The Clearwater Civil Service Board met in regular session Monday evening, May 1.3,
1963 at 7:30 P.M. in the Civil Service Office.
:. Members present: George 11. Dalby, Chairman, Harold Wallace, Donald 0. McFarland
and R. M. Thompson, Sr.
Observers: James R. Stewart, City Manager, Blaine LeCouris, Traffic Planner,

Meeting called to order by Chairman Dalby.
Mr. Wallace moved that the minutes of April 8, 1963 be adop`-d as written.

Personnel Director read memo from Captain Williamson regarding his objections to
the way in which the Amended Pay Plan affected him. He stated that there had
been changes made in the Detective Division. Personnel Director told Hoard Members
that there were some mechanical mistakes made in the figuring of pay and the only
changes made were to correct those errors. There have been no changes made in the
Amended Pay Plan itself.
Traffic Planner Le.Couri.s stated that since the last meeting he realized that the
position of Traffic Planner could not be compared equally with that of a Police
Captain. Therefore, he had done some checking on the cities from which the survey
was taken and as far as he could find out none of these cities have a Traffic
' Planner position. He requested that the Board consider hi3 position as Traffic
Planner and reclassify it since there is more work.entailed and more responsibility.
Mr. Thompson moved that this case be turned back to the head of the department,
the Appointing Authority and the Personnel Director for recommending a solution.
A After they have arrived at a recommended solution, it can be brought to the Civil
Service Board for action. Seconded by Mr. McFarland. Motion carried.

Reported on dismissals. No Board action necessary.
Director read letter from City Manager requesting the establishment of new
position of Refuse Foreman in the Refuse Division of the Utilities Department,
Range 17, $166 - $130 bi-weekly. Mr. Thompson moved that the request of the
City Manager be approved. Seconded by Mr. Wallace. Motion carried.
Director read letter from Mr. It. B. Gambrell, Utilities Serviceman II, request-
ing 30 days additional sick leave. This was substantiated by a doctor's cer-
tificate stating that Mr. Gambrell would not be able to return to work before
May 24th. Director also read letter from Mr. Stanley Szuba and Mr. Fred Taylor
stating they felt this additional sick leave should be given to Mr..Gambrell.
Mr. McFarland moved that Mr. Gambrell be given eleven days additional sick
leave. His original sick leave expired on May 8 and this additional eleven
days would cover the lapse from May 8 through May 19th. Seconded by
Mr. Thompson. Motion carried.
Director read 'letter from City Manager requesting the establishment of a new
position of Secretary I, Part Time - Temporary, in the Civil Defense Department.
Mr. McFarland moved we adopt the City Manager's request. Seconded by Mr. Wallace.
Motion carried.
Mr. McFarland stated that he dial not believe that Captain Williamson's request
for the Board's consideration need go any further. His position in the pay
plan was arrived at by application of the rule and there is no motion needed to
solidify his position. Mr. Thompson recalled that at the April meeting Captain
Williamson stated he would accept the decision of the Board.
Personnel Director passed out copies of revised Sick Leave Plan to Board
members. It is to be submitted to the City Commission for approval at their
next meeting. All Board members agreed they would like to take the copies
home and study them.
Mr. Thompson moved that the meeting be adjourned. The next meeting will be
on June 10, 1963.
