Following dinner, City ~hnager Stewart opened the business session by ptcocuting
a ,Salary Survey and Suggested Salary Adjustment Plan to the Civil Service Board
Members and the City CommisGion.

Mr. Stewart stated that the first pages of the Survey represent what he feels
is necessary for the City Commissioners and Civil Service Board Members to consider
in the way of salary information for employees as a ~,'hole..

In 1959 'shortly after Mr. Stewart took office, they revised the 1957 Pay Plan
rather hurriedly but no definite survey has been made since then. He stated
that in the new Survey they had not att~mpted to recommend a salary raise for
everyemployee'8s shown in the 1957-59 Pay plan but only to bring the salaries
in'Clearwater up to the medium of 12 comparable cities (as sho~1n on the first
pages of Survey). The salaries were not brought to the highest point, but only
to'a medium point.

Commissioner'Insco stated tlmt he felt the Civil Service Board should look over
the booklet and meet again with the City Commission and give their comments.

Mr. Stewart called attention to the fact that job titles would be changed as
, ,far as Engineering Aides were concerned. Instead of Engineering Aide I, II,
III, etc. they would additionally be called Rodman) Party Chief, Draftsman,
Field Supervisor, etc. It is not their intention with this Survey to do any-
, thing that the,Civil Service Board should do, but only to help the Civil Service
Board:and the City Commission. As far as the salary increases are concerned,
it is not what they ,.,ould like to do but a half-way point.

}!r. ,Stewart stated that in most cities the beginning salary of firemen is lo~~er
than that of policemen. The suggested beginning salary is $153 for firemen by-
l-l,ee~lyand' $159 for policemen bi-\<leekly.

examinations. ' Mr. young stated that it would probably have to be done by adding

given every chance to compete for them and should be given a chance to ~eturn to

could be worked out for a reasonable length of time but that the jobs of clasRified

indefinitely. Commissioner Turner said that he realized this and that the time

Service Board is to make recornnwndations to the City Commission to take proper
action.
Commissioner Insco agreed with the Mayor but stated that the Civil Service Board
should kaep in mind that a budget of $l03~OOO had been net up for the salary
increases and this is based on the City Manager's Survey.
Mr. Wallace said that after the Job Annlyist comas to work, the Board would be
in a position to give a better answer.
Nr. Stewart said that the job analyzing ,,,ould be a long job and the Survey us it
is set up is only the first step in what is necessary to get the thing done.
Mayor Weatherly asked for the opinion of the Civil Service Board as to ,.,hether
the man hired to run a new incineration garbage disposal would have to be hired
under Civil Service as it might be necessary to hire and fire several to get the
right man.
Mr.. McFarland said that he. \>lould have to be under Civil Service unless it was
taken to the legislature.
Mr. Stewart said that nothing causes more trouble among city employees than
partial information being given to them. He asked that all, present remember that
the '~agc information contained in the Survey is confidential and should be treated
as such until it'is finalized by the Civil Service Doard and the City Commission
arid should not be given out until this time. lIe also stated he ,,,ou1d be glad to
discuss the Survey with any of the Board Members at any time.
Mr. Thompson stated he felt that between the City Commission and the Civil
Service Board they will come up with as good a Pay Plan as possible as they arc
both doing a good job.
Hayor Weatherly asked the Personnel Director '<lhether any text books '<lere needed
to prepare city employees for promotional examinations. The Police Department and
Fire Department have quite a complete library. Personnel Director said that the
problem again goes back to job'descriptions which are very outdated. Once new
job descriptions are written, a review of the description would indicate what
needed to be studied and later each job can be evaluated in accordance ,dth the
description.
'Mrs. Bissell said that everyone would be surprised hO\1 many could not even pass
a vocabulary test or other types of questions that just required "connnon horse'
senoen. '
PCJ:sonnel Director said that he felt text book knoil1cdgc alone \o}ould not produce
a. ''1e1l rounded employee.
Mr. McFarland explained to the City Commission how the information for'tests is
gathered. ,He alaostated that numerous people have questioned the exams but he
