The Clearwater Civil Service Boa.rd met in regula.r geooion HomIay evening,
August 13, 1962, at 7:30 p.m., in the Civil Service office.
Members present: George H. Dalby, Cha.irman; Mary Fa.y BiBGell, Itarold Wallace.
Absent: Donald O. Mcfarland and R. H. 'thompson, Sr.
Observers: Aubrey Ort, Electrical Superintondent; A. D. Finch, Attorney; RUBsell
Riendeau, 1'01ice Department; Herbert l1cLendon, Clearwater Employees' Association;
Earl Emmons and Edward Carhart, reporters.
Attorney A. D. Finch and Patrolman RUBsell Riendeau, \oIho wore present in connection
with the scheduled review of Patrolman Ricndeauls test papers for the Detective
examination held May 4, 1962, left prior to the meeting when it was learned that the
full Board would not be present. The review will be scheduled later when all
members can atte~d.
Meeting called to order by Chairman Dalby.
Mr. Wallace moved that the minutes of the July 9, 1962 meeting be accepted as
written. Seconded by Mrs. Bissell. Motion carried.

Director read letter from Aubrey Ort, Electrical Superintendent, requesting that
the Civil Service records be corrected to show the effective date of his being
macle department head of the Electrical Department as of Octo'1er 1, 1951. Following
a review by the Board members of Mr. Ortis file and papers presented to substantiate
his request, Mr. Wallace made a motion that the date of 11r. Ort's being made depart-
." ment head be established as October 1, 1951. Seconded by Hrs. Bissell and carried.
Mr. Ort thanked the Board for their consideration.
Reported on resignations. Mrs. Bissell moved that the resignation of Fatrolman
Richard J. Harding be accepted with prejudice, in order to preclude his being
considered for re-emp1oyment by the City of Clearwater at a later date. Mr. Wallace
objected on the grounds that since Patrolman Harding is a young man, he might again
be found acceptable for re-employment in the future. Mrs. Bissell then reworded her
motion to read that the Board accept the resignation of Patrolman Richard J. Harding
with the recommendation that he never he rehired. There being no second to this
motion, members agreed to table the motion until a full Board could be present.

Mrs. Bissell also moved that the resignations of John R. Chapman, laborerJ Fublic
Works Department, Hillie Golden, Refuse Collector, Alice M. McLoughlin, Secretary IJ
Electrical Department, Jimmie Newman, Gas Plant Attendant, narbara B. Piehl, Secretary,
"Engineering Department, Ernestine A. Reuter, Secretary I, Parks and Recreation Depart-
ment and Alice 1. Stebbins, Secretary II, Civil Service Board, be accepted with
regret. Seconded by Mr. Wallace. Motion carried.
Reported on examinations conducted for the positions of Key Punch Operator, Fire
Apparatus and Equipment Mechanic, Finance Director and Tabulating Equipment Supervisor I.

Director also reported that examinations were scheduled for the position of School
Patrolman on August 21, 1962 and for Jailer, August 22. 1962.

Civil Service Board rocommend to the City Commission tl~t Mr. Wardwell be granted
an extra 30 days sick leave. Mr. Dalby suggested that the Board recommend granting
up to 45 days if it were needed by the employee, and ~lrs. Bissell thought it would
be helpful if an explanation was made in the letter to the City Commission that
this employee had not used any sick lcave and that he worked part time during his
recuperation period. Motion carried.
Director read request from the City Manager that the new position of Utilities
Service Mechanic II, Service Division, Utilities Department, be established.
Mrs. Bissell thought perhaps the title of this position should make reference to
air conditioning since the employee would be maintaining mllchinery involved in
the air conditioning business. Director outlined duties of the position and
members agreed that title of Utilities Service Mechanic II was appropriate.
Mrs. Bissell then moved that the position be established as requested. Seconded
by Mr. Wallace. Carried.
Read request from the City Manager to establish the position of Clerk I in the
Civil Service Department. Director explained that this position had already been
filled due to the existing emergency. Mrs. Bissell, seconded by Mr. Wallace,
moved that this position be established and the employee be paid retroactive to
the day of employment. (See Minutes CSB 9-10-62 for correction Mrs. Bissell requested)
Board members discussed subject of permitting new employee, Charles Whitehead,
Fire Apparatus and Equipment Mechanic, to start in salary Range 18, Step 2, rather
than Step 1. Director reported that this change had the approval of Fire Chief
walter MAnning and the City Manager, due to the difficulty in recruiting qualified
personnel at the beginning pay step. Mr. Wallace moved that permission be granted
to start the employee in Range 18, Step 2. Seconded by Mrs. Bissell. Motion carried.
Approval of the revised budget for 1962 - 1963, presented by the Director, was
deferred until later in the meeting.
In requesting the Boardls permission to review and regrade recent examinations of
13 applicants for the position of Tabulating Equipment Supervisor I, the Director
pointed out that only one of the 13 applicants passed the test although he felt
that several others were qualified for the job. ~~. Young expressed his opinion
that the aptitude test should have been equated at the rate of 40 instead of the
rate of 50 and demonstrated to the Board his method of evaluating the examination.
He asked that the Board authorize him to regrade the test papers on the basis of 40
and notify the applicants accordingly. He also requested that he be allowed to
certify the five applicants who would then recieve passing grades, as being eligible
for appointment. Mr. Wallace, seconded by Mrs. Bissell, moved that the Director
be given permission to take this action. Motion, carried. Mrs. Bissell complimented
the Director on his evaluation of the test and members concurred.

Lodge #10, Clearwater, Florida, recommending the use of the Polygraph in recruiting
all Police Department personnel. No action by the Board necessary.

Visitors were excused at this t~e 80 that the Board could discuss revisions in
tbe 1962 - 1963 budget. Members approved revisions which had been ~de,by the
Director after he bad ,conferred with the chairman, in order to meet a deadline
set by the City Hanager for return of a corrected budget.
There being no further business to come before the Board at this ttme~ meeting
