Proceedings of the Civil Service Board meeting held Monday, September 10, 1962.
The Clearwater Civil Service Board met in regular session Monday evening,
September 10, 1962 at 7:30 p.m. in the Civil Sorvice office.
M.embars present:
George U. Dalby, Chairman, Mary Fay Bisso.ll, Harold Wallace,
Donald O. McFarland and R. M. Thompson, Sr.
Observers:
James R. Stewart, City Manager, A. D. Finch, Attorney, Russell
Riendeau, Police Department, Earl Emmons and Bill Cox, reporters.
Meeting called to order by Chairman Dalby.
Mrs. Bissell asked that the minutes be corrected to shol~ that she objected to the
way the Clerk I for the Personnel Office was hired. Since there was no poSition
as Clerk,I established for this office, the Board should have been phoned for
their permission before the hiring and it has nothing to do with the girl
involved.
Mr. Wallace moved that the minutes of the August 13, 1962 meeting be accepted
as corrected. Seconded by Mrs. Bissell. Motion carried.
Review of the exwnination of Patrolman Russell Riendetlu l07hich has been pending
until a ful~ Board could be present. Attorney A. D. Finch representing
Patrolman'Riendeau stated that they were not here to question anything anyone
had done or had not done. He stated that they realized that little could be
gained since the appointment had already been made but that Patrolman Riendeau
'has a legitimate complaint to make through no fault of anyone. The questions

Mr. Thompson made a motion that all present except Board Members be excused so that
the Board could make a decision on the questions. Mr. McFarland made an amendment
to the motion stating that the noard Members would consider the questions after
,the meeting and-notify Attorney Finch and Patrolman Riendeau of their decision
at or before the next meeting. Mr. Wallace seconded the motion as amended.

by Mr. Wallace. Motion carried. Mr. Wallace stated that it should be put on the
file card that he was not to be rehired.

Serviceman 11, lloward Wesley Godfrey, Colored Recreation Supervisor II, James
Ronald Yeager, Laborer, Parks Division. Motion seconded by Mr. McFarland. Motion
carried.
Reported on examinations conducted for School Patrolman. Personnel Director
stated that Chief Booth said that the five certified to him were of the highe6t
type individuals and he would be proud to have anyone of them on the force.
Reported on examinations conducted for Jailer.
Reported on examinations conducted for Police Sergeant.
Report on examination postponed for Traffic Captain. A promotional examination
cannot be held unless two or more candidates appear for the examination. Only two
were eligible for the examination and Sergeant Williamson declined to take the
examination since'he did not feel he was schooled well enough in traffic control
work. Sergeant LeCouris appeared for the examination and since Sergeant,
Williamson did not appear, the examination was postponed.

Personnel Director read letter from City Manager requesting that the position of
Traffic Captain be abolished and the position of Traffic Planner be established.
Salary range for this position will be Range 21, step.3 through 5. This is the
same range 'as Uniform Captain. Mr. Stewart, City Manager, stated that this will
be a position in the Police Department that will coordinate with other related
departments or divisions, anticipating that possibly sometime in the future there
would be a Traffic Engineer or some such title, possibly in a different depart-
ment who will coordinate all departments with regard to the traffic planning
situation. This position could be filled by one of the police department or by
someone from the engineering department. Mr. McFarland moved that the position
of Traffic Captain be abolished and in place thereof we create the position of
Traffic Planner in Range 21, step 3 through 5 under the jurisdiction of the
Police Department. Seconded by Mrs. Bissell. Motion carried.
Mr. McFarland moved that an advertisement be made to fill the position of Traffic
Planner and that the date and time be stated therein and that it be an oral
examination by all the members of this Board. Seconded by Mrs. Bissell. Motion
carried.
Tampa Tribune Reporter, Earl Emmons asked that copies of Agenda be made up for
Reporters to use at Board Meeting. Chairman Dalby agreed.
Reported on certifications and appointments.
Personnel Director asked that ~~s. Craig's appointment start from February 1962
when she was certified as a Secretary 11. At that time she was hired as a
temporary employee in the City Attorney's office until such time as, a Secretary
III could be hired. She has now been transferred to the Personnel Office as
a Secretary II in a permanent position, and since she has already been working
for the city for si~ months should be entitled to the regular benefits. The
City Manager agreed with the Personnel Director that it was an unfair situation but
it has been handled for sometime in this manner. After considerable discussion
by the Board, Mr. Thompson moved that the Personnel Director go into this with
the City Manager and come up ,~ith a solution to the problem as it is not fair

benefits. Soconded by Mr.'Wallace. Motion carried.
Verification of the statuR or James W. Thompson, Safety Supervisor. Mr. McFarland
moved that: the Director of Personnel be authorized by the Civil Service Board
to correct the recorda of the Peraonnel Department to reflect the true statUG
of affairs in that Mr. James W. Thompson is) was and has been Safety Supervisor
as stated in the 1959 Pay Plan. Seconded by Mr. R. M. Thompson, Sr. Messrs. Dalby,
Wallaco, Thompson and McFarland voted for the motion. Mrs. Bissell voted against
the motion. Motion carried.
Personnel Director read letter from City Manager requesting that the position
of Assistant City Engineer be established in the Public Horks Department,
Engineering Division, to replace the position of Civil Engineer made vacant by
the retirement of Mr. John Anderson. He asks for reclassification of the
positio~ since the responsibilities of this department, coupled with the gro\~th
and needs of the city require greater emphasis at this lavel in assistance to the
City Engineer to insure proper plannin8, engineering and supervision of City
projects. salary range to obtain competent personnel '-1ould be pay range 29 with
steps 'limited to 4 and 5. Mr. Thompson moved that a position of Assistant City
Engineer be established to Teplace the position of Civil Engineer. Seconded by
Mr. McFarland. Motion carried.
Personnel Director read letter from Mr. Oscar H. Gray requesting the withdrawal
of his resignation of April 26, 1962. lie was formerly employed as Distribution
Serviceman I in the Utilities Department. Mrs. Bissell moved that Mr. Gray
be permitted to withdraw his resignation. Seconded by Mr. McFarland. Motion
carried.
Personnel Director stated that since the Gas Inspector resigned, there is an
urgent need for a new Gas Inspector. Mr. Szuba has been given permission to
make a provisional appointment for sixty days. Discussion v1as held by the
Board as to whether the examination for Gas Inspector would be an open examinaM
tion or a promotional examination. Mrs. Bissell moved that the Gas Inspector
job be a promotional examination. 11r. McFarland seconded. Motion carried.
Mr. McFarl~nd suggested that at the next irregular meeting of the Board when
the examination for Traffic Planner is given, the Board meet a little early
and stay a little late and discuss the examination of Patrolman Riendeau.
fersonnel Director brought up the matter of job descriptions. Out of 101 job
, descriptions in the book, 32 have been changed in some respect or degree. It
is of utmost importance that these job descriptions be put in order. City
Manager and Personnel Director both strongly urged the Civil Service Board to
give favorable consideration to the hiring of a qualified young man to do
this job with the close supervision of the Personnel Director and with the
various department heads to get the organization finally set up as it should
