The Clearwater Civil Service noard met in regular session Monday evening, November 19. 1962 at 7:30 P.M. in the Civil Service Officc. ~wmbers present: Gcorge R. Dalby, Chairman, Mary Fay Bissell, lmrold Wallacc, Donald O. McFarland and R. M. Thompson, Sr. Observers: James R. Stewart, City Manager, Joe Devlin and Bill Cox, Reporters. Heeting called to order by Chairman Dalby. l-1rs. Bissel moved that the minutes of October 8 t 1962 be accepted as ll1ritten. Seconded by Mr. McFarland. Motion c~rried. Review of Sergeant Examination - Patrolman Anthony DIEliu) Harold Petersen and Ernest Wichelns did not attend the meeting. Personnel Director rend exchange of correspondence with Patrolman D'Elia, the substance of which was that his request fo~ a Teview of this examination with his attorney present was declined. No action to be taken at this time. Reported on examinations conducted and examinations scheduled. Reported on certifications and appointments. Reported on' emergency and promotional appointments. Reported on suspensions. ., Personnel Director read letter from School Patrolman Leonard Berg asking for additional.' sick leave. Patrolman Berg recently had a heart attack and he dnclosed letter from:Dr. Pace stating that he should not return to work for another sixty days. Mrs. Bissell moved that an additional 60 days sick leave , be granted Patrolman Berg. Seconded by Mr.. McFarland. Motion ca.rried. . , . . . l1rs. Wallace asked if the other bridge would be taken over by the State. City Manager said that it would be taken ovar and it was planned to use the mon from that bridge on the new bridge. There will be 12 hour shifts and they propose to use only three men. Mr. McFarland moved that the Board establish the position of Toll Attendant in the Marine Department, Salary Range 9 as requested by the City ~wnager. Seconded by Mr. Thompson. Motion carried. Mrs. Bissell asked about the salary range on Traffic Planner. The salary range for Traffic Planner and Traffic Captain arc not the same. City Manage~ said he planned to request that the position be put back into the police department promotional ladder at a later date. Personnel Director asked for an expression from the Board on his proposal to conduct continuous examinations on all entrance classifications until there is an eligibility list set up in each classification to be able to certify severnl people to a department head. The Board felt this was an excellent idea. Personnel Director told the Board that the young man he originally wanted to hirens a special assistant, had reversed his decision to go into the Air Corps and would start in the Civil Service Office on December 3. He will start in Range' 12 - $132 bi-week1y. > Director reported on his trip to Miami Beach attending 1962 Public Personnel Administration Conference. This report outlined the meetings attended and subjects discussed as well as some conclusions emanating from such discussions. Some 20 foreign countries were represented at the conference. Mr. Stewart 'asked the Board if they would meet with the City commission for dinner on Tuesday, November 20. Dinner arrangements are to be made and the Board members advised of time and place. It was agreeable with all Board Members. Mrs. Bissell moved the meeting be adjourned. Seconded by Mr. Thompson. ~fueting adjourned until next meeting December 10, 1962.
