The Clearwater Civil Service Board met in regular session Monday evening. February 4, 1963 at 7:30 P.M. in the Civil Service Office. Members present: George R. Dalby, Chairman. Mary Fay Bissell, Harold Wallace, Donald O. McFarland and R. M. Thompson, Sr. Observers: James R. Stewart, City Manager, Gerald \leimer, Assistant Purchasing Agent. Herbert McLendon, clearwater Employees' Association, Lt. Irie Dobson. Fire Department, Donald E. McElderry and Earl,Emmons. Reporters. Meeting called to order by Chairman Dalby. Mr. Thompson moved that the minutee of the meetings of January 14th and January 21st, 1963 be accepted as written. Seconded by Mr. Wallace. Motion carried. Reported on examinations conducted. Director stated that the secretary II promotional examination would not be held as there were no applicants for the examination. Reported on certifications and appointments. Reported on emergency, tempo~ary and promotional appointments. Reported on resignations. Mrs. Bissell moved that tbe resignations of Wayne Smith, Utilities Department. Jack Sapp, Utilities Department, John Giles, Police Depart- ment, James J. Elliott, Garage Division, Public Works Department be accepted. Seconded by Mr. McFarland. Motion carried. Reported on Buspensions and dismissals. No Board action necessary. .,Director read letter from D. J. Raye, Disposal Plant. giving further reasons for the dismissal of James R. Jenkin. , Director read letter from C. F. Taylor, Utilities Manager, giving reasons for , the dismissal of Edward A. Mayer. Director read letter from City Manager requesting that two additional positions of Library Assistant 1 be established (Range 7, Step 1) in the Library Department. Hro. Bissell moved that the City Manager's request be granted. Seconded by Hr.. McFarland. Motion carried. Director read letter from City Manager requesting the establishment of a position of Laborer in the Drainage Section of the Streets Division. Public Works Department and also Equipment Operator in the Collection Section of the Sanitary Sewer Division. Utilities 'Department. Mr. Thompson moved that the positions of Laborer in the Drainage Section and Equipment Operator be established. Seconded by Mrs. Bissell. Hotio'n carried. r. " , .. I" .",' ~~;fl:: ~:;:;. :': ,::',; '.,1 Civil Service lloard Minutes of February 4. 1963 Page 2 Director said that his office is working with the table of organization (Hanning Table) and when a job request comes in it is checked for authority and bud~et before an attempt 1s made to fill it. He said that in the case of an existing classification where rate is established and"job description 1s already on file. he would like authorization from the Board to move on that and formalize it at the. next regular meeting. Mr. Thompson and Mrs. Bissell said they felt that authorization bad been given several months ago and that the Director had that authority. At the January 14 meeting the Board asked the Personnel Director to check the time the Chairman of the Board is appointed. Personnel Director read excerpt from the Law stating that the Chairman sball be elected each year at the first meeting of the year. Director read various excerpts from Minutes back as far as 1947 but could find no specifiC reason as to why there is a difference in appointment dates of Board members. All of the Board Members are appointed as of July 1. except the member appointed by the Board and this appointment begins on November 1. 'Director read letter from John Washnock asking to be reinstated in a job with the City when an appropriate opening occurs. This letter has been approved by Mr. Nelson, Hr. Taylor and Mr. Stewart. Mr. McFarland moved that Mr. Washnockrs request be granted. Mrs. Bissell seconded the motion. Motion carried. Chairman ,asked ,Director to read Resolution regarding Salary Survey which is to be forwarded to the City Commission for their approval. Director asked Board Members to 'get out their copies of the Survey before reading the Resolution. Director and Assistant Purchasing Agent discovered a couple of places that were oversights at the ~ast Board meeting. Ranges 15. 19 and 24 were assigned for Patrolmen. but on the other, pages nothing was done about Traffic Patrolman. Traffic Sergeant and Traffic Captain (which has been eliminated). The same ranges have now been assigned to them and the Traffic Captain classification has been abolished and changed to traffic Planner. There is a Traffic Safety Officer which has been set up and approved but for.whicn there haa never been an incumbent. Traffic Planner will be set up on range 24 same as the former Traffic Captain range. Director stated that there was onc other change in the Survey and this concerned the Detective classification. This was going tn start, at step 3, $179 to $190 and it was decided it would be advisable to start at step 2. $173 because there are some detectives who have just started and they are at $166 bi-weekly. There are some others in the first step and they are at $173. It would be unfair to start at $179 as the new man would be increased more than the man who had been with the City for a year. By starting at $173, the new m..t~': ~ill go to $173 and the man who has been with the City for a year,wi11 go to $17~~"'Assistant Purchasing Agent stated that in one or two other places it would be necessary to add another step. Director distributed copies of the Resolution to the Board Members. Director stated that since there had been so many classification changes in the old Pay Plan that he and the Assistant Purchasing Agent felt it would be rather' a waste of time to re-do . . ~... Mr. Thompson moved that the Reoolution be adopted. Mr. Wallace seconded it. Mr. McFarland moved the question. All Board Hembers signified by saying "aye". Unanimous. Members signed copies of the Resolution. Director stated that this Resolution contemplates the adjustment of some individuals 8S well as classifications in the Engineering Department. City Manager stated he felt the Civil Service Board had the right to reclassify position when necessary and the incumbent of that position can be certified or an examination held as they see fit. Director remarked that just recently he had noticed a discrepancy between the office copy of the Civil Service Law (which incidentally is the same as that presently in possession of the Board Members) and said Law as printed in the City's Code of Ordinances. Director then read excerpt from Section 9 of Division 2 of the City Charter as follows: liThe appointing authorities shall promptly report to the Director any need to establish new positions so that they may be classified and allocated, and so that certifications n~y be made or appropriate tests provided." He also read excerpt from the office copy of the Civil Service Law, Section 7,.as follows: tiThe appointing authorities shall promptly report to the Director any need to establish new positions so they may be made or appropriate tests provided." He pointed out that the difference consisted of the worda "classified and allocated and so that certifications may be madell. This additional wording wao.apparently added in a 1949 Amendment but the existing copies of the Civil Service Law in the possession of the Civil Service Board were not changed to reflect this Amendment. It was the consensus of opinion by the Board that the Civil Service Law as printed in the City Charter was no doubt correct and complete and should.be tbe governing document for Board action. Director said that personnel action sheets will have to be made to cover the transfers in the Engineering Department from one classification to another. Director asked authority from the Board to certify these people in the new classi- fications. Mr. Thompson moved that the Board grant the Personnp.l Director the ',' authority to certify the Engineering Aide employees into the 'new classification titles that have been approved. Seconded by Mr. McFarland. Motion carried. New pages will be 'inserted in Salary Survey. New Pay Plans will be distributed. Director brought to the attention of the Board that the position of Personnel Director has traditionally been included in Salary Surveys and Pay Plans as it is in this one but probably should be considered separately as it is now excluded from Civil Service. Thio matter was tabled for the next Board meeting. Mr. Thompson moved that the meeting be adjourned. Meeting adjourned. Seconded by Mr. Wallace. Respectfully submitted, Joh C.
