Proceedings of tho Civil Service Board meeting held Monday, January 21, 1963.
The Clearwater Civil Service Board met in a special session Monday evening,
January 21, 1963 at 7:30 P.M. in the Civil Service Office.
Members present: George H. Dalby, Chairman, Mary Fay Bissell, Harold Wallace,
Donald O. McFarland and R. H. ThoJqlson, Sr.
Visitors: Mr. James R. Stewart) City Manager, Gerald Weimer, Assistant
Purchasing Agent
Meeting called to order by Chairman Dalby.
Mr. Thompson stated he had gone over the proposed pay plan quite thoroughly and
felt that the raises had been apportioned properly and unless someone found a
place that was open to discussion, 8S far as he was concerned, he was pleased
with it.
Mr. Thompson ~ved that the Salary Schedule be adopted retroactive to October 1,
1962. Seconded by Mr. Wallace. Motion open for discussion. Chait'1D8n Dalby
opened discussion regarding detective and patrolman ranges.
Mrs. Biaoell stated that she did not believe a formal lilOtion was in order since
this meeting was in the nature of a work session and not open to the press or
the public. She asked why these raises should be given at this time if the Job
Analyist is working on the classifications. Why not wait until all of the new
job classifications are finished? Mr. Stewart stated that un1es3 some increases
were given on positions that are ,so underpaid, the City will lose some very good
personnel. Alsos it is almost impossible to hire clerks and secretaries since
the City pay scale is so much lower than the outside pay scale. The job
analyzing will not be'done for a year to 18 months and this is too long a ttme
to wait for tbe increases.
Mrs. Blssell stated she did not feel that the detectives and patrolmen should
receive the same starting salary. Mr,. Stewart stated this had been done so
that the two jobs could be interchangeable. He stated that the Chief and his
department would like to be able to shift the men from detective back to
patrol1Dan.
Mr. Dalby asked why the pay range on fireman is $153 against $159 for patrolman.
Mr. McFarland asked how the City Manager and Assistant Purchasing Agent arrived
at the average for the salary increases. Mr. Weimer stated that the City of
Clearwater was averaged between 5 and 7 of the 12 cities surveyed.
Mrs. Bissell again brought up the difference in detective and patrolman jobs.
It is necessary for a man to work three years as a patrolman before he can take
tbe detective examination and, therefore, the pay scale should not be the same.
Personnel Director and Assistant Purchasing Agent worked out the following
changes in pay scale for policemen'~nd detectives.

City'Manager told the Board that it would be necessary to change certain job
title.s in tbe Engio.eerlng Department. This does not mean that the jobs are
changed but tbe titles are being changed to agree with the work that is being
performed by the inc.umbent.

, Chairman polled tbe members of the Board on the acceptance of the proposed
plan with the revised oalary adjustments on policemen and detectives. All
members'said yes.

Chairman asked that the Personnel Director and Appointing Authority draw up
a Resolution regarding the proposed pay plan to be presented at the next
Board meeting. After it is, approved by the Civil Service Board members, it
will be presented ~t the Ci~y Commission meeting in February.
,It 'was' decided to change the da:te of the regular monthly Board meeting from
'February 11 to February 4, so that all B~ard members could be prelJent.
Hr." Thompson moved that the meeting adjourn. Meeting adjourned at 10: 30 1>> .M.
