Proceedings of the Civil Service noard meeting held Mondny, June 10, 1963.
The Clearwater Civil Service Board mat in regular aesoion Mondoy evening, June 10,
1963 at 7:30 P.M. in the Civil Service Office.
Members present: George H. Dalby, Chairman, Harold Wallace, Donald O. McFarland,
R. M. Thompson, Sr. and Mary Fay Bissell
Observers: Captain Frank Daniels, Police Department, Earl Emmons, Joe Devlin
and Bill Cox, Reporters and Rosalie Day and Raphael Van Tassell,
League of Women Voters.
Meeting called to order by Chairman Dalby.
Mr. Wallace moved tbat the minutes of May 13. 1963 be adopted as written. Seconded
by Mr. McFarland. Motion carried.
Director read letter from Captain Frank Daniels requesting re-instatement to active
duty. He also read letter from Pinellas County Health Department stating that
Captain Daniels was well and able to return to work. Director then read letters
from Police Chief Booth and James R. Stewart, City Manager recommending that he be
re-instated and the City Manager asked that he be allowed to return to work on
Tuesday, June 11, 1963. Mrs. Bissell moved that Captain Daniels' leave of absence
be te~nated and he be re-instated on June 11, 1963. Seconded by Mr. Wallace.
Motion carried.
Captain Daniels expressed his appreciation to the Board for the Civil Service Laws
and for the Boa1:d's application of them. He stated that one of the biggest problems
the hospital. has in treating patients is the insecurity of their family during the
time they are. ill, and fortunately, he had no problem of this type and only had to
concentrate on getting well.
Director reported on continuous recruitment exams.
Director reported on certifications and appointments.
Reported on temporary and seasonal appointments.
Reported on resignationB~ Mrs" Bissell moved that the resignations of James G.
Gray,' Laborer, Public Works Department, William L. Blanch, Laborer, Parks Division,
Parka and Rec1:eation Department and Carolyn Witte, Recreation Assistant, Parks and
Recreation Department be accepted. Seconded by Mr. Thompson. Motion carried.
Reported on. dismissals. No Board action necessary.
Director read letter from Mr" H. B. Gambrell requesting seven additional days
sick leave from}lay 20 to May 27. Mr. Gambrell was due to return to work on May 20
but suffered a relapse and was unable to return until May 27. He also enclosed a
Doctor's certificate stating. that this additional ~ime was necessary. Mrs. Bissell
made a motion that the Board reconnend to the City Commission that Mr. Gambrell be
given the extr.a 7 days sick leave. Seconded by Hr. l~allace. Motion carried.

Director requested approval of extension of emergency appointments for william
Croft, Draftsman 1, Planning Division, Engineering Department and John A. L.
Gordon, IBM Operator, Utilities Deparbment. Hr. McFarland moved that the Board
give the Director the approval for the extension of the emergency appointments
for William Croft and John A. L. Gordon. Seconded by Mr. Thompson. Motion
carried.
Director read letter from City Manager requesting the establishment of position
of Rodent Control Inspector, Range la, in the Refuse Division of the Utilities
Department. Director explained to the Board that there has been a Rodent Control
man. but he is supervised by no department and picks up his check at the Public
Works Office. Actually, there is nothing being done in this case except naming
a job and setting a rate for it. He will now work in the Refuse Division which
is a logical affiliation as cleanliness, sanitation and rodent inspection fall
into this category. Director 'said he thought this job should start at Step 2,
since to start at Step 1 would be a reduction in the rate the employee is now
receiving, and asked the authority of the Board to do this. conditioned on the
approval of the City Manager. Director asked the Board to give thought to
considering this position as a reclassification. It is not a promotion in the
sense that there is a change in duties or any more. money involved to amount to
anything, just a naming of the position and assigning Mr. Higginbotham to a
" department so that he will have a boss. Mr. McFarland moved that the position
of Rodent Control Inspector, Range la, Step 2 be established in the Refuse
Division of tbe Utilities Department and that Mr. Higginbotham be certified to
this position since he has already been doing the job. Seconded by Mr. Thompson.
Motion carried. The Board asked Director to check into the matter of whether
or not Mr. Higginbotham's three years with the City can be counted towa~d
longevity. Director will report at next meeting.
Director showed the Board Members the manning table and how it is used. In the
very,near future, theTa will be a file set up wherein all jobs will be shown as
authorized and budgeted even though they have not been filled. In the meantime,
a manning table is being maintained.
Director read letter from City Manager requesting that the positions of Recreation
Supervisor, Range 11, and Playgrounds and Community Center Supervisor, Range 13,
Recreation Division of the Parks and Recreation Department, which are presently
vacant, be abolished. Mr. Thompson moved that the two pooitions be abolished as
requested by the City Manager. Seconded by Mrs. Bissell. Motion carried.
Director read letter from City Manager requesting the establishment of Recreation
Supervisor 1, Range 13, Recreation Division, Parks and Recreation Department.
The responsibilities of this new position will be almost identical with that of
Playgrounds and Community Center Supervisor. Mrs. Bissell moved that this position
be established. S~conded by Mr. Thompson. Motion carried.
Director read letter from City Manager requesting the establishment of three
emergency positions in the Library Department in order to get all of the books in
tbe Library properly cataloged this summer. Mrs. Bissell moved that the City
Manager's request be granted. Seconded by Mr. Thompson. Motion carried.

Director read report from the Committee appointed by the Board to discuss the
requQst by Traffic Planner. for reclassification of his position. The final
conclusion reached by the Committee was that pending completion of the proposed
Job Classification Study of all City positions, any reclassification of the
position of Traffic Planner at this time would be premature and unwarranted.
Mr. McFarland moved that the report of the Administrator. in cooperation with
the Chief of Police and City Manager be accepted. Seconded by Mr. Thompson.
Motion carried.
Director asked Board's approval on the Revised Sick Leave Policy. Mr. Thompson
moved that the Board adopt the Proposed Amendment to Sub-Section 11. Rule 7 of
the Clearwater Civil Serviee Board Rules and Regulations to take effect as
quiekly as is co~nsurate with the details incidental to conversion. Seconded
by Mr. Wallace. Motion passed with Mrs. Bissell abstaining because she did
not receive a copy of the Revised Siclt Leave and had not had an opportunity to
read the Amended sick Leave Policy.
Director requested permission of the Board to attend the convention of Florida
Association of Civil Service Agencies at Daytona Beach, Florida. Hr. Thompson
stated that he felt the Director should attend all meetings to keep in touch
with the workings of the state-wide Civil Service a.ctivities. Board voted in
favor of Director going to convention.
Chairman brought up the fact tbat this was the last meeting for Board Member
Mary Bissell. Mr. Thompson said he felt that the Director should prevail upon
the City Manager and City COIJII1iasioners to have a dinner for Mrs. Bissell since
she.is going off the Board after three years of service. He thought that such
a group, should include the City Manager, City Commissioners, Mrs. Bissell.
members of the Civil Service Board (including, of course, the newly elected
member), the Civil Service office staff and whoever else the City Manager might
suggest. Board agreed that the Director should discuss this with the City
Manager~
