ten days. Mr. McFarland moved that the request for exten- sion of emergency appointments be granted. SC;!conded by Mr. Wallace and motion carried. Director stated he had a request from Chief Walter }~nning of the to change the requi't'ements on the height of the firemen from 5'4u weight in proportion to the height. Mr. McFarland moved that the ments for firefighters be increased from 5' 4" to 5' 7" ,.,ith weight to height. Seconded by Mr. Wallace. Motion,carried. Fire Department to 5 l 7" with minimum rc'quire- proportiouate Director read letter from City Manager stating that Mr. James H. Watkins has been appointed as Administrative Assistant to the City Manager for Civil Defense. The City Manager by an,Act of the City Commission is the Director of Civil Defense .and Mr. Watkins will serve as his assistant. He will not come under Civil Service. Director reminded the Board that he would take his vacation beginning Friday) August 16) 1963 and return on'September 3. Mr. McFarland moved that the meeting be adjourned.
