Proceedings of the Oivil Service Board meeting held Monday) March 11) 1963.
1he clearwater Civil Service Board met in regular sossion Monday evening, March 11,
1963 at 1:30 P.M. in the Civil Service Office.
Members present:
George H. Dalby) Chairman, Harold Wallace, Donald O. McFarland
and R. M. Thompson, Sr.
Hr. Thompson moved that the minutes of the meeting of February 4, 1963 be accepted
as written. Seconded by Mr. McFarland. Motion carried.
Director reported on assembled examination held for Secretary II.
Reported on certifications and appointments.
Reported on emergency) tempo~ary and promotional appointments.
Reported on lay-offs.
Director brought up the matter of emergency appointments. The law says that the
appointment shall not exceed 60 days but does not say we cannot rehire immediately.
In the. case of Salathiel Gaitor, Colored Recreation Supervisor, he was needed until
the position could be filled. In the case of the two emergency bridge operators,
they will be needed until the new bridge is opened. Mr. McFarland suggested that
if 'the ,appointment exceeds the 60 days) the Director should at th.e next Board
meeting after the 60 days formalize his having kept the man on. Mr. McFarland
moved'that we approve the action of the Director in maintaining Salathiel Gator
aa ,an emergency appointee Colored Recreation Supervisor. Seconded by Mr. Thompson.
Motion carried.
:Rep~rtedon resignations. Mr. McFarland moved that the resignations of Gerald
Stout, Recreation Department, Ruby H. Hymas) Library Department. Julie Eskew,
Finance Department Bnd Harry Carson, Utilities Department be accepted. Seconded

Mrs. Beatrice Lints, Secretllry in the Fire Department. Mr. McFarland moved that

by Mr. Thompson. Motion carried.
,Director read letter asking for additional sick leave for Virginia Ehmig. Clerk,
Police Department. Based on the recommendation of the Department Head and knowing
, our prior::policy in regard to emergency sick leave, and with the further under-
standing that there will probably, be an amendment to the present sick leave .
ordinance within a short tfme, Mr. McFarland ~oved that this emergency sick leave
request, be granted for the time requested (January 29, 1963 to February 10) 1963)

Director read letter from City Manager requesting an additional Toll Attendant.
He also read his reply to the City Manager granting the request by virtue of
the authority vested in him. Mr. McFarland moved that the informal approval of
authority previously given by the Board Members to the Director be presently
formalized. Seconded by Mr. Thompson. Motion carried.
Director asked for clarification of the status of Helen Giacobetti) Secretary)
Utilities Deparbment. Mr. McFarland moved that Helen Giacobetti is) has) and will
be since July 4. 1959 on our records as a Secretary III and entitled thereto to the
step increases that go with that position and training. Seconded by Mr. Wallace.

Director read letter from Mrs. Maybelle Hackett. former Secretary in the Parks and
Recreation Department requesting that her resignation be withdrawn and her name
placed' on the eligibility list. Mr. McFarland moved that the resignation of Mrs.
Maybelle Hackett be withdrawn as per her request and she be placed on the approp-
riate re-employment list as a Secretary II. Seconded by Mr. Wallace. Motion
carried.
Director read letter from City Manager requesting that three positions of Bridge
Operator be established, Pay R.ange 5. The hours of work for tbe new positions
will be 12 'hours per day for four days and one day at eight hours) making a total
of 56 hours per week. These positions to be established under a new division known
as the Bridge Division, Marine Department. Mr. Thompson moved that the City
Manager's requ~st be granted. Seconded by Mr. MCFarland. Motion carried.

Chairman brought up the matter of IImoonlighting" (working another job beside theit:
city job) by city employees. Chairman stated he received a call from a local
business firm stating that certain city employees were not only working on other
jobs but running businesses and competing with the local businessmen. Mr. Thompson
"stated that sometimes he felt the "moonligntinglt was their main job and the job
with the city a secondary job. Mr. McFarland stated he did not feel that the city's
salary scale was high enough to say that the man who has the energy should not work
another job. Mr. Wallace said in his opinion. it didn't matter what kind of work
a man did beside his city job. he was taking work away from another man who didnlt
work fo;, the city. This is more prevalent in the departments that work on shifts
and the ,men pay another man to work for them so that they have several days off at
, ,
a time.
ltt. Thompson stated he would like to bring up a matter that was not on the Agenda
.and in his opinion should have been. In the pay adjustment that just went into
effect) there was no provision made for a pay adjustment for the Personnel
Director. The Personnel Director has been with the city for almost a year (a year

on March 21) and has done an excellent job. Mr. Thompson made a motion that the
Personnel Director, beginning at this time, will draw a bi-week1y salary of $270.
Sec.onded by Mr. Wa,llace. Motion carried. Mr. Thompson said he felt the
Director was gTo8sly underpaid for the work that he is doing.
Director brought ,up the matter of fingerprinting employees and asked for
, instructions on how to handle the situation when it is found that an employee's
fingerprints are not too satisfactory'or that he has falsified his application.
The Board recommended that the Director first take the matter up with the Depart"
ment IIead and the Department Head could in turn discuss it with the employee: If,
in the Director'o opinion, it is a serious situation, the matter should be discussed
with the APpointing Authority.
Director passed out Job Analysis booklets which have been completed by Mr. Sanborn.
He complimented Mr. Sanborn and said that he had done a fine job. This booklet
provides a sound basis for any further steps that might be taken at a later date.
Director stated that the City Manager has seen the booklet and we are waiting now
for,htm to get out a letter to the Department Heads. The letter has been approved
and is ready for typing and as soon as it is sent out, Mr. Sanborn will start the
interviews.
Director thanked all Board Members for their marvelous cooperation
and the "gang" in his. office for their fine help. He also thanked
and asked htm,to convey to the Department Heads his sincere thanks
cooperation this last year.
