The Clearwater Civil Service Hoard net in regular session Monday evening, April 8, 1963 at 7:30 P.M. in the Civil Service Office. Members present: George H. Dalby, Chairman, Mary Fay Bissell, Harold Wallace, i3 • y Donald 0. McFarland and R. M, Thompson, Sr. Observers: James R. Stewart, City Manager, Kenneth Williamson, Captain, Police Department, Blaine'LeCouris, Traffic Planner, Earl Emmons, Joe Devlin, and Bill Cox, Reporters. r:; .:. Es"I Mr. Wallace moved that the minutes of March 11, 1963 be adopted as written. 1 1 Seconded by Mr. Thompson. f?`?` 1 JL S Chairman stated that since Captain Williamson and Traffic Planner LeCouris had asked to be put on the Agenda, they would be heard before the regular business 4'; of the meeting Personnel Director read letters from Traffic Planner LeCouris and Captain Williamson stating their objections to the claimed inequalities in the Amended Pay'Plan in the way it affected them. Director read explanatory memorandum from the City Manager to the Civil Service Board with respect to Captain Williamson's objections. After some discussion, at which time Traffic Planner LeCouris passed ode sheets showing retroactive pay of various police officers, Mr. McFarland moved that this matter be tabled until the next regular meeting. Seconded by Mr. Thompson. Motion carried. Director reported on promotional examination for Library Assistant II. Reported on certifications and appointments. Reported on temporary, emergency and promotional appointments. Reported on lay-offs. Reported on resignations. Mr. McFarland moved that the resignations of Edgar S. ,;? ::..........: °'- Williams, Laborer, Public Works Department, Clifford Trombly, Parks and Recreation Department, Beatrice Lints, Fire Department and Nancy Sanders, Polic e Department be accepted with regret. Seconded by Mrs. Bissell. Motion carried. Reported on dismissals. No Board action necessary. Mr.. Motion carried. ire"- .' i 0 k i R f•? ;J.: y) i'I1' S' Civil Service Board Minutes of April 8, 1963 Page 2 Director read letter from City Manager requesting that Steps 1 and 2 be deleted in the Pay Range for Bridge Operators, Bridge Division, Marine Department. All new employees in this position would start in Stop 3. Mr. Thompson moved that the City Manager's request be granted. Mr. McFarland seconded the notion. Motion carried. Director read resignation letter from Gene Sanborn, Special Assistant to Director. Mr a. Bissell moved that the resignation be accepted with regret. Mr. McFarland seconded the motion. Motion carried. Director stated that at the present time no one had been found to take Mr. Sanborn's place. There have been several applicants but they do not meet the requirements since this is more or less of a trainee position. Chairman told Mr. Sanborn how much he would be missed and that he had done a tine job in getting the job analysis started. He stated that it was the hope of the Board that a suitable person could be hired to continue the work. Mr. Thompson asked Mr. Sanborn what had been said by employees he had interviewed in regard to the adjusted Pay Plan. Mir. Sanborn stated that the only employees he had interviewed were Sewage Plant workers and the Refuse Division and neither of those groups received'a raise so they were all rather dissatisfied. Mr. Sanborn said that.two of the men from the Sewage Plant came in to talk with the Director and were much better satisfied after it had been explained that the raise had nothing to do with their work but that raises were given on a survey based on job titles'. Nevertheless, they still felt that if anyone received a raise, all City employees should receive one. Director gave report on proposed amendments to the Civil Service Law and passed out copies to the Board members. These proposed amendments have to do with the exemption of certain positions from coverage and also provisions to authorize the Appointing Authority to select and appoint persons to certain designated positions without competitive examinations or Board certification after a reasonable effort had been made to fill such positions by promotion from within the organization. Director reported progress on Sick Leave Rule revision and requested that the Board nominate one member to participate in review of proposed revision. The Board nominated Chairman-Dalby to attend the meeting. Director also asked the City Manager to attend the meeting. Director explained that there has been a great deal of difficulty in hiring secretaries to fill current openings. He requested that the Board grant a temporary waiver of one year Florida residency for secretaries. Mr. McFarland stated that he saw no reason for a year's residency requirement for secretaries. He'moved that the residence requirements for secretary be removed from the requirements. Seconded by Mr. Thompson. Motion carried. 4 a Civil Service Board Minutes of April 8,'1963 Page 3 Mrs. Bissell asked Director what information was given in response to inquiries on former employees who-resigned. Director said that the regular procedure was to give tenure of employment and nature of separation, that is, resignation, lay-off or dismissal. Chairman asked.Director how many vacancies were left on Fire and Police Department. There are three vacancies on the Fire Department and six vacancies on the Police Department. Mt.
