The Clearwater Civil Service Boa.ru met in regular session Honday evening, October 8, 1962 at 7:30 p.m. in the Civil Service Offica. Members present: George H. Dalby, Cbuirmant Mary Fay Bissell, Ha.rold Wallace, Donald o. McFarland and R. M. Thompson) Sr. Observers: Herbert McLendon, C.E.A., ~1. E. Harn, Police Department, Joe Devlin, Earl J. Emmons and Dill Cox, Reporters. Meeting called to order by Chairman Dalby. Mrs. Bissell moved that the minutes of September 10, 1962 meeting be accepted as written. Seconded by Mr. Thompson. Motion carried. Mr. Thompson moved that the minutes of special meeting of September 25) 1962 be accepted as, written. Seconded by }tts. Bissell. Motion carried. Reported on certifications. Request for change of employment dates for Sergeant William Ham was discussed by the Civil Service Board. Director discussed with the Board all the information and 'records per'taining to this ,ma. tter which showed tha t Sergeant Ham's emp loyment was continuous from November 2, 1945 to December 1, 1945. Eader, Utilities Serviceman II, Frances Brisbin, Secretary, Finance Department, David F. Goodman, Finance Director and Gladys H. Culbreth. Lecturer, Sea ,Orama be accepted. Seconded by Mr. Thompson. Motion carried. Members of the Board agreed to, defer discussion of dismissal of Captain Carl Martin ,and his answer, until the City Manager has notified the Board of his decision. Director read letter'from Captain Daniels addressed to City Commission requesting ,60'days additional sick leave. Patrolman D'Elia and Patrolman Peterson requesting revie,,, of their examinations taken for Police Sergeant. Mr. Mcfarland made a motion that the Director ,,,rite a letter to these three informing them of exactly what '-laG put into the City Employees' magazine and wlmt took place at the meeting discussing this point, and if at that time they still desire to come before the Board. it be put on our agenda. '0, ~:': .\ ... ~ " ',.:1 '\:y, " i.' , ' October 4) 1962 Traffic Planner - 2 reported - 1 passed Director advised the Board that the young man he had interviewed for Job Analyist been accepted by the Air Corps. Last summer he applied for O.C.S. and was turned down because of his eyes. In the meantime) their qualifications have changed and he has been accepted. After seriously considering the matter he felt he should join the Air Corps. has Director read letter from City ~mnager requesting that the position of Clerk II be , established in the Finance Department due to the ever increasing work load in this department) and because of the very serious need of having u person who is capable of stepping into any position should a disability occur for any reason. Mrs. Bissell moved that this position of Clerk II be established in the Finance Department. Seconded' by Mr. McFarland. Motion carried. Director read letter from City Manager requesting that the position of Secretary I in the Engineering 'Department be abolished and in its place the position of Clerk'II be established. 'This request is a result of serious consideration of the clerical and 'secretarial positions in this Department. Upon the completion of this study it was found that a ,Clerk II would more readily meet the requirements in the Engineering' Department than would the Secretary 1. Mr. Thompson moved that we comply with the request of the City Manager. Seconded by 14rs. Bissell. Motion carried. Personnel Director asked to be relieved from attending National Conference on Public Personnel Administration in Miami November 11 to November 15 due to work load in the office. Board felt that it was important that the Director attend the conference and unless he had personal reasons for not going) the pressure of work should not interfere with his attending the conference. Mrs. Bissell stated that she would like to attend the conference as there is much to be gained at the meetings. Director has month to make a decision as to whether he will attend the conference.
