The Clearwater Civil Service Board met in regular seBsion Monday evening, July 8, 1963 at 7:30 P.M. in the Civil Service Office. Members present: George H. Dalby. Chairman, Harold Wallace, Donald O. McFarland R. M. Thompson, Sr. and John F. Starr Observers: James R. Stewart, City Manager, Earl Emmons, Reporter, and Raphael Van Tassell, League of Women Voters. Meeting called to order by Chairman Dalby. Mr. Wallace moved that the minutes of June 10, 1963 be adopted as written. Seconded by ~~. Thompson. Motion carried. Director reported on examination conducted for Refuse Foreman. One applicant appeared for the promotional examination but did, not pass. Director reported on certifications and appointments. Reported on temporary and seasonal appointments. Reported on resignations. Mr. McFarland moved that the resignations of Winifred Brown, Clerk 1, Police Department, Adolph Kearney, Gas Plant Attendant, Bill V. Norton, Distribution Serviceman I, Willie Edwards, Refuse Collector, Refuse Divisionl Utilities Department, Helen M. Myers, Secretary I, Parks and Recreation Department, Gerald Duffy, Playground Leader, Parks and Recreation Department, . James B. Rizer, Laborer, Parks and Recreation Department, Thomas Harrell, Laborer, Parks and R~creation Department, John Monyhan, Sewage Attendant, Sewage Division, Utilities Department, Richard G. Clarke, Rodman, Engineering Department, Herbert L. Horton, Jr., Laborer, Parka Division, Parks and Recreation Department, Elizabeth Kidd, Secretary I, Building Inspection Division, Engineering Department be accepted. Seconded by Mr. Wallace. Motion carried. Reported on dismissals. No Board action necessary. . ' Director read letter from City Manager requesting the establishment of one . additional position of Beach Guard, Marine Department $106 bi.weekly (Seasonal). Director also read his letter to the City Manager approving this request and asked t~at tqe Board ratify his approval. Mr. Thompson moved that the Board ratify the action taken by the Personnel Director. Seconded by Mr. McFarland. Motion carried. Director asked Board for consideration of the effect of Captain Frank Daniels I recent leave of absence on his seniority date for longevity and related purposes. Director read excerpts from previous minutes regarding break in service and ho~ it affected the longevity of the employees involved. The conclusion reached was that tbe service record wan not broken in other longevity cases. Seconded by Mr. Thompson. Motion carried. Director read letter from City Mnnager requesting that the position of Cashier at the Utilities Office be transferred from the Finance Department to the Customer Accounts Section of the Utilities Department and that the position of Cashier, Range 9, Customer Accounts Section, Utilities Department be cstablished. The present incumbent, Mrs. Meyon B. Taylor be transferred from the Finance Department to the Utilities Department to fill this new position. He further requested that Mrs. Clara Mary Haymaker, Clerk I of the Finance Department be transferred to the Customer Accounts Section, Utilities Department to fill a vacancy in a Clerk I position in that Section. Mr. McFarland moved that they be adopted 08 presented. Seconded by Mr. Thompson. Motion carried. Director read letter from City Manager requesting that the position of Clerk I) Range 7, be established in the office of the City Clerk. This employee will operate. the microfilm equipment as well as perform other routine duties. Mr. MCFarlsnd moved that the position be established as requested. Seconded by Mr~ Starr. Motion carried. Director read letter from the City Manager requesting the establishment of a new position ,in the Commercial Section of the Utilities Department entitled Verifier OperatorJ Range 9. Mr. Thompson moved that the Board establish the position as requested by the City Manager. Seconded by Mr. Wallace. Motion carried. Director stated that he proposed to handle the position of Verifier Operator subject to a promotional examination from the Key Punch Operators. Director read letter from City Manager approving the Board's action in placing Mr. Ralph Higinbotham, R?dent Control Inspector in Step 2 of Range 10. Director read letter from City Manager requesting that the position of License Inspector be reactivated and an examination held as early as possible to provide an eligibility list of applicants. Mr. McFarland moved that the request of the City Manager relative to the License Inspector be granted. Seconded by Mr. Starr. Motion carried. Director read portion of Amendment to the Firemen's Pension Fund Plan. Basically, as far as the Board is concerned. the Amendment of Section 3 would seem to be the one that is important. 'This says in effect that after July I. 1963 new applicants for the Fire Department will not come under the Firemen's Pension Fund Plan) thus relieving the Board of its legal requirements with respect to residency. Presumably, new Fire Department appointees will be covered by the City Pension Plan. Director read letter from Chief Manning requesting that the noard use the same residency requirements and restrictions that are used for police applicants. Mr. Thompson moved that the Board use the same residency requirements and the same restrictions for applicants for the Fire Department as we have been using for the Police Department. I Civil Service Board Minutes July 8. 1963 Page 3 Director told the Board that in October the Public Personnel Association will ' hold its 1963 Conference in Philadelphia. They arc asking for advance information regarding those who plan to attend. Mr. Thompson moved tbat the Personnel Director should attend this meeting. Seconded by Mr. Starr. Motion carried. ., ~, : Director asked the Board's permission to take a two week vacation in August and this was granted. Director reported on employment date of Ralph Higinbotham. He was employed as a laborer on May 7, 1960. Mr. McFarland moved that Mr. Higinbotham's longevity should be established as of his first employment date in May 1960. Motion was seconded by Mr. Thompson and carried. Director read letters to the Board and to himself from the Employees Association expressing their appreciation for the cooperation in providing an adequate Sick Leave Plan 'for City ,employees. . Director reported.on the conference he attended at Daytona Beach expressing appreciation for the helpful information he gained while attending this conference. After excusing visitors and the press, a proposed departmental budget for the upcoming fiscal year ~as reviewed. The Board felt tlw.t the budget proposed by the Director .was a logical one except that the provision for possible salary adjustments for unclassified employees should be incrensed by ~500.00. After discussion, Mr. Thompson moved that the proposed budget as amended be accepted and 8ubmit~ed to the City for approval. The motion was seconded by Mr. McFarland and, carried. .
